FAQ’s
Q - What is the purpose of the Contingency Reserve
Account recently set up by the Board and where did
the funds come from?
A – In 2018, 2019 and 2020, the Association saw a
surplus in the operating budget; mainly due to a savings
in snow removal. The Board has invested a portion of
this surplus back into the community and, also, allocated
$75,000 to a contingency reserve account. This account is
earmarked for unexpected events that are not planned for in
the Association’s operating budget. Some examples would
be unforeseen damage from severe weather or excessive
snow fall. Setting these funds aside will offset the potential
need for a special assessment.
Q – Why is there not a public portion during certain
meetings?
A – In May 2020, the Department of Community Af-
fairs published new regulations that impacted the way com-
munity associations conduct business. These regulations,
in part, impacted the way binding votes of the Board are
taken, requiring them to be conducted in a forum open to
the membership. In order to administer the business affairs
of the Association in a timely fashion, the Board found it
necessary to increase the frequency of open meetings. In
order to facilitate Association matters, the Board increased

the frequency of its open meetings for the sole purpose of
conducting Board business where binding votes are needed.
Open meetings of the Board of Directors do not require a
public portion. The Board continues to hold its quarterly
meetings as it always has, which includes a public portion
for homeowner’s questions and comments.
Q– We have seen a change in most of our board mem-
bers. Why there was not a community vote taken.
A –From time to time, Board members find the need
to resign from their seats on the Board, unable to fulfill the
term for which they were elected. Over the past several
months, we have seen the resignation of 4 board members.
We would like to thank these past Board members for their
time on the board, as they all played a vital role in the ad-
ministration of the community. Section 6 of our Associa-
tion’s bylaws state, in part: “Vacancies in the Homeowners’
Board caused by any reasons other than the removal of a
Trustee by a vote of the Members of the Homeowner As-
sociation, shall be filled by a vote of the majority of the
remaining Trustees…” Pursuant to the foregoing, Board
members were appointed by the remaining Board members
until the term for that seat expires. During our Annual
Election Meeting, Homeowner’s will have the opportunity
to vote for the Board seats that have expiring terms.

The annual election meeting for
Equestra at Colts Neck Crossing
Homeowner Association is scheduled
for Thursday, November 22nd at 7:00
p.m. and will be held in the clubhouse
ballroom. At that time, two (2) seats will be up for election.
Homeowners will soon be receiving a “Call for Candidates”
in the mail. Any homeowner in good standing can run for
the Board or another homeowner in good standing can be
nominated. Please watch for this important information in
the mail and submit your candidate profiles or nominations
to the Association office by the deadline date that will be
included in the mailer.
Housing For Older Persons Act (HOPA)–By now,
everyone should have received their HOPA forms, due
August 31, 2021. In order for the Association to be in
compliance we need to receive a response from all of our
community members. If you have not submitted your
forms to the office, please remember to do so at your earli-
est opportunity

Lawn Treatments - Below is a lawn application
schedule for 2021. As always, the Association will make
its best effort to notify you well in advance of any treat-
ment by posting notices at the entrance of the community
and at the clubhouse, as well as sending an email blast to
the community. Please keep in mind that these applications
are weather sensitive.

1. Call To Order – The meeting was called to order at
5:00 p.m.
2. Board Resignation – Dawn Korbelak motioned to ac-
cept the resignation of Harry Mull from the Association’s
Board of Directors. John Meo seconded. All in favor.
Motion carries.

5. Approval of Minutes – Paul Taguer motioned to approve
the minutes from the June 23, 2021 open Board meeting.

6. New Business:
a. Aerator for West Renaissance pond – John Meo mo-

tioned to approve a proposal submitted by Landscape
Maintenance Services to replace a non-functioning
aerator in the
HOLIDAY West BERKELEY
CITY Renaissance pond in the amount of
$13,835.00. Dawn Korbelak seconded. All in favor.

b. Resolution to open and fund contingency reserve ac-
count – John Meo motioned to approve the transfer
of $75,000 in surplus funds to a contingency reserve
account. Dawn Korbelak seconded. All in favor. Mo-
tion carries.
c. Nutsedge control application – John Meo motioned
to approve a proposal from Landscape Maintenance

turf areas in the amount of $5,580 plus tax. Dawn

d. Approval of Municipal Services reimbursement,
Howell Township – John Meo motioned to approve
a purchase order submitted by Howell Township in
the amount of $19,418.64 for leaf/brush collection,
recycling and snow removal reimbursement pursuant
to the Association’s Municipal Services agreement.
Streetlight reimbursement will be submitted separately
later this year. Dawn Korbelak seconded. All in favor.
Motion carries.
e. Communications Committee Charter revision – John
Meo motioned to approve the revision of the Charter
for the Communications Committee adding the Wel-
come Committee as a sub-committee. Dawn Korbelak
seconded. All in favor. Motion carries.
f. Adoption of Mission, Vision and Values Statement –
John Meo motioned to adopt Board Mission, Vision
and Values Statement. Dawn Korbelak seconded. All
in favor. Motion carries.
g. Appointment of members to the Communications Com-
mittee: John Meo motioned to approve appointment
of Steve Radice, Donna Anders, Jill Brugger, Carol
McGinley and Parri Mahan to the Communications
Committee. Dawn Korbelak seconded. All in favor.
Motion carries.
7. Adjournment – With no further business before the
Board, the July 26, 2021 Board Meeting was adjourned
at 5:10 p.m..
