55 Ms. Patti Margaret P. Casas moved for the approval of the minutes of the previous meeting
56 after corrections being duly noted and was seconded by City Administrator Cristina A. Perez.
57 Without any objection, a motion for the approval of the minutes of the previous department heads
58 meeting was approved.

60 V. Matters Arising from the Previous Meetings
61 1. Updates from the Chairpersons of different Technical Working Groups (TWGs).
62 a. Water system
63 • Atty. Cunanan stated that they had a meeting with the SRAPMPC on June
64 11, 2024. During the meeting, two options were discussed: the first is the
65 PPP, and the second is the management service agreement or contract.
66 Under PPP, it will be a joint investment by the city and SRAPMPC. However,
67 under the services management agreement, SRAPMPC will not have any
68 investment or risk and will purely manage the contract and services,
69 receiving compensation for their management services.
70 • Regarding the PPP, SRAPMPC finds it difficult to come up with an
71 unsolicited proposal because they consulted a consultancy firm
72 experienced in preparing unsolicited proposals for PPP, specifically for
73 water services. The issue is that the consultancy fee will cost PHP 50 million
74 for the preparation of an engineering study on the entire water system in the
75 city. Under the management services agreement, SRAPMPC is willing to
76 manage the water supply at Lumbang Calzada, but it will not be under the
77 PPP. They will be compensated for their management services.
78 • Atty Cunanan explained that under the PPP, if the partner entity assumes
79 investment or risk it falls under the definition of PPP and must follow the
80 formalities and procedures laid down in the PPP code, including compliance
81 with RA 9184 on public procurement. He stated that the disadvantage of
82 this is that the LGU will not implement the maintenance; instead, the cost
83 will be shouldered by the private entity to avoid the nature of PPP. The
84 maintenance cost will be covered by the project's profit, and if there are
85 excess costs, the LGU will shoulder the maintenance cost.
86 • Atty. Cunanan also stated that SRAPMPC is interested in handling the water
87 system at Lumbang Calzada under the management service contract but
88 raised certain issues. The first issue is a debt amounting to PHP 200,000 to
89 BATELEC. The second issue is the ownership of the lot where the water
90 tank is located, which is owned by the provincial government. These matters
91 are on the agenda for the TWG to address. He will schedule a meeting with
92 the TWG this week to discuss these issues and the financial matters
93 concerning the division of profit between SRAPMPC and the LGU.
94 b. Transportation
95 • Mrs. Maria Vicenta L. Katigbak stated that according to the chairperson of
96 the TWG they are still formulating the LPTRP and consolidating the data.

