A RESOLUTION EMBODYING THE ORDINANCE PROVIDING FOR THE GUIDELINES IN THE


OBSERVANCE OF BARANGAY AT KALINISAN DAY (BARKADA) IN BARANGAY TANGAL AND
ALLOCATING FUNDS THEREFOR.

WHEREAS, the 1987 Philippine Constitution specifies that it shall be policy of the State to protect and
advance the right of the people to a balanced and healthful ecology in accord with the rhythm and
harmony of nature;

WHEREAS, Section 16 of Republic Act. No. 7160 otherwise known as the Local Government Code of
1991 mandates all local government units to ensure and support the right of the people to a balanced
ecology and preserve the comfort and convenience of their inhabitants, among others, to promote general
welfare;

WHEREAS, the same law also provides that the barangays are also mandated to deliver basic services
which include, but not limited to, services and facilities related to hygiene and sanitation, beautification,
and solid waste collection;

WHEREAS, Republic Act No. 9003 or the Ecological Solid Waste Management Act directs all local
government units to adopt and implement a systematic, comprehensive and ecological solid waste
management program;

WHEREAS, Section 20 of Republic Act No. 9275 otherwise known as the Philippine Clean Water Act of
2004 provides that the local government units shall share the responsibility in the management and
improvement of water quality within their respective territorial jurisdictions;

WHEREAS, the Department of Health (DOH) recorded a continuous increase in dengue cases reaching
up to 80,318 cases reported as of July 15, 2023 which calls for a collaboration to address the threat
brought about by the dengue cases;

WHEREAS, the Department of the Interior and Local Government (DILG) issued Memorandum Circular
No. 2023-133 on September 6, 2023 to launch the “Barangay at Kalinisan Day (BarKaDa), which is a
nationwide community-based clean-up drive program, which reminds of the bayanihan spirit, that aims
to directly address the problem on solid waste management and its impact such as flooding, dengue, and
other waste-related issues;

NOW, THEREFORE, be it ordained by the Sangguniang Barangay of Tangal, Lubang, Occidental


Mindoro that:

ORDINANCE PROVIDING FOR THE GUIDELINES IN THE OBSERVANCE OF BARANGAY AT


KALINISAN DAY (BARKADA) IN BARANGAY TANGAL AND ALLOCATING FUNDS THEREFORE;

SECTION 1. TITLE - This Ordinance shall be known and cited as BarKaDa Ordinance of Barangay
Tangal.

SECTION 2. SCOPE AND COVERAGE. -This ordinance shall be enforced within Barangay Tangal,
Lubang, Occidental Mindoro

SECTION 3. CONDUCT OF WEEKLY CLEAN-UP DRIVES

3.1 A weekly clean-up drive, preferably every Saturday shall be conducted by the barangay;

3.2 Should the barangay clean-up schedule fall on a regular or special non-working holiday, it shall be
automatically be rescheduled on any other day within the week to comply with the weekly clean-up
requirement of this ordinance;

3.3 The following activities shall be conducted during the BarKaDa Day:

4.3.1 Coastal clean-up;


4.3.2 Dredging of clogged canals, esteros, and other waterways;
4.3.3Pruning thick bushes or tree branches;
4.3.4 Draining of receptacles containing stagnant waters;
4.3.5 Dismantling all possible breeding ground of mosquitoes;
4.3.6 Community gardening; and
4.3.7 Information drive on solid waste management, and dengue prevention
4.3.8 Conduct of house-to-house campaign to encourage household-level
participation in the clean-up drive program.

SECTION 4. Designation of a BarKaDa Focal Person and Identification of Clean-up Sites

The Chairperson of the Committee on Environmental and Agriculture concerns shall automatically
be designated as the BarKaDa focal person, through an executive order. The focal person in consultation
with the Barangay Ecological Solid Waste Management Committee (BESWMC), shall identify the regular
clean-up sites within the barangay. Sites shall not be limited to coastal areas, waterways, creeks, but
shall also include public parks, streets/roads, and vacant lots and other public spaces within the
barangay.

SECTION 5. INCENTIVES AND AWARDS

The barangay, through the Barangay Ecological Solid Waste Management Committee (BESWMC) shall
grant incentives through the conduct of an incentives and awards program for the cleanest and greenest

Purok in the barangay. The BESWMC shall be responsible in the formulation of guidelines as regards
this incentives and awards program.

SECTION 6. INFORMATION AND AWARENESS-RAISING CAMPAIGN

The designated focal person shall cause the conduct of various information education campaign to
promote and raise awareness of all barangay residents about this ordinance.

SECTION 7. APPROPRIATION

The annual funding requirement necessary in the conduct of weekly clean-up drive shall be included in
the barangay annual investment program, and in applicable solid waste management programs, projects,
and activities.

SECTION 8. MONITORING AND REPORTING

The periodic monitoring of accomplishment using the Annex A of this Ordinance regarding the
implementation of this ordinance shall be assumed by the designated focal person and the necessary
reports shall be prepared and submitted to the DILG Field Office, Municipal Environment and Natural
Resources Office, and the Municipal Health Office.

SECTION 9. Repealing Clause. - All provisions of local ordinances, orders, resolutions inconsistent
herewith are hereby repealed and/or modified accordingly.

Section 10. Separability Clause. – If any part of this Ordinance is declared not valid, unconstitutional or
unlawful, such declaration shall not affect or impair the remaining provisions, sections or parts thereof,
which shall remain or continue to be in full force and effect.

Section 12. Effectivity. – This Ordinance shall take effect after ten (10) days from the date of posting in
the bulletin board at the entrance of the Barangay Hall.
