1 PURPOSE
The purpose of this procedure is to outline the requirements for lifting, rigging and slinging operations
and to provide guidelines on the methods for planning, executing and controlling all lifting, rigging
and slinging operations.
It aims to ensure that these operations are conducted in a safe and controlled manner by competent
personnel involving the use of lifting equipment and lifting gear.
2 SCOPE
 The scope of this procedure covers all lifting, rigging and slinging operations carried out by
Tondro Group and its subcontractor(s) on Qidiyyah earth work project.
 While Subcontractors may select to use alternate documentation to control the work process,
they shall still comply with the intent of this procedure by:
 Developing a project specific hauling/lifting execution plan describing how the work will be
accomplished.
 Submitting detailed hauling/ lifting plans, calculations, and drawings to JGC for approval as
described in this procedure.
 Verifying lift crane setups prior to performing the work.
 Executing hauling and lifting work as per the approved plan.
 Removing hauling and lifting equipment form the site after the completion of the work.

4 DEFINITION OF TERMS
Certificate of Test - a written or printed document, performed by Banagas or its approved 3rd party
certification institution, attesting to the validity of the test performed.
Crane Configuration - is referred to boom length, boom angle, counterweight, outriggers extended,
etc. In other words, all items that affect the gross capacity of the crane shall be taken into
consideration prior to starting any lifting operation.
Crane Operator - A person holding a heavy equipment operator certificate who is certified as being
qualified to operate a specific model and capacity of crane as per Banagas Certification
requirements; or a specific type or class as per the approved certification authority’s requirements;
may also receive additional certifications for crane attachments, tandem lifts, pick and carry
operations, and personnel platforms (man-baskets).
Heavy Equipment Operator - A person holding a heavy equipment operator certificate who is
certified as being qualified to operate a specific make and model of heavy equipment as per
Banagas Certification requirements; or a specific type or class as per the approved certification

authority’s requirements.
Heavy Equipment Operator Certificate - Certification issued by Banagas approved international
institution or a home country certification to crane operators and heavy equipment operators.
Critical Lift - Any lift that exceeds 85 percent of crane’s chart capacity; Cranes shall not exceed
75% during a multiple lift and be de-rated by 25%; requires one (or both) of the cranes to change
locations during the lifting operation; any up-ending operation during the lift; or any lift over operating
or occupied facilities, process pipe racks, or near power lines. Any lift involving a complex rigging
arrangement or that requires specialty rigging shall also receive this classification. JGC project
management may classify any lift that involves sensitive or costly equipment as critical.
Factor of Safety (FOS) - The Factor of Safety is the ratio between minimum breaking load and safe
working load.
Hauling - The process of relocating or moving heavy equipment, components, or materials (which
require a crane to load & unload) a considerable distance using a haul trailer, rollers, or similar
devices.
Heavy Lift - Any lift where the payload weight is 40 tons or greater.
Lifting - The process of lifting or positioning equipment, components, or materials with a lifting
device.
Lifting Device - Any machine or device used to lift a load from its supporting surface. Such devices
include, but are not limited to the following; crane, hoist, hoisting system, chain fall, come-along,
jack, jacking system, gin pole, derrick, monorail hoist, gantry crane, levers, pulley system, air bag
jack, strand lift system, etc.
Payload Weight - the weight of the item to be lifted. Payload weight includes the actual item weight,
plus the weight of attachments, saddles, temporary supports, etc. Payload weight does not include
rigging weight.
Proof or Test Load - A proof or test load is the load applied to a lifting device or rigging equipment
for the purpose of proof testing. It should appear on the test certificate.
Rigging - is the process of safely attaching a load to a lifting device. Also transferring or moving a
load from one place to another.
Rigging Engineer - Rigging Engineer is an individual, designated by the JGC Lead Field Engineer
(LFE), who meets the minimum qualification standards for performing his duties as outlined in this
document.
Rigging Supervisor - The Rigging Supervisor is an individual with demonstrated technical skills who
is assigned responsibility for planning and supervising heavy haul, heavy lift, and/or general rigging
work operations on a project
Rigging Plans - are the documents containing all the pertinent information and procedures
necessary to define how a lift/haul is to be conducted safely. Critical Lift Plans / Rigging Plans will be

developed for all crane lifts.


