KNOWLEDGE AND PRACTICE OF MOTORCYCLE RIDER ON RA


10054 AT BARANGAY POBLACION CAPALONGA CAMARINES NORTE

Presentation, Analysis, and Interpretation of data

This chapter includes the presentation, analysis, and interpretation of


data based on the results of survey conducted by the researchers.
Furthermore, this answers the problems presented from the previous chapter
and give clear and concrete data. The said data were presented in tabular
form in accordance with the specific questions posited on the statement of the
problem.

Table 1 shows the profile of the respondents in terms of age are


majority 26-36 years old. Meanwhile the least respondents consisted of 48-58
years old. This also means that there are varied age groups of respondents in
terms of age indicating that the respondents are almost distributed equally
among all age groups.

On the other hand, table 2 presents that the respondents are


dominantly male (65.07%) and that the remaining minority are females. This
could indicate that since majority of the motorcycle drivers are male, it is
justifiable a large majority of respondents would be male.

Meanwhile, the profile of the respondents in terms of civil status (Table


3) records a majority of single respondents comprising the 53.71%, followed
by married respondents at 42%, and finally of widowed respondents of which
consisted of the least number. This indicates that the respondents giving their
views on this study were mostly single and married individuals who possibly
uses motorcycle frequently among others.

Consequently, the respondents are at the very least high school level
or graduate (58.52%), while there were only 8.30% were college level or
graduate. Hence, it can be a guarantee that the questions and answers made
by the respondents were understood and clearly answered. Furthermore, this
indicates that the majority of the respondents have the capacity to answer
reliably and objectively.

As seen on table 5, the all the respondents answered along the range
of 2.50-3.24 which fall under to Aware (A). Moreover, the respondents are
aware of all the level of knowledge relating to RA 10054 to which it was
determined that 2.94 is the mean. Furthermore, 50.90% of the respondents
says that they have at least level 3 on knowledge of the said act. Thus,

results from the survey conducted by the researchers revealed that majority of
the respondents have awareness of the Republic Act No. 10054, and all the
requirements and provisions written and enforced throughout the country.

This is in conjunction with Napalang et. al. (2019), people are aware of
such policies and regulations. Consequently, Li (2016) reiterated that in
provincial areas in developing countries there’s awareness, although very
poor. In contrast, Gullen et. al. (2016) that there’s gaps in the implementation
of policies, it could also be the reason for the poor awareness of the people in
Capalonga compared to if the policy is implemented properly.

These policies should be made aware to people especially motor


vehicle drivers (IEEE, 2020). It poorly implemented and if the respondents are
made aware of such policies it would enhance their behavior and awareness
towards RA 10054 (Lee, 2015). Moreover, motor drivers would be glad if law
enforcers would apprehend people not wearing helmet (Pangilinan, 2012).
Driver must realize that if he or she is on the road slightly and severally, that is
he must know that whatever action move they make on the road not only
affects themselves but also affects other drivers as well, so they must protect
themselves by first being strongly aware of RA 10054 among others (Galvez,
2011).

As shown on table 6, almost all questions are answered ranges from


2.00-3.24, thus the average level of practice of motorcycle drivers with respect
to RA 10054 at Barangay Poblacion, Capalonga, Camarines Norte is 2.17 or
Moderately Practiced (MP). Furthermore, the result is supported the average
answers of the respondents to which they answered Moderately Practiced
(MP) 43.36% of the time. This was not outweighed by the responses 34.24%
of the respondents that says they Strongly Practiced (SP) and Practiced (P)
RA 10054. This shows that the practice of the respondents is not indicative of
full compliance to the law due to its moderate average level.

This could be due the policies not being implemented properly (Legaspi,
2017). They would adhere to regulations if implemented and enforced by
necessary agencies (Wumbei, 2022). Detection is low in Brgy. Poblacion, that
is why it is moderately practiced, these could also be attributed to male and
younger drivers being at ease with the regulations (Li, 2016). The moderate
practice of the motor drivers could be attributed to the less confidence
of the drivers in the effectivity of using helmet, thus disregarding the practice
and following of RA 10054 (Law et. al., 2015).

Finally, it can be due to constant repealing of the policies imposed by


local authorities that they have failed to strongly practice the mandated law
(Michigan, 2015). Furthermore, the behavior of the motor drivers would
change and would practice only if policies would be implemented properly
(Sevall, 2014).

Upon computing the significant relationship between the level of


knowledge and level of practice of motorcycle driver on RA 10054 at
Barangay Poblacion, Capalonga, Camarines Norte it revealed that there is
positive relationship (correlation) but the results also showed that the
relationship is moderate. This indicates that the level of knowledge does affect
the level of practice of motorcycle drivers, but to moderate degree.
Furthermore, based on the results it shows that the level of knowledge does
cause the respondents to have the level of practice influenced.

