1. Introduction

Social Work emerges from the need to respond to the social problems prevailing in
society, which are diverse at each historical moment. If we go back to the definition of Social
Work developed by the International Federation of Social Workers, it is defined as:

A practice-based profession and academic discipline that promotes social change


and development, social cohesion, the empowerment and liberation of people (…), social
work engages people and structures to address challenges of life and increase well-being.
(International Federation of Social Workers, 2014)

To achieve these results, the need arises to plan and develop a set of orderly and
systematic procedures that allow us to direct our actions towards achieving specific objectives.

The development of this report is part of the professional practice process of the Social
Work degree at the University of La Frontera. The content is based on the professional work
developed by the undersigned student, within the Disability Office of the Municipality of Purén
in the period March - October 2022.

The student has been under the institutional supervision of the Social Worker, Katherinne
Ortega Salazar, in charge of the Disability Office, Social Household Registry (RSH) and Water
Subsidies (SAP). The practice process is carried out in person, attending from Monday to Friday
during institutional hours from 8:30 a.m. to 5:20 p.m. It is important to note that the institution
serves the public in the morning from 8:30 a.m. to 2:00 p.m.

This report is divided into ten items. The first referred to the present introduction of the
document. The second that gives an account of the general context in which the practice process
is framed, where it will be found, institutional and territorial context, description of public policy

that operationalizes the actions of the Office, description of the subjects of intervention and/or
target population and the conceptual framework of disability with the aim of understanding the
advances in this matter.

The third part corresponds to a preliminary description of the diagnosed problem, which
will be a reference for the development of an intervention plan. The fourth item resides in the
identification and description of the conceptual axes that are consistent with the approaches of the
diagnosed problem and previously identified contexts. The fifth part consists of the representation
and foundation of the intervention plan. Continuing, the sixth item, which corresponds to the
planning matrix that includes the delimitation of the axes along with the definition of the
intervention objectives.
The seventh part consists of the presentation of the methodology used in the intervention
process. The eighth item refers to the evaluation mechanisms to be considered in each of the
phases of the intervention process. Then, point nine contemplates the schedule with the activities
to be carried out and finally, item ten presents the bibliography used.

2. Practice Intervention Contexts

a) Territorial Context
Purén is one of the thirty communes that make up the Araucanía Region and is part of the
province of Malleco. It limits to the north with the communes of Angol and Cañete, the latter
belonging to the Biobío Region, to the south with the commune of Lumaco, to the east with the
commune of Los Sauces, and to the west with the commune of Contulmo, in the Region of
Biobío.

Located in the heart of the Nahuelbuta Mountain Range, the communal territory is
characterized by its extensive mountainous areas of great scenic beauty and high biodiversity,
alternating with flat sectors where most of the populated centers are located and where the main
productive activities linked to the agriculture and livestock (Municipality of Purén, 2017).

The communal territory of Purén has an area of 464.9 km 2 , which represents 1.46% of
the regional total and 3.46% of the Province of Malleco, being one of the smallest communes in
the Araucanía Region. .

Demographic characteristics
According to the information extracted from the last 2017 Census 3 , the total population of
the commune is equivalent to 11,779 inhabitants, of which, 6,102 are female, while 5,677 are
male. These figures reveal a greater number of women, who are represented in children, young
people and older people.

According to data obtained from the Community Development Plan (PLADECO), the
population that has experienced the greatest growth over the years is that of older adults,
representing 20.7%.

The population distribution corresponds to 36.1% in rural areas and 63.9% in urban areas.
It is important to mention that the rural population has a high prevalence in the commune,
however, according to statistical data from the census, these inhabitants have been decreasing
over the years, concentrating in the communal urban core, a phenomenon that can occur for
various reasons. factors such as the search for job opportunities, greater access to goods and
services, among others.

It is important to consider that the social outbreak of October 2019, added to the socio-
health crisis of the covid-19 pandemic, has caused a considerable turnover of the population.4 .

