RESOLUTION NO.2016-744

APPROVING THE PNP UESB RESOLUTION NO.2015-025 DATED AUGUST 5, 2015,

AND AMENDING NAPOLCOM RESOLUTION NO.99-180 TO PRESCRIBE THE
MINIMUM STANDARD SPECIFICATIONS FOR EXPLOSIVE ORDNANCE DISPOSAL
(EOD)BOMB SUIT, WITH SLIGHT MODIFICATIONS

WHEREAS, Section 14, paragraphs (i) and(m)of Republic Act No. 6975, as amended
by Section 5, paragraph (a), sub-paragraphs (5) and (8) of the Republic Act No. 8551,
empowers the Commission to "approve or modify plans and programs on education and
training, logistical requirements, communications, records, information system, crime
laboratory, crime prevention and crime reporting as well as prescribe minimum standards for
arms, equipment and uniforms and, after consultation with the Philippine Heraldry
Commission,for insignia of ranks, awards and medals of honor";

WHEREAS, pursuant to the aforecited legal prescription, the Philippine National

Police (PNP), through the Uniform and Equipment Standardization Board (UESB) Resolution
No. 2015-025, dated August 5, 2015, recommends approval by the Commission hf the
proposed amendment to NAPOLCOM Resolution No. 99-180, which prescribed the standard
specifications for Explosive Ordnance Disposal(EOD)Bomb Suit; j
WHEREAS, amending NAPOLCOM Resolution No. 99-180, will specify particularly
specify the level of protection of each component that was not shown in the aforesaid
existing specifications that the Commission approved;

WHEREAS, after thorough review and evaluation, we find the PNP-UESB Resolution
on the proposed amendments to NAPOLCOM Resolution No. 99-180 on the subject
specifications in order and conforms with the requirement of Republic Act No. 6975, as
amended by Republic Act No. 8551, the Government Procurement Act under FA No. 9481
and its Implementing Rules and Regulations (IRR), to meet the requirements of the PMP;

NOW,THEREFORE, the Commission, in the exercise of its constitutional poWers to

administer and control the PNP, HAS RESOLVED TO APPROVE, AS IT HEREBY
APPROVES, the PNP UESB Resolution No. 2015-025, dated August 5, 2015, thereby
amending NAPOLCOM Resolution No. 99-180 to prescribe the minimum standard
specifications for Explosive Ordnance Disposal (EOD) Bomb Suit, with slight modifications
to read as follows:
