History of Occupational Therapy in Mexico

1861 President Benito Juárez decreed the “Public Instruction Law” that
reformed education as secular (Reform Laws) Law to secularize
Hospitals and Charity establishments.

1867 The National School for the Deaf, Mute and Blind is created

1847 The Juárez Hospital in Mexico opens a therapy service.

1871 The National School for the Blind is born.

1905 On February 5, the General Hospital of Mexico is founded.


Radiologists begin the use of diathermy under the direction of Dr.
Carlos Coqui.

At the “La Castañeda” Psychiatric Hospital, Occupational Therapy is
implemented as a still artisanal concept but with a series of habits
and occupations for patients. EEG and EM office studies begin at the
1910 Colonia Hospital.
The Ministry of Health and Assistance carries out the Hospital
Construction Plan.
1933 The Juárez Hospital is moved to the Former Convent of San Pablo.
The Spanish Hospital opens an extensive Occupational Therapy

In 1943, the Children's Hospital of Mexico created the
Department of Physical Medicine and
Rehabilitation, the first doctors being Dr.
Alfonso Tohen Zamudio and Dr. Luis
Guillermo Ibarra. The physical therapists
were nursing assistants with courses of 3,6
and 12 months, they only required secondary
school.

1945 At the English Hospital under the leadership of
Miss Ann Myers, the Physical Therapy and
Occupational Therapy courses were created, with
Miss. being the coordinator at that time. From the

1950-1951 The Children's Hospital of Mexico and the Francisco P
Recovery Center. of Miranda attend to a Poliomyelitis Pandemic.

Physical Therapy, Occupational Therapy and Language Therapy


appear to meet the demands of the affected population.

“Occupational Therapy is any activity perfectly prescribed and guided


to contribute to the fastest recovery from illnesses or injuries” ANTO*

* The National Association of Occupational Therapy appears without current reports of it and gave this first definition.

1952 The General Directorate of Rehabilitation is established,
its director being Dr. Andrés Bustamante Gurría with the
purpose of integrating the “invalids” into social life.

1954 The National Rehabilitation Institute for blind children is


born.

1955 The Musculoskeletal Rehabilitation Center, formerly called


Rehabilitation Center No., is created. 5 for preschoolers with
polio sequelae. The first Occupational Therapy department is
created and the one-year Occupational Therapy and Physical
Therapy courses begin.

1957 After the Earthquake, the Children's Hospital of Mexico
moved to the Mundet Maternity Hospital and 3-year
Occupational Therapy and Physical Therapy courses began.

The Colonia Hospital belonging to the National Railways of


Mexico was a cutting-edge hospital at the time and was later
transformed into the Central Region Physical Medicine Unit.

The first book on Physical Medicine and Rehabilitation by Dr.


Alfonso Tohen Zamudio is published and the School for
hospitalized children at the Children's Hospital of Mexico is
founded, being the first special education school.

1958 Dr. Velasco Suárez founded the Fray Bernardino Álvarez Hospital and the
Juan N. Hospital. Navarro, the “La Castañeda” Psychiatric Hospital disappears.

1960 The Mexican Rehabilitation Institute founded by Mr. Rómulo O Farril
develops the first global Rehabilitation project that included Occupational, Physical
and Language Therapy as well as Orthotics and Prosthetics Technicians,
Occupational Rehabilitation, Rehabilitation Counselors and an Industrial Section. It
worked until 1984, Ms. Graciela Fuentes, Dr. Humberto López Vera and Dr.
Leobardo Ruíz Pérez are the precursors of this innovative project.
1963 The Orthopedics and Rehabilitation Hospital is created at the
National Medical Center of the Mexican Social Security Institute,
with tutorial courses being held, but not yet medical residencies.

1964 The National Institute for Child Protection (INPI now DIF)
begins the 2-year technical courses in Occupational Therapy and
Physical Therapy with a requirement for basic secondary school
studies.

In the new facilities of the ABC Medical Center, Occupational
Therapy disappears and only Physical Therapy continues to be
studied.

1969 The National Institute of Human Communication (INCH) is


born, belonging to the Ministry of Health and Assistance,
replacing the National Institute of Audiology.
At the University of the Americas, the Bachelor's Degree in
Language Therapy emerges.

1970 The Orthopedic Hospital for children and the elderly “Dr.
Teodoro Gildred” as well as the General Directorate of Special
Education.

1971 The Social Security Physical Medicine and Rehabilitation

Residency is created in the Physical Medicine and Rehabilitation
Unit of the Southern Region.

