ACTIVITY PROPOSAL
Ugnayan sa Barangay
“Strengthening Community Bonds for Sustainable Peace and Development”

1. PROPONENT:
The Local Government Unit of Gumaca, Different Government Line

Agencies, 85 Infantry Battalion, and Gumaca Municipal Police Station.

2. OBJECTIVES:
a. Facilitate effective communication and collaboration among
residents, barangay officials, LGU, 85th Infantry (SANDIWA) Battalion, Quezon
Provincial Police Office and Different Government Line Agencies;
b. Promote active participation and engagement of residents in
barangay initiatives and decision-making processes;
c. Identify and address the key issues and concerns affecting
the well-being of the community through timely and coordinated efforts;
d. Foster a sense of unity, trust, and mutual respect among
residents, and Government;
e. Provide Information on the services from different
Government Agencies;
Raise awareness to prevent the resurgence of CPP-NPA-NDF in Stable Internal Peace
and Security (SIPS) municipality and insulate the communities from CNT influence; and
f. To capacitate local defense force.

3. CONCEPT:

a. Background

The Local Government Unit of Gumaca, Quezon in participation of

Different Government Line Agencies, 85th Infantry Battalion, and Gumaca Municipal
Police Station will conduct a half-day Ugnayan sa Barangay in the priority areas of
Gumaca, Quezon.

The Ugnayan Sa Barangay will draw its participants from Target

Beneficiaries as priority attendees, Barangay Peace Keeping Action Teams (BPATS)
and other local residents.

b. Activity/Composition

The Ugnayan sa Barangay is a half-day activity where resource

speakers from different government agencies will conduct interactive discussions to the
participants focusing on the programs and projects of their respective agencies.
Resource speakers will present a PowerPoint point presentation for not more than 15
minutes leaving ample time for interactions with participants. Also, Different

Government Agencies are encouraged to bring their services of their respective

agencies.

4. CONCLUSION:

Through consultations, community meetings, and forums, the residents

can actively participate in identifying their needs, proposing solutions, and contributing
to the development in the barangay. Each barangay may have unique challenges and
priorities. By engaging the community directly, it enables the identification and
implementation of localized solutions that take into account the specific needs,
resources, and capacities of the community. Effective Ugnayan sa Barangay programs
can help in the proper allocation of resources. It allows the government to channel
resources to the areas where they are most needed, thereby ensuring efficient and
effective use of public funds. Ugnayan sa Barangay serves as a foundation for
sustainable development by addressing local issues and fostering community-led
initiatives. Through regular interactions with the community, it will provide a feedback
mechanism for the government. It helps policymakers and local officials to understand
the impact of their programs and policies on the ground, and make necessary
adjustments accordingly. By bringing together residents, local authorities, and various
stakeholders, this will effectively prevents the resurgence of insurgency and
permanently remove the ideology of CPP-NPA-NDF to the formerly affected
communities.