Safe Limit of Approach - safe limit of approach for power lines is the closest distance from a power
line that equipment can work safely and legally defined as:
0 to 250 KV - 20 feet (6 meters)
Over 250 KV - 25 feet (7.5 meters)
Safe Working Load (SWL) - In most cases, the Safe Working Load will be the same as the WLL.
The exceptions are where the particular conditions of use require a reduction to a lower safe working
load. Examples would be low temperatures, inaccuracy of weight, and likelihood of shock loading.
Ton - The word “ton”, as used herein, refers to a mass of 1000kg. (1000kg equals 1 Ton).
Working Load limit (WLL) - The working load limit is the maximum load that an item of lifting
equipment is designed to raise, lower or suspend.

5 RESPONSIBILITY
Personnel involved in lifting, rigging and slinging shall be trained to recognize the inherent dangers
associated with lifting operations. They are individually responsible for understanding, respecting and
to fully comply with the rigging procedures.

5.1 Site / Construction Manager


JGC Site / Construction Manager is responsible for ensuring that all project hauling and lifting work
operations are performed in accordance with the requirements of this procedure.

5.2 Field Superintendent


The Field Superintendent is responsible for planning and directing all project work operations in
accordance with the requirements of this procedure.

5.3 Engineering Department


JGC Engineering Department reviews heavy haul plans, heavy lift plans and critical lift plans
developed by contractors. Review and approval of heavy haul, heavy and critical lift plans is
mandatory. Standard lift plan which is submitted together with the Method Statement and Job Safety
Analysis be will reviewed by construction department. All critical lifting plans will be endorsed further
to Banagas for review and approval.

5.4 Subcontractor’s Rigging Engineer


The Rigging Engineer is responsible for preparing all necessary rigging plans, calculations and risk
assessment under the direction of the Lead Field Engineer and the Rigging Supervisor.

5.5 Subcontractor’s Rigging Supervisor


The Rigging Supervisor shall be certified by Banagas or its approved 3 rd party and is responsible for
developing and signing critical lift plans.

He is required to supervise critical lift activities.

 Provide a well-prepared working area for the crane before it arrives on the job. This will require:
 Ensuring that any Permits to Work (PTW) that may be required are obtained and validated.
 Ensuring the adequate supervision of personnel carrying out or involved in lifting operations.
 Oversee that operating locations are graded, level and compacted.
 Assessing the suitability of supporting surface to handle expected loads.
 Assuring that hardwood mats or cribbing is available if the ground is very soft.
 Ensuring that lifting equipment and gear has been inspected, certified and maintained according
to this procedure.
 Responsible to see that all lifts are executed in accordance with this rigging procedure and client
safety requirements.
 Responsible for evaluating the qualifications of Riggers and Operators and certifying them as
“Qualified”.
 Determine the correct load weight and radius and inform the operator.
 Ensure the crane is appropriate for the task to be completed.
 Ensure the operator are holding valid licenses and certified to operate the assigned crane on the
particular job involved in compliance with the Banagas requirements.
 Ensure that a thorough crane maintenance and inspection program is established and
maintained. This will involve developing crane log books that facilitate the reporting of all work
needed and completed on the crane.
 Know the State of Bahrain rules and regulations that would affect safe operation of the crane.
 Locate and identify also the site hazards and restrictions such as electric power lines and piping.
 Review planned operations to include determination of working height, boom length, load radius
and weight.
 Preparing lifting plans and rigging studies

6 CERTIFICATION
6.1 Heavy Equipment
Heavy equipment shall have a valid certificate from Banagas or Kingdom of Bahrain as per Section
9.9 “Cranes and Lifting Tackle” of Contractor Site Rules Manual 2014, or approved 3rd party.
Certification shall be checked by JGC prior to use on site. Once approved the equipment will be
given a JGC plant sticker and equipment entered into the site plant register.