1972 The CREE (Rehabilitation and Special Education


Centers) appear by the System for the Comprehensive
Development of the Family (DIF), where the Bachelor's
Degree in Language Therapy begins.

The Medical Society of Occupational Therapy appears, of


which only this information exists.

The General Directorate of Rehabilitation and the Pan


American Health Organization, teach the 1st refresher course
in Occupational Therapy coordinated by the Master in OT
Florence Cromwell and the OT Cristina Bolaños

1973 The specialization in Human Communication Medicine,
Audiology and Phoniatrics arose and the School of
Technicians was directed by Dr. Luis Guillermo Ibarra and
the educational coordinator was TF María Esther Rodríguez,
it began on Leibnitz Street and later moved to the National
Institute of Rehabilitation Medicine.

1974 The 2nd International Association of Rehabilitation


Medicine Congress is held in the Congress Unit of the
National Medical Center, with doctors Bertha and Karel
Bobath coming as speakers on October 29.

1975 The first Brain Plasticity Program begins,
directed by Dr. Hugo Fernández Peña.

1976 The National Institute of Rehabilitation


Medicine of the Musculoskeletal System, formerly
the Francisco P. National Rehabilitation Center, is
founded. Miranda.

1971 The first Early Multiple Stimulation Program
(PEMT) appears, directed by Dr. Mirtha Teja and the
TF Helvecia Rodríguez, received: children with
psychomotor delay, cerebral palsy, etc. Children under
5 years of age received Language, Occupational and
Physical Therapy for 3 hours as in a school. The team
psychologist was Lic. Alma Mireya López Arce.

1978 The first Training Course on the Bobath Concept is
held at the Cuernavaca Learning Center directed by Dr.
Christine Nelson and Psych. Raquel Benabib who initiated
the management of Neurodevelopment for children with
cerebral palsy in our country.

1979 The Physical Medicine and Rehabilitation Unit of the


Southern Region of the Mexican Social Security Institute
is inaugurated, as well as the Physical Medicine and
Rehabilitation Unit of the Central Region.

1982 The “Gaby” Rehabilitation Center appears
Brimmer” of the System for the Comprehensive Development
of the Family (DIF)
The Metepec Work Rehabilitation Center is founded in
Puebla.
1995 The DIF creates the Basic Rehabilitation Units (UBR)
1997 On March 20, the Institute of Occupational Therapy
(ITO) is founded by its director Dr. Cristina Bolaños, who has
put all her efforts into developing Occupational Therapy in our
country.
The Mexican Society of Orthotists and Prosthetists AC is
founded

1999 The Teletón Children's Rehabilitation Center is
founded, State of Mexico.

being Dr. Cristina Bolaños, the TO Silvia Martínez,

2000 The Institute of Human Communication (INCH), the
National Institute of Orthopedics (INO) and the National Institute
of Rehabilitation Medicine (INMR) merge to form the National
Rehabilitation Center (CNR) and the name is later changed to
Institute National Rehabilitation. (INR).

2001-2006 National Health Plan (PREVER-DIS).

2004 The Institute of Occupational Therapy creates the Master's


Degree in Occupational Therapy with the approval of its Program
by the Ministry of Public Education and the World Federation of
Occupational Therapy (WFOT).

2007-2008 the first Professionalization Program began at the

Institute of Occupational Therapy, directed by Dr. María Cristina
Bolaños. Its purpose was to raise the professional level of
therapists who graduated from technical level to bachelor's
degree.

The program is designed according to the international standards


established by the WFOT and 19 occupational therapists with
recognized experience graduate.

31 professionals have graduated with a degree until 2011 when


the program ended.

2011 The Statute of the College of Occupational Therapists of Mexico
is approved by Dr. Marisela Moreno on September 29.
2012 On March 8, the statute of the COTEOC is signed in Notary
Office 198 of the DF with Lic. Enrique Almanza Pedroza with the
Instrument 135,249 Book 2,452 Folio 367,056
On May 2 it is registered with No. F-397 before the Ministry of Public
Education with 164 professional licenses by Dr. Marisela Moreno
Head of the School Registry Office.

From May 25 to 28, COTEOC organized the 3rd. Latin American
Congress of Sensory Integration and 1st. Mexican Congress with
the attendance of Dr. Sharon Britnell, President of the World
Federation of Occupational Therapists (WFOT), with 350 people
in attendance.

During this event, Dr. Cristina Bolaños was named Honorary


Member for her excellent work to benefit Occupational Therapy in
Mexico.
