According to the service order with reference: DIAGNOSTIC CONSULTING AND COMPREHENSIVE

EVALUATION FOR THE REFORMULATION OF THE COMMISSIONING OF THE LA MESA REGIONAL

AQUEDUCT – ANAPOIMA-PHASE 5. The following methodology is formulated with the objective of
defining the action plan for leak testing activities.

1. Object

The purpose of these instructions is to know the procedure that will be followed in the watertightness
testing work for the Casablanca tank of the La Mesa-Anapoima regional aqueduct network.

2. Scope

This procedure establishes the acceptance criteria and methodology for carrying out tightness tests on
the new water tank for storing drinking water, in static condition (without water inlet or outlet) built in
reinforced concrete.

3. Application Manager

A person responsible for execution and one for sup will be assigned. ervision and control.

4. Terminology

Watertightness: Waterproof quality. Characteristic of a structure intended to contain a liquid inside.

Crack: Opening formed in the concrete due to tensile stresses in it.

Waterproofing: Treatment carried out on the water containing structure whose purpose is to avoid and/or
reduce possible leaks or filtrations. The waterproofing process must be done to the interior faces of said
structure with a coating film.

Coating: Chemical product used to waterproof the walls of the water-containing structure. Generally, they
are applied with brushes, rollers or spray, and form films or coatings that penetrate the pores of the
concrete.

Lining: Continuous elements fixed by mechanical or adhesive means to the interior surface of the water-
containing structure, and whose function is to prevent the passage of water through the structure.

Drinking water storage tank: Tank intended to hold drinking water for later use.

5. Provisions

The tightness test must be carried out in such a way as to guarantee its tightness. The tank structure
must have the capacity to resist the hydrostatic pressure corresponding to the maximum operating level.

The test referred to in this procedure corresponds to that carried out on covered tanks, subjected to
hydrostatic pressure, without overloading due to additional pressures.

5.1. Previous activities

5.1.1. For static testing

DATE: 20 09 2016
 The water filling of the tank will be carried out by Empresas Publicas de Cundinamarca EPC. SA
ESP
 A prior review must be carried out to determine that all the accessories installed in the inlet and
outlet boxes of the tank are sufficient and are operable in order to allow the tank to be sealed
during the test. In the event that the existing assemblies are deficient, the necessary and existing
elements in the different structures of the project must be readjusted to guarantee airtightness.
 It must be verified that the water outlet valves, including those for drains, are properly closed.
They must be tested and verified that they are functional for water inlet and outlet.
 Plugs or elements must be installed that allow the total closure of the structure for filling.
 Free access must be left to inspection points for pipes, valves and drains.
 It will be verified that the connections of the drainage and overflow pipes of the tank, in addition to
the rainwater and sewage sewer networks, are in good working order.
 Joints and unions must be checked. If defects are found, they must be related before starting the
test.
 The walls and the bottom plate must be checked in detail, in order to detect possible cracks or
fissures. If detected, these must be related before starting the test.
 Once the previous verifications have been carried out, the tank will be filled, which will be
pumped from the tank truck.

5.2. Personnel and equipment

During the execution of the test and before starting it, elements and tools will be made available
that must be available for the duration of the test.

Likewise, there will be a human team to carry out and verify the procedures for closing valves and
water outlet pipes from the tank, in addition to the necessary tools to carry out these operations.

5.2.1. Elements for the execution of the Static Test

You must have a metal SIGHT whose utility is to measure water levels or depths inside the tank,
capable of accurately taking information at intervals of no more than one (1) hour. This SIGHT will
be placed in a fixed position until the test is completed. The MIRA readings must be recorded in a
format that indicates the date, time of reading and the recorded measurement.

5.3. Tank filling and measurements execution

Once all the corresponding verification activities have been carried out. The tank will be filled
through its access up to 1 m high. When the water level has reached the first meter, the water
intake will be suspended for a period of one hour and once that hour has passed, the difference in
level will be measured to determine the volume of water lost during this time.

If the water level has not decreased by more than 2 cm, the second portion of 1 meter is filled to
the level of 2 meters and the water inlet is suspended for a period of one hour, and again. The
water level is measured to verify that it has not dropped more than 2 cm. This will continue until
the maximum service level is reached, which is 5 cm below the overflow level. If in any of the
measurements it is determined that the water level drops more than 2 cm, the test will be
considered failed.

During the filling period, an inspection of the joints, valves, concrete walls and the outlets of the
drainage system must be carried out, in order to verify that there are no leaks through them.

In the same way, the tank will be considered to fail the test when there are obvious water leaks
through joints or when humidity is observed on the outside of the walls.

If the test exceeds the tolerances defined in these instructions and the end of the test is reached,
it will be verified that the total losses are less than the maximum percentage defined at the end of
this protocol.

6. Criteria for acceptance and rejection

6.1. For static testing

The tolerance values defined for this test will be determined by measuring the height differences
for each 1 meter portion. After one hour, the difference in water level will be measured, which
should not exceed 2 cm for every 1 meter in that period of time.