Therefore, suggests that the respondents were capable of


understanding and answering the study questions reliably and objectively.
The survey also found that the respondents had an awareness of Republic
Act No. 10054 and its requirements, which pertains to motorcycle helmets.
However, the average level of practice was only moderate, and there was little

significant relationship between the level of knowledge and practice of


the drivers. This suggests that while the respondents were aware of the law, it
did not necessarily translate into consistent practice.

Chapter V

SUMMARY, CONCLUSION AND RECOMMENDATION

This chapter contains the research summary, conclusions, and


recommendations of the whole study. The findings of the study without so
much detailed information are written on the summary. Generalization and
other interferences would be seen on the conclusion while the
recommendations of the researchers to the beneficiaries of this study can also
be seen on this chapter. This chapter aims to cover-up the end result of the
study.

Summary

The results of the survey revealed that, the majority of the respondents
in a study were aged between 26-36, with the least respondents being aged
48-58. There was a fairly even distribution of respondents across all age
groups. Most of the respondents were male, likely reflecting the fact that most
motorcycle drivers are male. The majority of respondents were single (53.71%)
or married (42%), with very few widowed respondents. Most respondents had
at least a high school education (58.52%), while only 8.30% were college
level or graduates. These findings suggest that the respondents were capable
of understanding and answering the study questions reliably and objectively.

The survey found that the average level of practice of motorcycle


drivers in Barangay Poblacion, Capalonga, Camarines Norte, with respect to

RA 10054, was moderately practiced. This is supported by the


respondents' answers, as 43.36% of them said they moderately practiced the
law. The moderate practice could be due to policies not being implemented
properly, low detection, younger and male drivers being at ease with the
regulations, and a lack of confidence in the effectiveness of using helmets.
Constant repealing of policies could also contribute to the lack of strong
practice. The behavior of drivers would change if policies were implemented
properly.

It can be deduced that the majority of respondents were aware of


Republic Act No. 10054 and its requirements, with a mean knowledge score
of 2.94. However, only 50.90% of the respondents had a level 3 knowledge of
the act. Other studies have shown that awareness of policies and regulations
varies depending on implementation and location. It is important to make
people, especially motor vehicle drivers, aware of these policies to improve
their behavior and awareness. Law enforcers should also be proactive in
apprehending those who do not wear helmets. Drivers need to realize that
their actions on the road not only affect themselves but also other drivers, and
protecting themselves starts with being aware of RA 10054.

Furthermore, the survey conducted on motorcycle drivers in Barangay


Poblacion, Capalonga, Camarines Norte showed that the respondents have
an awareness of Republic Act No. 10054 and its requirements. However, the
average level of practice is only moderate, and there is little significant
relationship between the level of knowledge and practice of the drivers.
Therefore, the level of knowledge does little to affect the level of practice of
the drivers.

Conclusions

Based on the results of a survey conducted on motorcycle drivers in


Barangay Poblacion, Capalonga, Camarines Norte. The survey found that the
majority of the respondents were between the ages of 26-36, with fewer

respondents in the 48-58 age range. The respondents were fairly


evenly distributed across all age groups. Most of the respondents were male,
which is likely reflective of the fact that most motorcycle drivers are male. The
majority of the respondents were either single or married, with very few
widowed respondents. The majority of respondents had at least a high school
education, while only a small percentage were college graduates.

Therefore, suggests that the respondents were capable of


understanding and answering the study questions reliably and objectively. It is
safe to conclude that the respondents had an awareness of Republic Act No.
10054 and its requirements, which pertains to motorcycle helmets. However,
the average level of practice was only moderate, and there was little
significant relationship between the level of knowledge and practice of the
drivers. This suggests that while the respondents were aware of the law, it did
not necessarily translate into consistent practice.

Recommendations

Based on the findings the researchers concluded and have the


following as the recommendations.

1. The community must be made aware of the importance of RA


10054. Information dissemination through infodrive or video vlog
can be initiated.
2. LGU and law enforcement sectors must impose and implement the
law rigorously and create local policies such like resolutions that
would greatly help increase the awareness and practice of RA
10054.
3. LTO must use the result of this study to address the weaknesses of
the policy particularly in Barangay Poblacion in Capalonga,
Camarines Norte.

4. Motorcycle community must be made aware of RA 10054, their


duties and responsibilities through information campaign such like
seminars and the like.
5. Academe and future researchers should also focus on the level of
implementation of RA 10054 and the effectiveness of such policies
in Barangay Poblacion. They can also broaden the scope of the
study including other parts of the municipality.