99 c. National Government Center
100 • Mrs. Ma. Cristina M. De Los Reyes announced that the third and final
101 reading of the proposed ordinance providing guidelines for the allocation of
102 space in the National Government Center was approved this morning. She
103 added that she finally met and spoke with the new Chief of DAR personally
104 handing over the invitation letter and a copy of the site development plan.
105 She mentioned that they are willing to forward the letter to the head and
106 they provided positive feedback.
107 d. Schools Division Office
108 • Administrator Cristina A. Perez stated that the document is currently in the
109 office of VP Sara Duterte. However, as everyone knows, she will step down
110 from her position as Secretary of the Department of Education on July 19,
111 2024. Administrator Perez said they will try to retrieve the document, have
112 it signed and return it to the regional office before the mentioned date
113 e. New Administration Building/Infrastructure Projects
114 • Engr. Ontangco reported that the construction of the Administration Building
115 is ongoing and the target to pour concrete for the foundation was achieved
116 on June 15, 2024.
117 • Regarding the 20% Development Fund for this year, Engr. Ontangco stated
118 that the remaining project is the covered court at Lumbang Calzada. He
119 cannot proceed with it due to site issues or may need to realign the budget.
120 • Engr. Ontangco reported that the construction of the multi-purpose building
121 in the National Government Center is scheduled for bidding this June. The
122 project budget is PHP 22 million, with dimensions of 14 meters by 50
123 meters. The second phase will be covered by the LGU.
124 • Engr. Ontangco stated that the old municipal building will be converted into
125 a Tourism Center. He presented the plan to the body. According to the
126 architect, Engr. Acosta, and Ma’am Ruth, the ground floor will include a
127 library, character city room, cafeteria, and pasalubong center, while the
128 second floor will house a museum and the Office of the Tourism Officer.
129 • EA Noche asked about the appropriation of 2023 under the 20%
130 Development Fund for road construction in Barangay Timbain. Engr.
131 Ontangco responded that as per the proposed AIP he submitted, the project
132 is retained and not realigned but reprogrammed, amounting to around PHP
133 4 million.
134 • Mayor Ona requested signage and asked the Tourism Department to
135 recommend a name for the museum.
136 f. Purchase of Various Properties of LGU
137 • Ms. Maridy Manalo reported that ACEN is waiting for the major approver for
138 the price of their property at Puting Bato East. The property for the
139 convention center owned by Mr. Edgar Ocampo has a reduced right-of-way
140 property price of PHP 20 million, down from the originally mentioned PHP
141 34.7 million. She also mentioned the budget for the purchase of land by the
142 LGU. She computed that the total amount needed to buy the property is
143 PHP 301 million, plus an additional property in Madalunot approved by the
144 Mayor amounting to PHP 65 million. This brings the total to PHP 367 million,
145 but the budget is only PHP 173 million.
146 g. Nasugbu-Bauan Expressway (NBEX)
147 • Atty. Austine Campos reported that the SP resolution she mentioned at the
148 last department heads meeting requesting assistance from the province to

149 address the City’s concern regarding the NBEX project, specifically on the
150 exit point has already been sent and received by the province. The SP
151 reiterated the request to have an exit point in the city and other matters
152 discussed during the committee meeting on June 13, 2024. She added that
153 communication is ongoing with the provincial city administrator, Mr. Willie
154 Racelis, and Atty. Paglinawan. She might schedule another meeting with
155 the TWG to discuss the next steps for the LGU while waiting for a reply from
156 the province. She also requested the PIO to post about the meeting with
157 San Miguel Corporation and the TWG. They are finalizing the content for
158 the post being very careful about what to disclose due to the provincial
159 administrator's request to keep details about the project confidential since it
160 is still in the preliminary stages. They are accommodating Mayor Ona’s
161 request to post information about the project to inform the Calacazen
162 community.
163 h. Calaca City Cemetery
164 • City Administrator Perez reported that the report of the benchmarking in
165 Calatagan are the same. She recommended forming a TWG to address
166 cemetery issues, particularly legal matters and ordinances. They are
167 equipped with knowledge gained from the Calatagan benchmarking, but
168 deciding on the closure of the old cemetery will take time due to the
169 unavailability of transfer location. She proposed that SP members Councilor
170 RJ Pastoral, Councilor Deovic Ontangco, and Councilor Emma Dajoyag be
171 included in the TWG. On the executive side, members will include Mayor
172 Sofronio Ona, Jr., Atty. Lita M. Tenorio-Maligaya, Atty. Austine Campos,
173 Atty. Earvene Jared Cunanan, Engr. Eleno Ontangco, Maridy Manalo,
174 Apolinario Catapang, Dr. Marjolyne Sharon V. Ona, Anna Katrina Perez,
175 ABC Generoso Garcia, Mrs. Eufrocina Macalindong, and herself.
176 • Atty. Maligaya stated that in Calatagan, the Catholic cemetery with
177 apartment-type niches, the prices are as follows: PHP 15,000 for the lowest
178 position, PHP 22,000 for the second level, PHP 19,000 for the third floor,
179 and PHP 6,080 for the fourth floor, unlike the LGU’s apartment-type niches
180 with the same pricing. In the PHP 2,995,000 project cost, each niche will
181 cost PHP 18,718. She mentioned that their office has local fees and charges
182 and has been asked by the BLGF about the basis for the fees they charge.
183 She asked Engr. Ontangco if there are any other developments planned for
184 the cemetery besides apartment-type niches and requested guidelines for
185 their use. Atty. Maligaya stated that the fees collected by their office will be
186 based on ordinances, and she requested budget details.
187 • City Administrator Perez mentioned that the TWG will discuss the matter
188 and suggested that these niches be used for those who have recently
189 passed away.
190 2. SGLG updates
191 • City Administrator Perez mentioned that everyone was present during the
192 SGLG assessment. She congratulated the SGLG team, which included Ms.
193 Elsa Lopez, Ms. Hazel Manalo, Mr. Jerico Holgado, and the staff of DILG.
194 She suggested a separate meeting to begin preparing the necessary
195 documents for fund utilization and the creation of additional offices.
196 • Dr. Ona stated that as requested by Mrs. Pilapil the GAD TWG will conduct
197 the required training.

