Mr. Khim Sandab is a Deputy Director, Department of Green Economy. He is
currently working on sustainable cities and green buildings development in
Cambodia. He has more than 10 years of experience in education and
capacity building in the environmental field and sustainable cities
development policies as well as coordinating in policy implementation. He
holds a degree of Bachelor in Fisheries Science from Cambodia since 2011
and a Master of Urban Administration and Planning from, Republic of Korea
in 2019.

Criteria Overview for Building in Use

Continuous improvement process


In five of the nine criteria of the ‘Buildings In Use’ system, the “continuous improvement process” (also
called the PDCA cycle) is implemented. The PDCA cycle is an iterative process with four steps: Plan, Do,
Check and Act. This management method is a universal model for optimization and continuous
improvement of processes. In the criteria, the target variables should either be continuously improved or
maintained at a defined target value.
› PLAN: The target agreement (target value) is defined for the respective criterion.
› DO: The method and time-step of measuring data (actual value) is considered.
› CHECK: The measured data is analyzed: quantitatively by conducting a deviation analysis and
qualitatively by interpreting and plausibility check of the data.
› ACT: If the target agreement is not met, measures and actions for optimizing the operation must be
identified and selected for the next measurement period. Here, it is important that all relevant
stakeholders (owners – users – operators) are involved.
