Procurement of Diagnostic Services for the Conduct of CY 2021
Periodic Health Examination of PhilHealth Regional Office-X employees

I. RATIONALE

Republic Act No. 7305 otherwise known as the Magna Carta for Public Health Workers specifically
Rule XV of its Implementing Rules and Regulations provides that aU workers shall be given a
compulsory and free annual physical health examination and immunization and that the cost of
hospitalization and medical benefits be shouldered by the agency. Consistent with R.A. 7305, Civil
Service Commission Resolution No. 974684 and CSC Memorandum Circular No. 33 s. 1997
mandates all government agencies to provide health programs for employees to include any or aU of
hospitalization services and annual mental, medical- physical examination. The Department of
Health for its part issued Department Order Nos. 2011-0255 and 2013-0086 for the allotment if
funds in the amount of Ten Thousand Pesos for the Annual Physical Examination of each
employee. This led to the issuance of PhilHealth Board Resolution No. 2612 s. 2021 Adopting the
DOH Policies on the grant of hospitalization and medical benefits for Public Health Workers based
on the Magna Carta for PHWs and approving the grant thereof to PhilHealth employees retroactive
January 1, 2021.

In order to promote employee health and wellness and ensure productivity consistent with the
rationale and intent of the issuances afore cited. Corporate Order No. 2021-0059 “Grant of Annual
Physical Health Examination and Hospitalization and Medical benefits for employees of the
Corporation under the Magna Carta for Public Health Workers”, grants the conduct of the physical
health examination for the Regular and Casual employees of PRO-X.

III. SCOPE OF WORK

The chosen Diagnostic Laboratory, located in Cagayan de Oro City, shall be contracted to conduct
Health Examination for Regular and Casual employees of PhilHealth Regional Office-X and its
Local Health Insurance Offices (LHIOs). The scope of work shall cover the following:

1. Provide diagnostic tests and procedures and other additional individual laboratory
examinations as may be recommended by the PRO-X Physician/s
