EXECUTIVE ORDER NO.

13 Series of 2024

AN ORDER ADOPTING THE FOUR-DAY (COMPRESSED) WORKWEEK AT


THE LOCAL GOVERNMENT UNIT OF MALLIG, ISABELA

WHEREAS, the Civil Service Commission (CSC) Memorandum Circular No. 18


authorizes the Local Government Units (LGUs) to adopt flexible work
arrangements, one of which is the Four-Day (Compressed) Workweek as CSC
aims to institutionalize flexible work arrangements (FWAS) across government
agencies in response to pressing issues that affect public service delivery;

WHEREAS, PAGASA issued a warning and advisory to the public to limit


outdoor activities, stay hydrated, and schedule daily activities during cooler
times later in the day due extreme heat index;

WHEREAS adopting the Four-Day (Compressed) Workweek will reduce the


number of commuting days, employees and clients will spend less time
traveling during the peak heat hours, minimizing their exposure to extreme
temperatures and reducing the strain on transportation infrastructure;

WHEREAS, with fewer workdays per week, there is a potential reduction in


energy consumption from our office buildings, including lighting, air
conditioning, and other climate control systems preventing the power grid from
overloading; and

WHEREAS, adopting the Flexible Work Arrangement recommended by the CSC


will improve the work-life balance of the employees, and boost productivity and
morale; while reduced frequency of commuting and office energy consumption
will be beneficial to the environment; and

WHEREAS, this flexibility allows employees and clients to adjust their


schedules to avoid the hottest parts of the Day, such as starting work earlier or
later to take advantage of cooler morning or evening temperatures.

NOW, THEREFORE, I, JOSE PHILIP F. CALDERON, CPA., Municipal Mayor of


Mallig, Isabela, by virtue of the powers vested in me by law, do hereby order the
adoption of the Four-Day (Compressed) Workweek as an alternative work
arrangement for the Local Government Unit of Mallig, Monday to Thursday, ten
(10) hours daily exclusive of one (1) hour break, from 7:00 in the morning to
6:00 in the afternoon.

FURTHERMORE, to ensure the uninterrupted delivery of essential services and


to accommodate the specific operational needs and responsibilities of their
respective functions, the Four-Day (Compressed) Workweek shall not apply to
the following offices whose employees will continue to report under the existing
regular work schedules:

1. Municipal Health Office;


2. Municipal Disaster Risk Reduction and Management Office;
3. Municipal Environment and Natural Resources Office (Field Workers);
4. Municipal Public Order and Safety Unit (Field Workers);
5. Municipal Treasury Office (Field Workers); and
6. Market Admin Office (Field Workers).

These above-mentioned offices may adopt a different flexible working


arrangement, subject to the approval of the undersigned and in accordance
with MC No. 6, Series of 2022 issued by the CSC.

This order shall take effect on June 3, 2024 and shall remain in full force and
effect until revoked or amended.
