Fanling Bypass Eastern Section (Shung Him Tong to Kau Lung Hang)

Before the commencement of the DN600 mild steel water main pipe installation, we
were very concerned about the health and safety of the workers for the internal
welding works. Therefore, I prepared for the submission of the risk assessment, safety
checklist, and general procedure with diagrams and arranged a trial of DN600 mild
steel water main internal welding works.

Firstly, the welder must be a Certified Worker (CW), and a Competent Person (CP)
should be full-time on-site during welding work. To minimize the risks, I have set the
limit of the traveling distance of the CW to approximately 8m, which is the full length
of the pipe. It was achieved by allowing only one pipe installed on either end at a
time. By doing so, the CW could travel from the open end of the new pipe into the
welding joint in the shortest distance possible.

Figure 1 below shows the trial arrangement, where the CW entered the pipe on a
rubber-wheeled trolley with a rope, and the safety harness of the CW was attached
with a lifeline to the rescue tripod. Whilst the safety equipment for emergencies was
in place, the most important aspect was to ensure sufficient oxygen supply. Therefore,
we proposed the use of at least two air blowers.

Health and safety is always our top priority. This trial exercise has reinforced the idea
of safety in construction sites. As an engineer, it is my duty to ensure that potential
risks are reduced to a minimum.