According to the database of the Social Registry of Households (RSH), the Purén
commune currently has 13,341 people surveyed, of which 6,875 are female, while 6,466 are
male. These data demonstrate a considerable increase in the population in the Purén commune
between the period 2017 - 2022, maintaining the largest number of women in the commune.

b) Institutional Context
The Purén Municipality building is located at Calle Doctor Garriga #995, steps from the
Purén main square.

Through the Communal Development Plan (PLADECO), the Municipality of Purén


presents as an institutional vision “Purén as a prosperous and multicultural commune that values
its traditions, develops a sustainable economy, protects the environment, advances in
infrastructure and connectivity to improve the quality of life of its inhabitants.” (Municipality of
Purén, 2017), as an institutional Mission, it projects “Purén, the best commune to live in, which
promotes and ensures efficient management in each of the areas of development and implements
policies that give quality of life to its inhabitants ” (Municipality of Purén, 2017). de Purén,

The professional practice process of the undersigned student is carried out specifically in
the Disability Office. However, the student also performs management and support functions in
the Social Registry of Households (RSH) and rural and urban Drinking Water Subsidies (SAP).

The Purén Disability Office was created approximately in 2000. This unit belongs to one
of the fourteen programs administered by the Community Development Directorate (DIDECO),
which is under the direction of professional Pablo Lembach Martínez.

Currently the work team of the Disability Office is made up of four professionals. The
person in charge of the Disability Office, Social Worker, Katherinne Ortega Salazar (staff
professional) who has been working since 2014 to date, and three professionals; Cariot Llao
Gavilán, Kinesiologist, Abigail Carrasco Alarcón, Graduate in Social Work in professional
practice and Bonnie Uribe Baltra, Sign Language Interpreter, service provider for 4 hours per
month.

Functions of Social Work in the unit:


- Support the execution, coordination and promotion of activities related to the inclusion of
people with disabilities.
- Support the consolidation and formation of groups related to the issue of disability, as
well as continue supporting the different activities of the groups already formed.
- Support the coordination, management and execution of the disability office's activity
schedule, among others.
- Support the office in the request for disability credentials and request for technical aids.
- Planning and execution of group activities and workshops aimed at people with
disabilities (Persons with Disabilities, from now on we will refer to them as PwD) and
formed groups.
- Coordinate the implementation of support services and projects financed by SENADIS.
- Identify people with disabilities in the community through home visits and
meetings with social organizations.

Functions of the Kinesiologist:


- Articulate and make visible the issue of disability and inclusion with each of the
directorates, departments and/or municipal units, to reorient or deepen municipal
development policies from a comprehensive perspective of inclusive municipal
management.
- Promote and incorporate community-based Rehabilitation, among other tasks related to
the inclusion of people with disabilities.
- Support the disability office in labor intermediation processes, request for credentials,
requirements for technical aids, group workshops and rehabilitation.

Sign Language Interpreter functions and activities:

- Interpretation in activities carried out by the Disability Office in Groups where there are
people with hearing disabilities.
- Support and interpretation for the preparation of informative videos aimed at the
community and people with some degree of disability.

It is worth mentioning that the professionals who make up the work team of the Disability
Office of the Municipality of Purén have knowledge of Law 20,422 and associated laws, as well
as inclusive care and correct use of language.

The Disability Office is operating within the municipal offices, specifically on the first
floor of the municipality, where it shares space with other programs such as the Social Household
Registry, the Links Program and the Drinking Water Subsidy.

The unit, through the professionals who work, provides comprehensive social care to
people with disabilities, caregivers and their families, facilitating access to current social benefits.
The attention and intervention is carried out in a personalized manner, however, we also
work with the groups in order to strengthen their organization and autonomy, guiding and
managing access to the municipal programmatic offer and external programs, both public and
private. The above, to promote the inclusion of people with disabilities in the community and
their connection with the environment.

Note that the general objective of the Disability Office is to provide spaces for
coordination and participation, promoting inclusion, accessibility and the right to equal
opportunities for people with disabilities.

Specific objectives:

- Promote the development of skills and social insertion of people with disabilities, as
well as the development of an inclusive culture, through therapeutic, sports,
recreational, cultural and/or training activities.
- Strengthen the leadership and social participation of people with disabilities through
attendance at meetings and gatherings at the community, regional, and national levels,
promoting respect for their rights.
- Promote social well-being, through the satisfaction of basic needs and technical aids
for people with disabilities and social vulnerability.

