law were natural rights of each human being by birth. These could not be taken
away.
• Newspapers, pamphlets and printed pictures appeared steadily in the towns of
French. From there, they travelled into the countryside. These publications
described and discussed the events and changes taking place in the country.

28. What were the steps involved in the framing of the Indian Constitution? 3
Answer:
The drafting of the document called the constitution was done by an assembly of elected
representatives called the Constituent Assembly.
Elections to the Constituent Assembly were held in July 1946. Its first meeting was held
in December 1946. Soon after, the country was divided into India and Pakistan.
The Constituent Assembly was also divided into the Constituent Assembly of India and
that of Pakistan. The Constituent Assembly that wrote the Indian Constitution had 299
members.
The Assembly adopted the Constitution on 26 November, 1949 and it came into force
on 26 January, 1950.

Answer: The above graph shows the land under cultivation in India in units of million
hectares. The graph shows that the land under cultivation in India was 120 million
hectares in 1950 which rose to 140 million hectares in 1970 and remained constant at
140 million hectares till 2000.

(ii) Is it important to increase the area under irrigation? Why?

Answer: Yes, it is important to increase the land area under irrigation firstly so that the
farmers can do multiple cropping and grow more than one crops in a year and increase
their production and earning. Secondly, use of HYV seeds need of plenty of water to
give best results.

(iii) You have read about the crops grown in Palampur. Fill the following table based on
the information on the crops grown in your region.

Answer:

Non-farming Activities:

• Infrastructure: Infrastructure includes building of roads, establishing of banks and


improving communication. All these are basic inputs for economic development.
• Expansion of Market: To increase non-farming activities, rural markets should be
linked to urban markets.
• Education and Health: Improvement in education will lead to human capital
formation.
• Cheap Loan: Non-farming activities can be promoted by providing cheap and
affordable loan to the farmers.

30. Describe the important features of the Peninsular Plateau. 5
Ans. The Peninsular Plateau of India lies to the south of the Northern Plains and extends
up to thetip of the Indian peninsula. The Peninsular Plateau is a tableland with gently
rising rounded hills and broad, shallow valleys. It is roughly triangular in shape. It is the
oldest and the most stable landmass of India. The plateau is formed of old crystalline
igneous and metamorphic
rocks. The Peninsular Plateau consists of two broad divisions – the Central Highlands and
the Deccan Plateau. The part of the Peninsular plateau lying to the north of the Narmada
river is known as Central Highlands. It comprises of Malwa Plateau, Bundelkhand and
Baghelkhand plateaus, the Vindhya Range and extends as Chhota Nagpur Plateau.
The Aravalis are highly denuded old hills that lie on the western and northwestern margins
of the Peninsular Plateau. The part of the Peninsular Plateau lying to the south of river
Narmada is known as Deccan Plateau. It is a triangular landmass with broad base in the
north and tapers southward. It is
formed due to lava flows, so a greater part of it is composed of basaltic rocks of volcanic
origin. It is flanked by the Satpura range in the north. The Mahadev, the Kaimur hills and
Maikal range form its eastern extensions. The Deccan Plateau is flanked by the Western
Ghats in the west and Eastern Ghats in the east. The Western Ghats have comparatively
higher elevation of average 900 to 1600 metres. The Eastern Ghats have an average
elevation of 600
metres. So the plateau is higher in the west and slopes gently eastwards. The black soil
area of the Deccan Plateau is known as Deccan Trap.
31. What measures were taken by Robespierre to bring equality in the French Society? 5

Measures are:
• Robespierre government issued laws placing a maximum ceiling on wages and
prices.

32. Why was the making of the Indian Constitution not an easy affair? 5
Answer:
Like South Africa, India’s Constitution was also drawn up under very difficult
circumstances.
• The making of the constitution for a huge and diverse country like India was not
an easy affair. At that time the people of India were emerging from the status of
subjects to that of citizens. The country was born through a partition on the basis
of religious differences.
• This was a traumatic experience for the people of India and Pakistan. Atleast ten
lakh people were killed on both sides of the border in partition related violence.
• The British had left it to the rulers of the princely states to decide whether they
wanted to merge with India or with Pakistan or remain independent.
• The merger of these princely states was a difficult and uncertain task. When the
Constitution was being written, the future of the country did not look as secure as
it does today.
• The makers of the Constitution had anxieties about the present and the future of
the country.

The merits of a democratic government are :
• A democratic government is a better government because it is a more accountable
form of government.
• Democracy improves the quality of decision-making.

• It is better than other forms of government because it allows us to correct its own
mistakes.

What are the major factors responsible for unemployment in India?

Answer:

• To strengthen the primary school system, the scheme of Sarva Shiksha Abhiyan
(SSA) was started in 2001.
• All 6-14 age children were expected to complete eight years of schooling by
2010.
• It began as a time-bound initiative or programme of the Central Government in
partnership with the state, the local government and the community to achieve the
goal of universalisation of elementary education.
• This programme has covered the entire country with special focus on the
educational needs of girls, SCs/STs and other children.
• Along with it, bridge courses and back-to-school camps were started to increase
the enrolment in elementary education. The Mid-day Meal Scheme has been
implemented to encourage attendance and retention of children as well as to
improve their nutritional status.

• Rapid Growth of Population: Our population has been continuously rising. From
a population of about 361 million in 1951, it has risen to around 1210.2 million in
2011, but due to slow economic growth employment opportunities have not risen
at the same pace.
• Overdependence on Agriculture: Even after more than 50 years of independence,
more than 60% of our population still depends upon the primary sector for its
livelihood.
• Underdevelopment of Cottage and Small-scale Industry: Our
rural sector is facing problems of disguised and seasonal unemployment. This is
due to underdevelopment of the cottage and the small-scale industry.
• Underdevelopment of Industries: Due to the shortage of capital and other essential
inputs, the industrialisation process is very slow. So the industrial sector has
failed to provide enough job opportunities to the unemployed workers.
• Slow pace of Infrastructure Growth: Slow pace of infrastructure growth is one of
the major factors responsible for the slow growth of Indian economy.

Mirzapur (I.e Uttar Pradesh) is taken as the standard time for the whole country.
The latitudinal extent influences the duration of day and night, as one moves from
south to north.
