I. RATIONALE/BACKGROUND OF THE PROGRAM/PROJECT

Article III of the 1987 Constitution or the Bill of Rights guarantees that no person or class of
persons shall be denied of equal protection and nor shall be discriminated based on religion, ethnicity,
race, social class, civil status, sex, gender, sexual orientation, gender identity, gender expression or any
other status in the enjoyment of rights.
Traditional gender roles and conventional views on sexuality is still prevalent in our country
which often leads to stigma and discrimination against the LGBTQ members. The LGBTQ community
which represents various sexuality such as lesbian, gay, bisexual, transgender, queer and the plus. Gender
and development does not only cater to equality of men and women but also recognizes those who are
included in the spectrum of LGBTQ++ because we continue to face significant challenges of
discrimination, harassment and violence to the members of the LGBTQ++ community. Access to
healthcare is limited and mental health is also a significant concern.
To protect all forms of discrimination and harassment, the Sangguniang Bayan of Bula enacted
Ordinance No. 2023-02-00 declaring the last Saturday of the month of June as Pride Day to recognize the
existence and participation of the members of LGBTQ++ in the community. The LGBTQ community of

Bula has organized last June 29, 2023 the Bula Masarig Rainbow Society. This organization serves as an
avenue for all the gays, lesbians, bisexuals, transgenders, queers, etc to be part and to be heard in the
community. The Masarig Rainbow Society will be celebrating the Pride Week in the last week of June
from June 24- 29, 2024 with 70 males and 10 females all belongs to the LGBTQ++ community with the
theme “Reflect, Empower, Unite”. Various activities will be conducted such as the pride parade,
gaylimpics, HIV AIDS health forum and screening test, clan up drive, outreach program and the highlight
of all the activities, the SaGayla. These Pride activities are designed to promote education and awareness,
advocate rights, and foster inclusivity in order for everyone regardless of gender identity and sexual
orientation can live with dignity and respect.

II. OBJECTIVES OF THE PROJECT

1. To promote awareness and celebrate LGBTQ++ Culture in Bula, Camarines Sur.
2. To advocate for equality and human rights by mobilizing the LGBTQ++ members to participate in
different PRIDE activities.
3. To promote mental and physical well-being by providing access to healthcare education especially
about HIV AIDS.
4. To foster a more inclusive representation of LGBTQ++ members by increasing visibility of
LGBTQ++ members in the community.

III. TARGET BENEFICIARIES

The target beneficiaries are the members of LGBTQ++ Masarig Rainbow Society of Bula
composed of 70 males and 10 females.

VII. PARTNERSHIP AND SUSTAINABILITY

The Municipal Planning and Development Office, GAD TWG and the Bula Masarig Rainbow
Society will be in charge of the implementation of the activity. The continuous implementation of the

Pride activities ensures that the representation of the LGBTQ++ community will be recognized by the
community. A continuous monitoring and evaluation of the implementation of the municipal ordinance
will ensure the sustainability of the program, project and activities included in the annual budget for the
LGBTQ++.

VIII. PROGRAM/PROJECT IMPLEMENTING TEAM

The Pride Week Celebration activities will be implemented by the Municipal Planning and
Development through the MPDC, Dr. Mary Ruth V. Parro as the alternate GFPS Chairperson. The GAD
TWG will be in support of this GAD related activity.

X. RISK MANAGEMENT
 The participants who are expected in the activity but cannot attend due to various reasons and
commitment should be secured long before the scheduled activity.
 Technical difficulties, equipment failure, power outage, etc., might arise during trainings thus
support staff should be prepared with back-up equipment that can be used in the instance of
equipment failure.

 A possible huge amount of waste will be accumulated during the conduct of the activity. A
restoration committee must be assigned to restore and to ensure that wastes must be properly
segregated.
