Theydemandedequal

representationforvariousunitsinlowerhouseandequalpowerforbothHouses.The

PunjabmembersintheBasicPrinciplesCommitteeandtheFederalCabinetdislikedthe

formulabecausetheyfeltEastPakistanwouldeasilydominateWestPakistanwhich

hadbeendividedintonineunits.Asyet,Pakistanhadnoofficiallanguage,although

UrduhadbeensuggestedundertheQuaidandhadmuchgovernmentsupport.

Duetothepoliticalcrisis,on17thApril1953(dateaccordingtoNigelKelly)Ghulam

MuhammaddismissedKhawajaNazimuddinandthreeothermembersoftheCabinet.

GhulamMuhammadsaidthat:

‘IhavebeendriventotheconclusionthattheCabinetofKhawajaNazimuddinhas

provedentirelyinadequatetograpplewiththedifficultiesfacingthecountry.’

BOGRAFORMULA:

MohammadAliBograpresentedhispackagepopularlyknownasthe'BograFormula'.

TheBograFormulawasdiscussedindetailandwasapprovedbytheAssembly.On21st

September1954,whileGhulamMuhammadwasoutofcountry,Bograpersuadedthe

AssemblytopasslawslimitingthepowersoftheGovernor-Generalbysaying:

 Thatallhisministers,includingthePrimeMinister,mustbememberofthe

Assembly.

 ThattheAssemblyhadtoapprovetheCabinet,

 ThattheGovernor-Generalhadtotaketheadviceoftheministers.

Butbeforeitcouldbewrittendownintheformofconstitution,theConstituent

AssemblywasdissolvedbythethenGovernor-General,GhulamMuhammad,on24th

October1954.

CONSTITUENTASSEMBLYDISSOLUTION:

On24thOctober1954,Governor-GeneraldissolvedtheConstituentAssemblythatwas
challengedintheSindhHighCourtbyMaulviTamizuddin.SindhHighcourtdeclaredthe

dissolutionillegalbuttheFederalCourtupheldtheGovernor-Generalactionandasked

forsettingupanelectedConstituentAssembly.QuotingfromaspeechbyGhulam

Muhammadon24thOctober1945whenhedissolvedtheAssembly,“Theconstitutional

machineryhasbrokendown…TheConstituentAssemblyhaslosttheconfidenceofthe

peopleandcannolongerfunction.”PartofthedecisionmadebytheSindhHighCourt