Description of the work and professional tasks of the Disability Office

The functions carried out by the unit are focused mainly on the orientation, management,
support and accompaniment of people, families, caregivers and groups of people with disabilities
in the commune.

Specifically, some of the activities carried out are:

- Advice and application for technical aids through the National Disability Service
(SENADIS).
- Processing for the qualification of disability and subsequent obtaining of the Disability
Credential, granted by COMPIN.
- Process Disability Pension.
- Application for Mental Disability Allowance for children under 18 years of age (SDM)
- Orientation and application for DUPLO family allowance.

- Direct work with groups of people with disabilities in the community, providing
guidance and collaboration in the application of projects and other competitive funds.
- Coordination with the Municipal Labor Intermediation Office (OMIL) for the

management of courses aimed at people with disabilities.


- Management of social aid with municipal funds, for users who require it.
- Work and coordination with health, education and other service networks, with the
purpose of networking to solve different situations.
- Carrying out entertainment, training, awareness and education activities around topics
linked to the area of disability.
- Attention to cases and benefits of a social worker.
- Home visits to attend to social cases.

Financing

The financing of the Disability Office is exclusively municipal.

c) Conceptualization of disability in Chile

Chile has approached disability from different models and approaches, in a historical
evolution that has assumed the various visions that have developed on this matter in the world.
For this reason, each time, the need to understand disability from a broader perspective is being
promoted with greater force in which it is recognized that it is no longer a problem of the person,
but of the environment in which he or she develops.

Recognizing the conceptual perspective of disability throughout history and the way in
which it has been transformed is mainly due to the changes in the social paradigms that exist in
relation to the same people, since they are the ones who have given rise to the change in the
approach to disability. (Presentation module 1, Social Inclusion of People with Disabilities

From this perspective, the so-called disability models emerge, which represent the way in
which this reality is explained and addressed throughout history.

Below is a brief description and analysis of the models that have been the basis of the
understanding of disability.

Model of dispensation

This model mentions that the causes that give rise to disability have a religious reason in
which people with disabilities are considered unnecessary for different reasons. One of them,
because it is considered that they do not contribute to the needs of the community, that they
harbor diabolical messages, that they are the consequence of the anger of the gods, or that -
because they are so unfortunate - their lives are not worth living. As a consequence of these
premises, society decides to dispense with people with disabilities, either through the application
of eugenic policies, or by placing them in the space designated for the abnormal and the poor
classes, with a common denominator marked by dependence and submission, in which they are
also treated as objects of charity and subjects of assistance (Palacios, 2008, page 26).

Medical-rehabilitative model

As was the case with the dispensation model, the assumptions on which this new model is
based are two, one related to the causes of disability, and the other to the role of the person in
society.

Firstly, the causes to justify disability are no longer religious, but rather medical-
scientific. In this model and in the field of medicine, we no longer talk about God or the devil, but
instead refer to disability in terms of “disease.” (Toboso Martín & Arnau Ripollés, 2008).
Secondly, it is estimated that people with disabilities are no longer considered useless and can
contribute to the community, but only to the extent that they are rehabilitated or normalized. With
this, they enter into a “normalization” process with the purpose of being able to obtain value from
society as people and citizens.

According to Palacios (2008), the objective of the medical-rehabilitation model is to cure


the disabled person, or to modify their behavior in order to hide the difference and, in this way,
incorporate them into society. It should be noted that, from this perspective, the person is defined
based on parameters of normality, which is especially evident in language. For example, we
speak of invalid or handicapped when referring to physical or sensory disabilities, and of
subnormal when trying to classify a psychological or mental disability.

Social model

Finally, there is a third, called social model, which is born from the rejection of the

characteristics exposed in the previous models.


The fundamental assumptions are two. Firstly, it is stated that the causes of disability are neither
religious nor scientific, but social, that is, it is not individual limitations that are the roots of the
problem, but rather the limitations of society itself. Secondly, it is considered that people with
disabilities have a lot to contribute to society, or that, at least, the contribution will be to the same
extent as the rest of people without disabilities.