6.2 Riggers and Crane Operators


Riggers and Crane Operators certification shall be in accordance with Section 6.4 “Crane Operator
and Riggers” of Contractor Site Rules Manual 2014.
All crane operators and riggers shall be experienced in the use and safe operation of equipment he

is operating. Crane operators shall have valid license to operate the equipment.
Riggers shall be competent and experienced in rigging operations and Banagas has the right to
examine and reject them if found deficient. Riggers with Bapco certification or approved 3 rd party
certification from agencies like BVQI, DNV, etc. will be acceptable.
7 PROCEDURE
7.1 Lifting Procedure
Lifts utilizing lifting equipment, hoists, or other mechanical lifting devices will not commence unless
the following is complied with:
 A Job Safety Analysis shall be completed prior to any lifting activities.
 Lifting equipment and lifting gear are certified in accordance with this procedure.
 Load does not exceed dynamic and/or static capacities of the lifting equipment.
 All safety devices installed on lifting equipment are operational.
 Sufficient numbers of competent personnel are available during the lifting operation.
 Specific lift plan shall be developed for each lifting activity.
 A work permit shall be obtained prior to the lifting works.
7.1.1 Lifting Operation Planning
All lifting operation shall be planned to ensure they are carried out safely, and that all foreseeable
hazards are identified and all risks minimized. Planning shall basically contain and consider the
following steps:
 Weight and shape of the load
 Size of the load
 Center of gravity
 Method of lifting
 Selection of appropriate equipment
 Crane configuration such as working radius, boom length and boom angle
 Position of obstacles.
 Method of communication
 Weather conditions (Wind, visibility, rain, etc.)
 Ground stability
 Existing utilities both above and underground
 Height restriction
 Competent resources
 Overhead power lines
 Appropriate work permit including lifting plans
 All lifting equipment shall be inspected and certified accordingly before entering and or use in the
plant.

 During lifting, no personnel are allowed to enter the barricaded area much on passing
underneath the load. Horn or whistle to be sounded when lift is about to commence.
7.1.2 Ground Stability
 Ground stability shall be given consideration prior to any lift. Crane matting shall be provided
when necessary to ensure safety.
 Check if there are underground utilities where the crane will be positioned to ensure that safe
external loads are not exceeded during lifting and rigging. This can be verified with the Banagas
representative and/or as-built plan or with the use of metal detector. Information from soil
compaction and/or hardness test will serve as reference in determining the ground condition.
 Positioning of crane at uneven ground shall be properly studied. In this case, the outrigger jack
and outrigger pad shall be given consideration.
 Ground should be compacted should the situation requires prior to any lift, and or crane should
will be provided.
7.1.3 Safety Marking
 Mark the safe working load on the equipment. Defaced marking by the manufacturer shall be
repainted.
 The equipment designed for lifting persons should be marked as such. The man-basket or
carrier should bear the SWL and maximum number of persons. It shall also be certified by
Banagas or its approved 3rd party and that the certificate is attached on the equipment.
 All cranes shall have their safe working load rating clearly visible both in English and Arabic
markings.
 All equipment shall be regularly inspected and color coded according to this procedures.
7.2 Lifting Equipment
7.2.1 General Requirements for Lifting Equipment
 Lifting Slings hall conform to ASME B30.9 as a minimum
 Damage and worn equipment shall be tagged “Do Not Use – Damage Equipment” and shall
surrendered to warehouse immediately.
 Lifting equipment/attachments will be stored in a crane compartment/box specifically allotted for
this purpose.
 Lifting equipment shall be fitted with a load indicator where appropriate.
 A table showing the safe working load, radii limitations of the crane (load-radius chart) shall be
available on every crane cab.
 In addition, JGC HSE personnel will ensure the following precautions will be made prior to lifting:
 Ensure that all lifting equipment will be maintained, inspected and certified in accordance
with procedure to include spreader bars.
 Lifting operator shall complete operator’s daily inspection checklist as per Attachment 1.

