I. RATIONALE:
The Local Government Units (LGUs) are mandated in Republic Act (RA) 10121 otherwise
known as the Philippine Disaster Risk Reduction and Management Act of 2010 to ensure the
safety and resiliency of communities to face the challenges of disasters. Pursuant to its
mandate, the Local Government Unit (LGU) are the frontliners in the response to any
natural disasters. LGU are the most familiar with their terrain and resources, they are the
one that interact directly with every citizens. The LGU has identified sets of relevant
interventions for disaster preparedness that the aim to create an enabling environment for
local government units to further develop their capabilities towards mitigating the adverse
impacts of disasters and climate change. These initiatives are offered in the form of skills-
building, technical support, policies and training for all the local responders to be at the
forefront of the community’s initiative to adapt, mitigate risks, prepare and recover from
disasters.

The municipality seeks to gain from this exercise by response and raising the awareness of
vulnerable sectors on disaster preparedness, Concepcion being one of the municipality
prone to disasters, during rainy seasons and even habagat: will benefit with the current
information on the impacts of typhoon, storm surge and other unexpected disaster. RA
10121 mandates that quick response team should be on alert status at all times be ready
and prepared to respond to disasters and emergency.

To do more, do better and reach further and remains a key pillar to do exactly that by
working with vulnerable populations to build safer and more resilient communities, which
in turn are best placed to increase disaster preparedness to build safer and reduce risks to
health. First aid saves lives. It is an important measure that can extend life of a person as
well as reduce his suffering and pain. What trained first aider can do well make difference

in saving lives; they take immediate assessment in order to apply appropriate initial
measures and activate advance medical assistance as the situation require.

The Municipal Disaster Risk Reduction and Management Office shall conduct the capability
building and strengthening of volunteers on disaster risk reduction and management
programs and emergency response in partnership and cooperation with the Philippines
National Red Cross-Iloilo Chapter, Philippine Coast Guard-Iloilo Substation to be held at
Concepcion, Iloilo.

Acknowledging the importance of health and safety in particular first aid, can make a significant
difference to the safety of staff, visitors and students in school. Simple accidents such as bleeding
and fainting may seem a trivial of the day to day bustle and hustle of school life but they are capable
of causing serious injuries and worse. Having a basic knowledge of knowing the proper first aid
procedures can save us, our love one’s and others lives. As much as we want to avoid it, tragedy
happens. There is always that stunned moment of shock when it strikes. The only thing you can do
is to reduce the damage; we must always be ready to minimize the damage when it occurs.
Ensuring safe at school is a top priority. Hence, this training deemed relevant and necessary.

II. TRAINING OBJECTIVES:


The 3-day training and simulation will enable the participants to:
 To be able to know and perform the Basic Life Support (like the Cardio Pulmonary
Resuscitation) if emergency arises.
 To be able to know the First Aid interventions on common school injuries and minor
ailments
 To be able to apply the basic first aid knowledge on actual emergency situation
 To be able to form the Bato NHS Response Team

I. TRAINING PARTICIPANTS: BNHS Faculty and Staff

III. OBJECTIVES
The MDRRM Office safety services aim to update and standardize the training program of
basic life support and first aid furthermore, it aims to:
1. To enhance disaster preparedness and response capacity of local responders for
flooding/landslide incidents;
2. To familiarized and to updated with basic concepts of water search and rescue, rope
rescue, and rappelling techniques
3. To be able to demonstrate knowledge of the above basic rescue techniques through
participation in exercises and class discussions;
4. To familiarized with the basic Incident Command System, including mobilizations/
demobilizations procedure;
5. To able to train local responder groups in their respective communities;
6. To provide the participants the Basic Knowledge and skills necessary to save life,
protect and minimize damage to properties during the occurrence of calamities and
disaster in their area of responsibilities;
7. To enhance the awareness of participants in the prevailing occurrences of disaster
and calamities and how the MDRRMO/C personnel prepares, acts and extend much
needed help after its occurrences;
8. To develop the spirit of volunteerism among participants on how important they are
in times of emergency and disaster;
9. To employ evidence-based education in its BLS and first aid training course;
10. To update the first aid and BLS materials, training and skills in accordance with the
latest International standard;
11. To foster harmonization of the basic life support and first aid practices among DRR
personnel, responders safety services and volunteers;
12. To build safer and healthier communities by having quality, evidence-based
education that is accessible to all human nature.