This model is closely related to the assumption of certain values intrinsic to human rights
and aspires to enhance respect for human dignity, equality and personal freedom, promoting
social inclusion, and being based on certain principles: life independent 5 , non-discrimination,
participation and social dialogue6 , universal accessibility7 , among others. Likewise, it aims at
personal autonomy8 of the person with a disability to decide regarding their own life project.
To achieve this, the elimination of any type of barrier is proposed, as well as providing
real equality of opportunities. (Victoria Maldonado, 2013).

Now, as stated above and considering the promulgation of the Convention on the Rights
of Persons with Disabilities in 2006 7 , a discussion arises around the existence of a human rights
model. Although there are those who postulate that it would be a new one that would surpass the
social model, others propose that this is not the case, since the convention would only be
establishing the social model. However, what is not in dispute is that effectively with the
Convention on the Rights of Persons with Disabilities they already become rights and can be
enforced.

d) Context of the Public Policy that the office operates

In 2008, since the ratification of the United Nations Convention on the Rights of Persons
with Disabilities and its optional protocol, a model focused on people, respect, enjoyment of their
rights, promotion of independence has been distinguished. and autonomy, which largely
challenges abandoning welfare and generating the conditions that allow PwD their full social
inclusion and effective equality of opportunities.

In this context, the main consequence or relevant regulation in our country is in February
2010 with the promulgation of Law No. 20,422 that establishes the Standards on Equal

(SENADIS), whose mission is to promote the right to equal opportunities for people with
disabilities, in order to obtain their social inclusion, contributing to the full enjoyment of their

the actions of the State, the execution of policies, plans, programs and initiatives that contribute to
improving the quality of life

of people with disabilities, within the framework of inclusive territorial development strategies.
(National Disability Service, n.d.)

Considering that Law 20,422 in its article 62, letter e), establishes that one of the
functions of SENADIS is to fully or partially finance plans, programs and projects, on December
10, 2019, an agreement is approved between the Service National Disability and the Municipality
of Purén referring to the execution of the Inclusive Local Development Strategy (EDLI) 9 ,
composed of a financing and support plan. The above, with the objective of promoting inclusive
strategies, strengthening territorial management, making visible and linking people with
disabilities in order to contribute to the improvement of their quality of life and participation in
the social, cultural, labor, educational, among others. others.

It should be considered, on the other hand, that the Office coordinates through relevant
means the work and programmatic offering of the National Disability Service (SENADIS)
indicated in Law 20,422 with the objective of strengthening local institutions and improving
access to information. to citizens about their rights, public policies, programs and social benefits.

e) Subjects of intervention

According to the National Disability Study carried out in 2015, in Chile there are a total
of 2,836,818 people with disabilities, evidencing an increase in the prevalence of disability of
16.7%. (National Disability Service, 2022).

In the commune of Purén, based on the data obtained from the Social Registry of
Households, there are 263 people, including children, adolescents, adults and elderly people in a
situation of

moderate dependence10 or severe11 who require permanent support and care given the loss and
lack of autonomy12 to perform your basic activities of daily living (ABDL)13 .

On the other hand, it should be considered that, according to information provided by the
Civil Registry and Identification Service of the commune, as of April 2022, there are a total of
589 people who are registered in the National Disability Registry (RND). 14 and that they have
their current Disability Credential.

In this sense, the Disability Office of the Municipality of Purén provides care and advice
to all those people, children, young people, adults and seniors with disabilities, their families,
caregivers, and community groups. commune of Purén, from the rural and urban sectors who
request care at the institution.

Action strategies give special attention to individual and collective work. The first,
alluding to the attention of cases, processing of benefits and social benefits. The second, referred
to community work with organized groups of PwD in the Purén commune.

In the commune there are currently four groups of people with disabilities: “We Mongen”
Group, “Hope to Live”, “Road to Success” and the center for parents and guardians of the Tulio
Mora Alarcón School.