 Mobile cranes shall never be used to transport loads, unless specifically designed for this
purpose.
 Crane activities shall stop (once the load has been made safe) in event of emergency alarm
or emergency situation.
 Never perform lifting operations in a bad weather specifically poor visibility during heavy fog
and high wind exceeding 32kph or 20mph.
 Never work in close proximity to overhead electric lines or cables.
7.2.2 Crane Operation
All cranes at site shall be equipped with the following which should be inspected prior to use by the
Operator.
 Fire extinguisher
 Seat belts
 Back-up alarm
 Spark arrestor
 Hoist limiting device
 Crane chassis shall be properly connected to the ground (earth grounding) by grounding wire.
 Engine stop system which operates in a manner such that the engine comes to rest with
minimum delay
 Facility for emergency lowering of loads.
 Temperature sensing device (which may be audio visual type) of equivalent safe guards to give
adequate protection to the prime mover and associate equipment.
 Emergency stop with manual reset capability.
 Emergency escape route for operators.
 Safety latches which automatically close fitted to all integral crane hooks.
 Suitable operating cab that protects the crane operator and controls from (extreme weather
condition which produces moisture), is adequately cooled/ventilated and provides a clear and
unrestricted view of all operations associated with the crane.
 Safe working load off the hook block prominently marked and highlighted on the hook.
 Calibrated automatic safe load indicator fitted and a legible metric crane capacity chart
prominently displayed, where the design of the crane is intended for SWL loads or greater than
one (1 ton).
 Crane operator shall never begin the crane movement until the banks man is within his range of
vision, or in radio contact and signal is given and understood.
 Crane operator shall only obey the signal of designated banks man except in case of
emergency.
 Only one banks man shall direct a lift at any one time. A banks man shall wear a reflective vest.

 Operators shall be qualified, trained, and competent and certified appropriate to the equipment
he is operating.
 Loads shall not be suspended for a long period of time.
 Under no circumstances a person shall pass under a suspended load.
 Use two tag lines to control the unnecessary movement of load.
7.2.3 Communication
 If the working condition restricts the visibility between the crane operator and the banks man, a
two way radio with specific frequency shall be used. Ensure that the specification of the radio is
approved by the client.
 In the absence of radio communication between the banks man and operator, assign a number
of banks man for the proper relay of hand signals.
 Under normal operations, where visibility is unrestricted, hand signals shall be used.
7.2.4 Lifting Gear
Selection of lifting gear shall take into account.
 Will be selected by a competent rigger and in accordance with the lift plan.
 Lifting Slings hall conform to ASME B30.9 as a minimum
 All lifting gear shall be recorded into the lifting equipment register.
 Size and weight of the load
 Physical nature of the load
 Attachment, lifting points and supports
 Position of the load (e.g. vertical or horizontal)
 Height and range of lift
 All hooks to be fitted with safety latches
7.2.5 Color Coding System
JGC will implement the monthly Color Coding inspection system. All inspections will be conducted by
a competent person and will include the inspection register indicating equipment serial number,
condition, corrective action, date and signature of the competent person. The lifting equipment to be
inspected is as follows:
 Chain blocks and pull chains
 Lifting chains and shackles
 Lifting wire slings
 Spreading lifting bars
 Lifting hooks
 A-frames
 Any other steel tackle designated and used for lifting.

Color coding implies to the visual inspection of the body and the shape of the lifting gear as basis of
its good /sound working condition and safe preparedness to be used in addition to the validity of the
load test.
Serial number of lifting gear shall be engraved on the body of the lifting gear. The reference number
is referred to in the Load Test Certificate of the lifting tackle.
The materials to be used by JGC and its subcontractors for color coding would be paint or electrical
tape with the monthly color indicated below:

7.2.6 Load Testing and Certification


All lifting cranes shall be load tested once a year by approved third party of Banagas. The certificate
shall be available upon request of the client and the corresponding sticker is conspicuously displayed
on the equipment preferable just below the windshield.

7.2.7 Inspection

Aside from the monthly color coding inspection, the following inspection shall be performed:

 Operator’s Daily Inspection.


 Quarterly inspection of equipment prior to the issuance of equipment sticker which is valid for
three (3) months. Sticker validity will become invalid if equipment undergone maintenance and
involved in incident.
 Lifting and Rigging Checklist shall be completed by Grade No. 1 Rigger, Noted by Crane
Operator and Operation In-Charge, and to be reviewed by HSE personnel.