199 • Mayor Ona congratulated the department heads on the successful previous
200 SGLG assessment and expressed confidence that the LGU will pass next
201 year.

203 VI. Discussion of Agenda
204 1. Cityhood anniversary celebration
205 • EA Avendano reported that he has been in communication with Ms. Chaei,
206 Ms. Ruth, and Mrs. Katigbak regarding the preparation for the cityhood
207 anniversary celebration on September 3. They have identified potential
208 speakers such as the top 1 LET passer, Ms. Macatangay, Senator Manny
209 Pacquiao, Ms. Alyssa Valdez, Mr. Richard Gomez, or Mr. Ian Veneracion.
210 He has also spoken with the regional TV network for the evening affairs,
211 with Kapuso Fiesta offering amounting to PHP 560,000.00. Depending on
212 the artists selected, the event may include 4 or 5 performers along with
213 hosts and dancers.
214 2. Feria Octubre De Rafael Celebration
215 The following are the suggested events:
216 • October 13: Caracol de San Rafael
217 • October 19: Senior Citizens’ Night (CSWD)
218 • October 20: Mayor Ona Cup
219 • October 21: Team Respect Presentation
220 • October 22: Gng. Lungsod ng Calaca – Participants must be aged 30 to 45
221 years old. Widows are eligible to join but must have two or more children.
222 They must be married and residents of Calaca City, standing at least 5’3” in
223 height.
224 • October 23: BMEG Concert
225 • October 24: Mayor’s Night – Calacazen requested Bini for PHP 1.7 million,
226 JK Labajo for PHP 1.1 million, Lola Amour for PHP 500,000.00, Nobita for
227 PHP 510,000.00, and Danzel for PHP 500,000.00 as their performance fees.
228 3. Paskuhan2024
229 • EA Avendano mentioned that Estilo De Quiwa is ready to start planning if the
230 LGU decides to hire their services. He sought the body's decision on whether
231 to proceed with hiring them. He assured Mrs. Manalo that the previous lanterns
232 will be displayed and included in the contract, along with maintenance,
233 installation, and removal at their designated locations. He added that they only
234 need storage space for the lanterns.
235 4. Updates and highlights of office accomplishments
236 A. Office of the City Planning and Development Coordinator
237 • Atty. Cunanan discussed the need to update the Comprehensive Land
238 Use Plan (CLUP) as its implementation period from 2014 to 2023 and it is
239 a requirement for the SGLG. There are two options for updating the CLUP:
240 the first is to engage a private consultancy firm, similar to the approach in
241 2014 and the second is to seek assistance from academic institutions
242 such as universities offering expert services through extension programs
243 similar to the Local Shelter Plan. He mentioned that they have coordinated
244 with the Budget Office with the understanding that a supplemental budget
245 can be requested as needed. Their initial steps include discussions with
246 UPLB and DHSUD. They have a program similar to the Local Shelter Plan
247 that can assist in updating the CLUP at a lower cost for the LGU.

