EXECUTIVE ORDER NO. 024


Series of 2023

CREATING BARANGAY TASK FORCE TO IMPLEMENT THE ROAD CLEARING


ALL ILLEGAL STRUCTURES AND OBSTRUCTIONS AND THE SIDEWALK
RECOVERY PROGRAM.

WHEREAS, Memorandum Circular No. 2019-121 of the DILG dated July 29, 2019, obliges all
local governments to exercise their powers essential to reclaim public roads which are being used
for private ends and in the process, rid them of illegal structures and constructions;

WHEREAS, declared in the same Memorandum, local governments are also to cause
rehabilitation of all recovered public roads by placing street names and street lights, among
others. They are likewise encouraged to develop and implement strategies that will address the
displacement issues caused by the implementation of the directives;

WHEREAS, further, the Local Chief Executive is hereby directed to revoke permits that give
authority to private entities to occupy public roads, alleys and other thotoughfares where
prudence must also be observed in placing street signs and signages to avoid exacerbating
problems on obstructions;

WHEREAS, there is a need to create Barangay Task Force for the concerted and efficient
implementation of the road clearing of illegal structures and obstructions and the sidewalk
recovery program in Barangay Labuin.;

NOW, THEREFORE, I, HON. ARLON E. CORDON; Punong Barangay of Barangay of


Labuin, Pila, Laguna by virtue of the powers vested in me by law, do hereby order the creation
of the Barangay Road Clearing Task Force with the following provisions:

SECTION 1. COMPOSITION

The Barangay task Force shall be composed of the following:

Members EDGARDO L. LADANGA SB Member
GLAIZA V. SORIANO SB Secretary
ROBERTO F. FOSTER Barangay Tanod Chief

SECTION 2. DUTIES AND FUNCTIONS


1. Clear the streets of illegal structures and obstructions;
2. Recover the sidewalks for the pedestrians;
3. Develop and implement strategies that will address the displacement issues caused by the
implementation of clearing operations;

4. Prudently assess, evaluate and recommend the revocation of permits of private entities
illegally occupying public roads, alleys, and other thoroughfares;

5. Conduct a comprehensive survey and inventory of all roads within its jurisdiction for the
strategic implementation of this Executive Order and in compliance with the said DILG
Memorandum;

6. Document and report significant results of operation to the Department of Interior and
Local Government; and

7. Perform other functions as may be directed by the City Mayor relative to their functions
stated herein.

SECTION 3. SEPARABILITY CLAUSE.

The provisions of this Executive Order are hereby deemed separable. If any provisions
thereof be declared invalid or unconstitutional, it shall not affect other provisions which shall
remain in full force and effect unti revoked in writing by the undersigned.

SECTION 4. EFFECTIVITY

This Executive Order shall take effect immediately upon signing hereof, and shall remain
in full force until revoked in writing by the undersigned.
