3) INTRODUCTION:
Gram Panchayat is a basic governing institution in Indian villages. It is a
political institution, acting as the cabinet of a village or group of villages. The Gram
Sabha works as the general body of the Gram Panchayat. The members of the gram
panchayat are elected directly by the people. The gram panchayat is headed by an
elected President and Vice President, assisted by a Secretary who serves as the
administrative head of the panchayat. The president of a gram panchayat is known as a
"Pradhan" or "Sarpanch" in Northern India. There are about 250,000 gram panchayats
present in India.

STRUCTURE:

Gram Panchayats are at the lowest level of Panchayat Raj institutions (PRIs),
whose legal authority is the 73rd Constitutional Amendment of 1992, which is
concerned with rural local governments.

The Gram Panchayat is divided into wards and each ward is represented by a
Ward Member or Commissioner, also referred to as a Panch or Panchayat Member,
who is directly elected by the villagers.The Panchayat is chaired by the president of
the village, known as a Sarpanch.The term of the elected representatives is five years.
The Secretary of the Panchayat is a non-elected representative, appointed by the state
government, to oversee Panchayat activities.

4) PROFILE OF THE ORGANIZATION 3

Name of the Organization: Gram panchayat, under the department


of Rural Development and Panchayati Raj, Tamil Nadu. Address:
Baisuhalli, Karimangalam Taluk, Dharmapuri district. Structure of the
Organization: Gram panchayat, Baisuhalli comes under Karimanaglam
taluk, Dharmapuri Dt . This panchayat union consists of 14 village.

In the Gram panchayat is divided into wards and each wards


represented by a ward member also referred to as a PANCH or
PANCHYAT member, who is elected by the villagers. The panchayat is
chaired by the president of the village, known as SARPANCH for the
term of 5 year. Baisuhalli Gram Panchayat is a Rural Local Body in
Karimanglam Panchayat Samiti part of Dharmapuri Zila Parishad. There
are total 1 villages under Baisuhalli gram panchayat jurisdiction. Gram
Panchayat Karimangalam is further divided into 12 wards. Gram
Panchayat Karimangalam has total 13 elected members by people. Gram
Panchayat Karimangalam has total 9 schools.

FUNCTIONS OF GRAM PANCHAYAT

 The welfare and development of the village is the responsibility of


Gram Panchayat.

 Taking care of health and sanitation of the village.

 Maintenance of records relating to cattle census, population, crop, and


census of unemployed persons.

 Maintenance and construction of road, drains, and small irrigation

5) ACTIVITIES UNDERTAKEN (CONSOLIDATED)

 My internship was completely focused on development works being


made and implementation of schemes by Baisuhalli Gram panchayat
and the surrounding villages .

 I had an opportunity to interact with several public officials. Some of


them are Village Administrative Officer, Village secretary and a
Clerk.

 I asked the progression of work, what was going on.

 And I went with them to development areas where the works was
going on.

 Interacted with the officials of some departments in the Gram


panchayat premises.

 I have grasp Geo-tag by going to the places where the developmental


works were carried out in the Project.

 I visited various places where people work under the MGNREG


Scheme ( Mahatma Gandhi National Rural Employment Guarantee
Act, 2005 in September, 2005) which is commonly known as 100
days work scheme.

 And we learned many government schemes and their functions in the


Village.

 And the VAO sir greatly explained the government records briefly.
Also explains about the Census records, Patta chitta, Inclusion related
Documents.

Role of Sarpanch in Gram Sabha: 6

→ Sarpanch is legally bound to organize Gram Sabha meetings.

→ It is an obligatory duty of Sarpanch to organize a minimum of two


Gram Sabha meetings every year on the dates prescribed by the
Government.

→ Sarpanch should take steps to ensure larger participation of people at


Gram Sabha meetings.

→ Sarpanch should take all measures to ensure participation of people


from all sections of society mainly, Scheduled Caste, Scheduled
Tribes, Women, and he should encourage them to express their
grievances and give suggestions in the Gram Sabha, which are
discussed in detail in the next meeting.

→ Sarpanch should preside over the Gram Sabha meetings, except that
of Social Audit Gram Sabha.

→ Sarpanch should sign the register meant for recording the minutes of
Gram Sabha meeting.

→ As the chairperson of the Gram Sabha meeting, the Sarpanch can


answer the questions raised at the Gram Sabha by the members.

→ The sarpanch has to ensure that the suggestions made in the Gram
Sabha meeting, are discussed on priority basis in Gram Panchayat
meetings.

→ Sarpanch should play a pro-active role for initiating proper action on


the Gram Sabha resolutions.