Within this framework, according to the work and attention to users that the student
carries out both in the office and in the field, in the socioeconomic area it has been possible to
observe and verify either through home visits and secondary sources of information such as the
Registry Social of Homes, that users are classified between 40% to 60% of households with
greater socioeconomic vulnerability. In reality, this is reflected in the income received by PwD,
which mostly comes from the Basic Solidarity Disability Pension (PBSI) or, in the case of people
under 18 years of age, the amount received from the double family subsidy. . However, not all
people have this monthly income, there are those who do not receive these benefits and must
meet their expenses and needs with financial contributions from the family and in other cases,
from their caregivers who do not necessarily have a degree of relationship with them. the user.

Regarding the needs presented by PwD, they mostly focus on technical aids, economic
benefits for their caregivers, to cover medical expenses, aid consisting of home improvement and
adaptations, among others.

3. Preliminary Definition of the Intervention Problem


In the process of starting the professional practice in the month of March 2022, the
Disability Office was experiencing changes related to the team of professionals who worked in
said unit. Prior to February 2022, the Office's team of professionals was made up of the Social
Worker Manager, Katherinne Ortega, Lucas Martínez, kinesiologist, and Diego Toloza, social
worker. However, at the end of February, the health professional resigns from the program and at
the beginning of March the social worker too. It is important to mention that both professionals
resigned from the institution not for reasons linked to it, but for personal and professional
aspirations.

After Lucas's resignation, in February 2022, the kinesiologist, Cariot Llao Gavilán,
arrives, who is part of the team of professionals of the Senior Adult Program (PAM) of the
Municipality of Purén. It should be noted that the professional works part-time, that is, during the
mornings she performs her duties at the PAM and in the afternoons at the Disability Office.

At the beginning of March, with the departure of Diego Toloza, the person who had to
assume his duties was the person in charge of the program, Katherine Ortega. However, on March

21, 2022, the undersigned arrives at the Disability Office, as a student in practice and support
professional. A few days after entering the institution and having an induction and insertion
process in the office, the person in charge of the program delegates important functions to the
student.

Note that as a result of the changes that have occurred, consequences have been evident in
the internal functioning and in the attention to the public of the office, generating to some extent a
congestion of applications in the case of disability credential procedures, as well as It has delayed
timely attention to users mostly in the rural sector of the commune.

Firstly, and as noted, in the institutional context section, one of the major problems that
arises in the Disability Office is linked to the area of infrastructure and has to do with the lack of
an independent and exclusive physical space. . It constitutes a problem, since one of the greatest
challenges that we face as professionals in our daily practice is maintaining activities and
professional actions within a framework of ethical behavior of confidentiality, in accordance with
the privacy needs of the information provided by the user who comes to the institution.

In this regard, it should be considered that, in the existing professional relationship of


Social Worker - user, intimate aspects of individuals or groups can be known, due to the trust that
people place in the professional based on the relationship that is established. The above is
constantly reflected every time a user goes to the Office to speak with the professional Social
Worker, whether the person in charge or the undersigned student, about a personal matter, request
for social assistance or preparation of a Social and Network Report. support. In this sense, sharing
physical space with other programs makes it difficult to

Establish an environment of trust with the user in order to have a fluid and confidential
conversation.

Secondly, other problems identified individually and also together with the kinesiologist
during this time (March - May 2022) are related to the internal-administrative functioning of the
office, which is reflected in the non-existence of payrolls. or updated database of PwD in the
commune, a necessary tool to have a registry of users in case of applying for projects or
implementing action plans in the commune focused on this population. It is identified that there is

no order in the filing of documents and files of PwD that have carried out procedures in the
Office.
According to the kinesiologist, when she joined the office she found a disorder in the
users' documentation, she says that there were reports that were incomplete, documentation that
had not been sent to the corresponding entities causing a great delay in the process of people's
request, even at one point some people's files were lost. All of the above, due to not having an
updated and orderly record of the requests and procedures carried out in the office.
Thirdly, and referring to community work, the lack of recreational, social and cultural
activities aimed at PwD is identified. As noted in previous items, in the Purén commune there are
four groups. Of them, only one maintains a direct working relationship with the office, with
which work meetings and recreational activities are held according to a monthly calendar.
Finally, it should be noted that another of the problems identified in the practice center is
the lack of activities open to the community, for example, there are no training activities,
seminars, awareness, among others, which is reflected in the lack of visibility of the Disability
Office by the general public.