248 According to their project proposal, an estimated PHP 3 million will be
249 required. The climate and disaster risk assessment needed by the
250 CDRRMO will also be included for their Gawad Kalasag assessment. The
251 CIDRA is an essential component of the CLUP. He also mentioned that
252 UPLB has committed to send a team including practicum students and
253 technical experts to aid the LGU in updating the CLUP, conducting
254 workshops, conferences, and data gathering estimated to cost PHP 3
255 million. The project proposal was prepared by a planning team created
256 through an Executive Order last year.
257 B. Office of the City Assessor
258 • Mr. Apolinario Catapang discussed Republic Act 12001 signed by
259 President Marcos, known as the “Real Property Valuation and
260 Assessment Reform Act (RPVARA)”. This act institutes reforms in real
261 property valuation and assessment in the Philippines reorganizing the
262 Bureau of Local Government Finance, granting tax amnesty on real
263 property, imposing special levies on real property, and appropriating funds
264 accordingly. Provincial, municipal, and city assessors are mandated to
265 adopt schedules of market values (SMVs), subject to approval by the
266 Secretary of Finance. The process involves updating the schedule of
267 assessors' market values, which will be followed by the adoption of a
268 single value, eliminating the BIR zonal value. Deliberations in the
269 Sangguniang Panlungsod will no longer be necessary. He added that the
270 assessor's office will conduct consultations with barangays and submit
271 reports to the BLGF regional office for review, followed by submission to
272 the central office for approval. If disapproved, the LGU will revise and
273 resubmit. Once approved the LGU with assistance from the Treasurer’s
274 Office will apply the assessment level. If values are significantly higher,
275 they can adjust through the assessment level. Due to the LGU's
276 moratorium, revisions will occur between 2027 and 2028, with
277 assessment effectiveness starting in 2028. Mr. Catapang added that
278 additional budgetary allocation will be necessary for these matters.
279 C. Office of the City Environment and Natural Resources Officer
280 • Mrs. Sunguad provided an update on the environmental infographics
281 contest conducted in relation to the integrity character trait of the month.
282 There are 35 entries from 22 barangays and heart can be accepted until
283 June 26 with results consolidated on June 27.
284 • Regarding the barangay arch integrity contest, Mrs. Sunguad announced
285 that 34 barangays are participating. Judging will take place from June 26
286 to June 28. Judges have been invited from the DILG, Tourism, DepEd,
287 City Administrator’s Office, ENRO, and PIO. The awarding ceremony will
288 be held on July 1, 2024, during the LGU’s flag-raising ceremony. The
289 proposed schedule of judging is as follows:
290 ➢ June 26 – Poblacion 4,5, Salong, Lumbang Calzada, PutingBato
291 West, Putting Bato East, Talisay, Sinisian , Camastilisan,
292 Quisumbing, Pantay and San Rafael.
293 ➢ June 27 – Timbain, Madalunot, Matipok, Balimbing, Makina,
294 Coral ni Lopez, Calantas, Loma, Munting Coral, Taklang Anak at
295 Cahil.

296 ➢ June 28 – Lumbang na Matanda, Caluangan, Dila, Baclas, Coral
297 ni Bacal, Puting Kahoy, Lumbang Na Bata, Niyugan, Bisaya and
298 Tamayo.
299 5. Other Matters
300 • Mrs. Macalindong mentioned that budget preparation will be on August 8
301 and 9.
302 • Mrs. Katigbak reiterated the City Administrator's request for offices to submit
303 their activities to avoid overlapping. She suggested that the City
304 Administrator's office manage the schedule and provide updates for any
305 changes.
306 • Mayor Ona requested Ms. Casas to handle the appointments of some
307 employees and to include funding for Ms. Magpile's position.
308 • Mrs. Katigbak announced that the next barangayan will be on August 15,
309 2024, at Barangay Dila.
310 • Atty. Cunanan announced that they will schedule a Local Development
311 Council meeting on Friday to comply with the SGLG.
312 • Mrs. Anna Katrina Perez informed the body that the coastal areas are being
313 prepared for an evacuation drill, and in July they will invite offices for
314 damage assessment and risk analysis training.