RURAL DEVELOPMENT SCHEMES :

I. SWACHH BHARATH MOVEMENT:

The main objective of this scheme is to build a clean India by


building toilets in all households in rural areas with the cooperation of the
central and state governments.

 Creating open defecation free panchayat.

 Community Health Complex.

 Integrated Women's Health Complexes (IWSC) and Men (IMSC)

 School toilet maintenance.

Under this Scheme, in order to improve the basic infrastructure


facilities in the Panchayat, priority has been given to the Village
Panchayat in which the per capita income is very low. Based on this, the
list of one fifth of Village Panchayat in each Block has been prepared
according to the ascending order of per capita income and improvement
of rural infrastructure is being taken up over a period of five years since
2006-07.

III.BETI BACHAO BETI PADHAO (BBBP) 10
Beti Bachao Beti Padhao (BBBP) was launched by the Prime 11

Minister on 22nd January, 2015 at Panipat, Haryana. BBBP addresses the


declining Child Sex Ratio (CSR) and related issues of women
empowerment over a life-cycle continuum. It is a tri-ministerial effort of
Ministries of Women and Child Development, Health & Family Welfare
and Human Resource Development.

The name Beti Bachao Beti Padhao translates to 'Save the girl child,
educate the girl child'. The scheme aims to educate citizens against
gender bias and improve the efficacy of welfare services for girls.

 Objectives of Beti Bachao Beti Padhao :

 The scheme aims at tackling discrimination inherent in society that is


faced by girls while changing the mindset of citizens in the country.

 education of girl children and their societal participation are other


objectives of the scheme.

 The scheme will seek to address the CSR (Child Sex Ratio) issue
through mass pan-Indian campaigns while it will also have multi-
sectoral Government interventions in 100 districts that are labeled as
gender-critical.

 Another objective of the scheme is the prevention of child marriage


and the safety of girl children from related physical and mental
harassment along with domestic violence.

 The promotion of gender equality is another key feature of the


scheme throughout the country.

IV. Child protection scheme :

Integrated Child Protection Scheme (ICPS) is a centrally sponsored


umbrella scheme under which various schemes for children in need of
care and protection, and children in conflict with law are covered. ICPS
brings together multiple existing child protection schemes of the Ministry
under one comprehensive umbrella, and integrates additional
interventions for protecting children and preventing harm. ICPS,
therefore, would institutionalize essential services and strengthen
structures, enhance capacities at all levels, create database and knowledge
base for child protection services, strengthen child protection at family
and community level, ensure appropriate inter-sectoral response at all
levels.
V. NATIOANL RURAL GUARANTEE ACT (NRGA) 13

 National Rural Employment Guarantee Act or NREGA, is an Indian


social welfare measure that aims to guarantee the 'right to work'.

 This act was passed on 23 August 2005 and was implemented in


February 2006 under the UPA government of Prime Minister
Manmohan Singh following tabling of the bill in parliament by the
Minister for Rural Development Raghuvansh Prasad Singh.

 Under this Scheme various work has done for the


welfare ,upliftment and development of the village.

 The main objective of the scheme is to provide 100 days of


guaranteed wage employment to rural unskilled labour and to
increase economic security.

6) LEARNINGS/ OBSERVATION 15

I learned about the functioning and working conditions of


governmental organization. At the beginning, I did not have any
experience of working with a government office. By this I can understand
the functioning like organization structure in a better way. I saw the
importance of financial support and personnel capacity. The dependence
on government and people forces you to have a flexible attitude. There
was often uncertainty whether and when a project could start.

 Enhancing communication skills – More than I had expected, I


experienced difficulties in professional communication. I thought that
I could communicate well with professionals and with my basic
knowledge, however I realized that I need to work on my soft skills. I
was reserved in communication at the beginning, but in a few days it
was better. My internship has contributed to my communication skills
a lot.

 Development of e-governance – Now-a-days the development of e-


governance in the governmental organization is a notable one. All the
work processes have been updated regularly via web portals, apps etc.
Some of the websites can be accessed by common people themselves
like NREGA MIS portal, where we can see the status of work,
amount sanctioned, etc. Several meetings were been conducted
through online via google meet app.
7) CONCLUSION AND OUTCOME OF THE TRAINING 16

On the whole, the internship was a useful experience. I have


gained new knowledge, skills and met many new people. I got insight
into professional practice. I learned the different facets of working within
a government sector. Still there is a lot to discover and to improve.

The internship was also useful to find out what my strengths and
weaknesses are. This helped me to define what skills and knowledge I
have to improve in upcoming time. I also came up with an idea about
government servants’ approach towards people. At last, this internship
has given me new insights and motivation to pursue a career in
governmental organization.
