EXECUTIVE ORDER NO. 5A SERIES OF 2018

AN ORDER ESTABLISHING THE BARANGAY REHABILITATION REFERRAL DESK OF

LANDA, ( GADONGAN ) BALOI, LANAO DEL NORTE

WHEREAS, it is the policy of the State to safeguard the integrity of its territory and the well-being of its
citizenry from the ill-effects of dangerous drugs;

WHEREAS, the Dangerous Drug Board [DDB] was created by virtue of Republic Act No. 9165,
otherwise known as the “Comprehensive Dangerous Drugs Act of 2002” as the policy-making and strategy-
formulating body in the planning and formulation of policies and programs on drug prevention and control;

WHEREAS, DILG Memorandum Circular 2015-63 dated June 16, 2015 provided the Revitalization of
Barangay Anti-Drug Abuse Council and their Role in Drug Clearing Operations;

WHEREAS, in support to combat against illegal drugs proliferation, Dangerous Drugs Board Regulation
No. 3, series of 2017 provided the Strengthening the Implementation of Barangay Drug Clearing Program. Section
6 of DDB Regulation No. 3 provides the conduct of Barangay Drug Clearing Operations wherein the clearing of
drug-affected barangays shall be conducted in three [3] phases namely 1]Pre-Operation Phase, 2]Operation Phase
and 3] Post Operation Phase;

WHEREAS, in Pre-Operation Phase, the establishment of Barangay Rehabilitation Referral Desk was one
of the activities to be undertaken under this stage shall commence with laying the groundwork and bases for
effective and sustainable clearing operations against drugs-affected barangays;

NOW THEREFORE, I Hon. Sulutan H. Ali P. Cotongan, Punong Barangay of Barangay Sangcad
(Cormatan), Baloi, Lanao del Norte, by the power vested in me by law, do hereby, order:

Section 1. Establishment of Barangay Rehabilitation Referral Desk [BRRD]. Every barangay shall establish a
rehabilitation referral desk.

Section 2. Primary Responsibility. Barangay Rehabilitation Referral Desk’s primary responsibility is to endorse
drug dependents to the duly authorized representative of the Dangerous Drugs Board pursuant to Article VIII of
RA 9165 and pertinent issuances of the Board [OPR: Local Government Health Officer and Local Government
Social Welfare Officer with the Treatment and Rehabilitation Center (TRC) Administrator

Section 3. Effectivity. This Order shall take effect immediately.
