Electronic Governance

Meaning of the word ‘governance’

“Governance’ is a way of describing the links between government and its broader
environment political, social and administrative.

Governance in IT framework represents:

(i) Expansion of internet and electronic commerce, is redefining relationships


among various stake holders in the process of governance;

(ii) A new model of governance would be based upon the transactions in virtual
space, digital economy and dealing with knowledge-oriented societies.

Definition of the term ‘e-governance’ (Electronic governance)

Although the term ‘Electronic Governance or ‘e-governance’ has come into usage in recent
years. There is no standard definition of this term. Sometimes the terms ‘e-governance and
‘e-government’ are used as synonyms same widely used definitions are given below.

According to the World Bank, “E-Government refers to the use by government agencies of
information technologies (such as Wide Area Networks, the Internet, and Mobile
Computing) that have the ability to transform relations with citizens, businesses, and other
arms of government. These technologies can serve a variety of different ends; better
delivery of government services to citizen, improved interactions with business and
industry, citizen empowerment through access to information, or more efficient
government management. The resulting benefits can be less corruption, increased
transparency, greater convenience, revenue growth, and/or cost reductions.”

UNESCO defines ‘e-Governance’ as “Governance refers to the exercise of political,


economic and administrative authority in the management of a country’s affairs, including
citizens’ articulation of their interests and exercise of their legal rights and obligations. E-
governance may be understood as the performance of this governance via the electronic
medium in order to facilitate an efficient speedy and transparent s of disseminating
information in the process public, and other agencies, and for performing government
administration activities.

The Council of Europe has taken ‘e-governance’ to mean “ the use of electronic
technologies in their areas of public action: relation between the public authorities and
civil society; functioning of the public authorities at all stages of the democratic process
(electronic democracy); the provision of public services (electronic public services)’.

The U.S. E-government Act of 2002 defines ‘Electronic Government’ to mean “the use by
the Government of web-based Internet applications and other information technologies,
combined with processes that implement these technologies, to:

A) Enhance the access to and delivery of Government information and services to the
public, other agencies, and other Government entitles; or

b) bring about improvements in Government operations that may include effectiveness,


efficiency, service quality, or transformation”

Dr. APJ Abdul Kalam, former President of India, has visualised e-Governances in the Indian
Context to mean, “A transparent smart e-Governance with seamless access, secure and
authentic flow of information crossing the interdepartmental barrier and providing a fair
and unbiased service to the citizens.”
E-Governance can be defined as the use of information and communications technologies
by Governments to enhance the range and quality of information and services provided to
citizens, businesses, civil society organizations, and other government agencies in an
efficient, cost-effective and convenient manner, making government processes more
transparent and accountable and strengthening democracy.

Thus, E-Governance is the use of a range of modern Information and Communication


Technologies (ICTs) such as Internet, Local Area Networks, Mobiles eten by Technologies
Improve the effectiveness, efficiency, service delivery and promote democracy.