Regarding what has been described, it is necessary to implement an intervention plan that
considers everything from the internal administrative aspects to the implementation of activities
that promote the participation and collaboration of PwD in order to strengthen their participation
and full inclusion in the community. .

4. Conceptual Axes
Axis 1: Internal administrative actions of management and organization.
This axis refers to the professional and administrative capacity to implement an efficient
(preferably digital), orderly and easily accessible information management system that allows the
implementation of good practices within the office and access to all related data. with users who
have come to the office and requested professional attention. This digitization of information will
allow, over time, the creation of a consolidated and updated community-level database in which
personal data, among others, will be recorded, allowing for quantitative and qualitative
information. This instrument will be useful for eventual execution of municipal actions regarding
disability.

Axis 2: Guidance and comprehensive attention to users


This axis is based on providing comprehensive care focused on the user, considering their
needs and concerns from their particular way of defining and prioritizing them. To do this, it is
important to establish in principle an ethical-professional relationship and develop protocols
between the team of professionals to provide coordinated and timely care to people, families
and/or caregivers of PwD who come to the office, based on effective communication. and respect
for the principles of dignity, autonomy, self-determination and fundamental rights.

In this way, it is expected to promote access to information and provide adequate


guidance to PwD in the process of their applications and procedures.

Axis 3: Disability and community participation: a path towards social inclusion


This axis refers to the coordination of participatory actions and instances aimed at the
entire community, especially people with disabilities, their families, caregivers, professionals in
the area and institutions linked to this matter, with the aim of promoting participation and social
inclusion. from personal, family, institutional and community development.

It contemplates the implementation of training, communication, educational and


awareness-raising strategies that promote awareness by the community as a whole and that
generate a cultural change towards respect for the rights of PwD, their abilities and contributions
to the community. .

Axis 4: Strengthening PwD groups


It consists of direct and coordinated work with PwD groups for the execution of various
recreational, physical and cognitive activities, in order to promote the autonomy, functionality
and active participation of PwD as well as enhance the bonding and socialization between the
members. of each group, promoting in each meeting a climate of trust and harmony where users
can share experiences and establish participatory dialogues. Carrying out these activities will
increase the feeling of physical, social and emotional well-being of PwD.

Within this axis, the management, support and advice to groups by the office for the
preparation and application of competitive projects and funds is considered.

Axis 5: Promotion and dissemination of the programmatic offer to the community


Referring to the carrying out of dissemination and promotion actions of activities, and
general programmatic offering aimed at all PwD with the purpose of informing and educating the
population about the social benefits that they can access. For this, it is necessary to create and
activate social networks and information media that make the Disability Office visible.

Axis 6: Professional support for institutional administrative work and management


This axis considers the other functions performed by the student who subscribes at the
practice center, among which are: support and management of the Social Household Registry
Program, drinking water subsidy and social assistance.

Note that professional support in the area of social assistance provides continuity to the
work that the student was already doing since the previous internship carried out in

September – December 2021, referring to the internal management of the social


aid process where knowledge in this matter has been put into practice and being a contribution to
the institution.

5. Intervention Planning
The International Convention on the Rights of Persons with Disabilities seeks to promote
the inclusion of PwD in all areas of life. In the legal regulatory framework of our country, Law
20,422, has managed to develop between civil society and the different public and private sectors
the construction of a more inclusive Chile, however, it is necessary that organizations continue to
strengthen themselves and work for respect to their rights.

At the community level and based on the analysis of the diagnostic information presented
in previous sections, it is necessary as an institution to rethink work on disability from a rights-
based approach that allows guiding actions and work plans that allow people with disabilities to
be guaranteed greater social inclusion and accessibility to services.

Under this logic, the present intervention proposal ranges from an internal administrative
area where it seeks to devise strategies and protocols that allow for an internal order that allows
improving care for people with disabilities, to working together with groups where it will seek to
implement the development of activities aimed at strengthening social organization and well-
being, focusing on development and social participation through two lines:

- Individual strengthening , through care, advice and access to benefits and social benefits
such as support programs, workshops, training and application for technical aids15 .
- Strengthening organizations , promoting the carrying out of activities that generate
participation, cohesion and social inclusion.

7. Methodology used in the intervention process


The intervention proposal contemplates three key moments. The first, referred to the review of
documents and files about the guidelines, public policy and administrative management of the office. To do
this, some techniques and instruments will be the collection of information, where the main sources emerge
from the review of official documents, support of agreements, user files, among others.

The second moment corresponds to the institutional insertion process, which is fundamental since it
allows for a direct approach with the officials, their professional and administrative actions, the users and
their reality, which allows one to know and insert oneself into the operation. of the office, carrying out a
preliminary diagnosis for the subsequent preparation of an intervention proposal.

The third moment is based on the presentation of the intervention proposal prepared by the student,
and its implementation. This process also requires coordinated work with the unit's team of professionals,

who will be one of the main actors involved in the implementation and execution of the various actions.

The intervention proposal and planned actions are based on the approaches that operationalize the
unit, mainly the human rights approach, also contemplating others such as the Human Development Model,
Social Participation and Citizenship and Community-Based Rehabilitation (RCB).

In relation to the human development model, it should be noted that it is characterized by being
centered on people, aimed at improving their well-being and quality of life, guaranteeing their basic needs
and having as its main objective the promotion of people's freedom. focusing its strategy on strengthening
people's capabilities for their autonomy and independence.

The model of social participation is described from the spaces of citizen participation, which
depend on the state, through public policies and individuals, through the exercise of citizenship (Serrano,
1998). Other appreciations of this approach allow us to view it as a process by virtue of which people with
disabilities, organizations that represent them and their families, play an active role in the development,
execution, monitoring and evaluation of public policies that concern them. (National Disability Service, sf),
thus exercising a decision-making process aimed at the exercise of rights by people and communities.

The above is reflected through group meetings with PwD groups, instances where the reality of
people is known, co-constructing local problems that can be responded to through internal municipal
management processes, resources , projects, or other means.

Regarding the actions of Social Work in the unit, the undersigned student has selected the
Participatory Action Research (PAR) model, since this model focuses its analysis on problematic situations
that affect a community based on the perspective of those who They experiment, promoting collective
reflection, which aims to transmit knowledge and democratize knowledge. That is, it involves collaboration
between researchers and actors involved, who must socialize knowledge.

The objectives of this model are focused on making the community aware of reality, its needs and demands,
so that they can equip themselves with skills and abilities to make decisions to solve those needs, achieving at

facilitating self-management and promoting transformations in reality in order to improve the quality of life of
the subjects involved in the process.

This model was selected because through its techniques it will allow and provide an analysis and
understanding of the reality addressed in relation to the problems, needs, capabilities and resources, allowing in
some way to transform reality and improve it with the participation of the subjects. , in this case with office
users and PwD groups, since the interaction between subjects is one of the key pieces for these socio-
community dynamization processes.

The PAR Model selected for this intervention process places emphasis on the subject-object relationship,
that is, the groups to be investigated go from being objects of study to protagonists of the research, which
analyze their problems and at the same time offer solutions. For this reason, this model complements the
approaches of the Disability Office of the Municipality of Purén, rescuing personalized attention to the user
based on the ethical-professional bond of the user-professional, promoting the construction of agreements and
commitments that guide the actions to be developed during the intervention and considering the participation of
the actors involved as a fundamental aspect.

8. Evaluation mechanisms

In order to maintain control over the intervention process to be carried out, and monitor compliance with
the proposed objectives, the control mechanisms described below will be used.

Log of activities: The undersigned student will record all the professional actions carried out during the
internship process. The mechanisms that will be used to evaluate compliance with the objectives will be the

analysis of each of the indicators proposed in the intervention plan, the results of which will be evaluated at the
end of the intervention process.

verify the execution of the proposed activities throughout the process, as well as whether they are executed
within the previously established deadlines.
