9. Background of the project (Explain since when the proposed cultural activity has
been carried out in the community and the importance it has for the community or
region):
In Las Palmas, municipality of Chicontepec, in the state of Veracruz and in general
throughout Huasteca, the cultural tradition of wind bands is strongly rooted, which is
born from the people's need to have fun and express themselves, and which prides
and nourishes of young talent to the country, beyond the borders. The band is a source
of pride for the communities since it makes the musical wealth of the region known in
other places. It is typical in the area, the "meeting of bands", where two or more bands
confront each other with their music, displaying the best of their repertoire, reaching
improvisation to gain the respect of the public and their rivals.

Wind bands have a long tradition throughout Mexico; and in Chicontepec,


constitutes one of the most representative popular demonstrations and one of the
media disseminators par excellence of a very wide range of musical genres.
Currently, the wind bands of the region are on par with any type of musical genre; The
boundaries between popular and cultured music, between sacred and secular music,
are lost; between dance and listening genres; the origin and generic distinctions are
forgotten. Thus, the wind band is the crucible where musical genres are “fused”,
resulting in: Band music, which has implicit in its meaning a “popular” sound.

However, in the rich and varied repertoire of the wind bands of Chicontepec, a very
interesting problem is revealed regarding the musical genre, and it is precisely that they
are found at the same time: hymns and marches (which point to the origin of these
groups in military bands); waltzes, polkas, and other ballroom genres along with
Mexican sones, danzones, mambos, cumbias and all types of dance genres;
instrumental arrangements, both corridos, boleros and popular songs, songs of praise
to the Virgin of Guadalupe, Jesus Christ and patron saints. In this way, in the
interpretations of the Guanajuato wind bands,
It presents a certain “homogeneity”, since the boundaries between popular and
cultured music, between sacred and secular music, are lost; between dance and
listening genres.

10. Justification of the project (Explain the importance and cultural interest that the
project has for the beneficiaries):
The project arises from the initiative of a group of parents and young people from the
community, considering that banda music is an important cultural manifestation in the
community and in the region, and due to the interest for their children to participate in
the band from the community of Las Palmas, and the second, to expand the taste for
banda music in the indigenous communities of the municipality of Chicontepec and the
region.
11. Project objectives (Explain why the project is going to be carried out):
Promote the rescue and conservation of the musical heritage of the Chicontepec
region, and strengthen the Viento Realidad band, through support for the acquisition of
new instruments and guarantee the promotion of wind music mainly in new generations
through their participation in cultural events of the region, and patron saint festivals.
12. Description of the project (Briefly explain what is going to be done, how it is going
to be achieved and what is expected with the project):
The project basically contemplates the purchase of wind band music instruments, with
the support of the Promotion and Development of Indigenous Cultures program, in total
22 instruments will be purchased with an amount of 100,175 pesos, of which 80% will
be provided by the program. and $20 for the group that makes up the band and the
applicant community.
13.- How does the project help to ensure that their knowledge, customs, values
and/or traditions are not lost●
The wind bands have not only been the main animators of the festivities (religious,
ceremonial events, etc.), but they have represented a symbolic space of self-
recognition and belonging, of great cultural value for hundreds of localities throughout
the national territory. .
In addition to its value as a musical project, the band of wind musicians enables the
integration of the social actors of the localities, guiding and projecting their traditions
and new cultural proposals, transcending ethnic, political, economic and aesthetic
borders. “Every day in a new community and municipality they are appropriated and
recreated by communities of all ages and socioeconomic backgrounds.”
Today, the wind band means for many young people in our country the opportunity to
develop a life project around music.
IMPORTANCE OF WIND BANDS

 The wind bands represent an artistic and educational project that offers
opportunities for training, creation and musical performance to new generations.
The inhabitants of the towns and the families of each of their members gather
around them, making it possible to strengthen the social fabric. The band's
activity allows, among others, to achieve the following objectives:

IN MUSICAL AND EDUCATIONAL:

 Recognition by the members of their own musical and expressive potential,


as well as construction of bonds that allow them to have confidence in
themselves, in others and on the part of others towards them.

 Cognitive development of children and young people through music, which is


reflected in higher academic performance and, therefore, lower dropouts from
the educational system.

 Valuation of the artistic dimension of education through the articulation


between the educational (colleges, schools) and cultural (cultural houses)
areas.

SOCIAL AND CULTURAL:

 Promotion of community participation around common projects and interests.

 Promotion of new individual and collective life plans through the generation of
alternatives that allow us to confront phenomena of violence and drug
addiction.

 Education of communities in the appreciation of art.

 Recognition, appreciation and appropriation of Mexican and universal music


by the communities. The wind band is an instrumental group whose versatility
allows the interpretation and enjoyment of music of the most varied styles
and diverse origins.
14.- How do women participate in the project●
This project contemplates the participation of both genders since the musical
manifestation is not exclusive to men, to this end the openness will be maintained for
anyone of any gender who has an interest and taste for wind music and who wants to
join the band as long as it meets the requirements such as the commitment to comply
with the regulations, rehearsals and availability of time to attend events where the band
is invited to participate.
15. Community participation in carrying out the project (Explain how the community and
beneficiaries participate in the project): Community participation is essential for the
completion of the project, since in addition to being the beneficiary of the project by
remaining as owner of the instruments that are the reason for this project, is
fundamental in its organization so that this cultural manifestation prevails and spreads
in new generations and is incorporated into other cultural manifestations typical of the
region and the Nahua culture, strengthening the identity as a people and as individuals.

17. Describe specifically how the activities mentioned above will be carried out
to achieve the objectives and goals established in the project:
Once the project is authorized, the project committee, made up of the president,
secretary and treasurer, will travel to Mexico City to update the quotes and select the
suppliers. For this purpose, it is planned to obtain at least 3 quotes.
Once the supplier is selected, the purchase and sale contract is made and the terms
and matters relating to billing as well as the delivery of the instruments are reviewed.
Once the parties involved agree, payment is made in cash for the total amount of the
cost of the instruments.
During the reception of the instruments, it is verified that they are complete and in good
condition.
The group then agrees to hold a work meeting in the presence of the community
authorities and, where appropriate, the community assembly to plan the activities to be
carried out, make the relevant agreements for the proper functioning of the band,
correct use and care of the instruments as well as the establishment of a regulation.
Finally, a calendar of participation in events will be established.

AND WHEN IT IS UNDER YOUR OWN WILL, RESPECTING THE RULES THAT ARE
AGREED AT THE TIME FOR THE PROPER FUNCTIONING OF THE BAND AND
THE GOOD USE AND CARE OF THE INSTRUMENTS.
