NATIONAL HIV/AIDS/STI/TB COUNCIL

EMPLOYMENT OPPORTUNITIES

The National HIV/AIDS/STI/TB Council (NAC) established through an Act of Parliament No.
10 of 2002 is charged with the responsibility of developing and coordinating policies, plans
and strategies for the prevention and combating of HIV, AIDS, TB and STIs in order to reduce
the impact of the epidemic.

The Council is also the Secretariat to the Global Fund Country Coordinating Mechanism Zambia
(The CCM Zambia). The Global Fund CCM Zambia is a country-level multi-stakeholder
partnership of both public and private sector representatives that develops and submits grant
proposals to the Global Fund and oversees performance of the same in the Country. It is
central to the Global Fund's commitment to local ownership and participatory decision-making.

The positions of Director Programmes, CCM Risk Programme Officer and CCM Ethics
Programme officer at NAC have fallen vacant and consequently, suitably qualified and
experienced Zambians are invited to apply for the positions based in Lusaka.

DIRECTOR PROGRAMMES (1)

A. PURPOSE OF THE JOB

To oversee and supervise NAC programmes and manage the operations of the Directorate of
Programmes in order to support and coordinate the development of policies, plans and
strategies for the effective delivery of comprehensive HIV and AIDS prevention, care,
treatment and mitigation services and resource mobilisation in all sectors including scheduling,
delivery and reporting; assistance with programme promotion and events/outreach
coordination and various programme administrative tasks.

B. SPECIFIC DUTIES

 Contribute to and co-ordinates the development of multi sectoral policies and HIV/AIDS
policies.
 Contribute to and co-ordinates the development of multi sectoral policies and HIV/AIDS
policies.
 Manages timely, development and implementation of policies and guidelines in order
to ensure effective management of the response.
 Ensure that appropriate and consistent advocacy is undertaken in relation to
Prevention, Impact Mitigation, treatment, care and support programmes;
 Plan, coordinate and implement programme development activities for Grants
Management, Public and Private Sector, Civil Society and Decentralised level multi-
sectoral response coordination.
 Establish policies, procedures and operational guidelines for all programmes
 Evaluate programmes, provide on-site programme monitoring and reviews and provide
feedback as needed.
 Report and discuss activity schedule plans with Director General and other Heads of
Departments.
 Attend to all necessary programme workshops, events and training seminars
 Communicate policy and information to programme staff at all levels.
 Communicate programmes status with Director General and other relevant authorities
on a regular basis.
 Ensure effective liaison with all sectors on the implementation of HIV and AIDS multi-
sectoral responses
 Provide oversight, guidance and monitor HIV and AIDS multi-sectoral responses in all
sectors.
 Ensure availability, accessibility and use of strategic information regarding
programming and prioritizing the multi-sectoral response and programme support
services.
 Ensure that appropriate and consistent advocacy is undertaken in relation to
Prevention, Impact Mitigation, treatment, care and support programmes.
 Manages timely, development of work plans and operationalization of the annual
performance system (APAS) in order to monitor, evaluate and enhance performance
 Manage timely, development and implementation of policies and guidelines in order to
ensure effective management of the response
 Oversees timely development and implementation of capacity building interventions in
order to impart appropriate skills and knowledge
 Manages effectively, the utilization of human, financial and materials resources in the
directorate in order to ensure effective and efficient operations and the attainment of
the directorate’s objective
 The Director Programmes, will report to the Director General as a member of the team
and liaise with associated heads of departments under the sister Directorates and Units
 Perform any other duties assigned by the Director General

C. RELEVANT QUALIFICATIONS:

 Full Grade 12 certificate with at least 5 Credits at “O” Level including English and
Mathematics (or equivalent)
 MBBS, MBChB (MD) or equivalent.
 Master’s Degree in Public Health, International Health, or Social Sciences desirable,
relevant other academic qualifications and/or its equivalent

D. PROFESSIONAL MEMBERSHIP

Member of recognised Institute or any other related Professional Body.


E. REQUIRED EXPERIENCES/SKILLS:

 Seven (7) years’ in-depth knowledge and experience out of which five (5) years are in
a similar position at Senior Management level with proven leadership skills in providing
strategic direction, resource mobilisation and establishing strategic partners in both
the Government and the Civil Society;
 Demonstrated leadership, versatility and integrity
 Experience in writing comprehensive and coherent professional papers/reports;
 Experience with multi, sectoral response to HIV and AIDS Programming;
 Experience in Programme design, planning and management;
 Knowledge of roles, strengths and development needs of key stakeholders and
decentralised local governance structures;
 Knowledge of international best practices in decentralised multi
Sectoral high impact interventions;
 Strategy and Business Continuity Planning and Management;
 Governance, organizational structures, strategies and major initiatives of international
donor organizations.

COUNTRY COORDINATION MECHANISM (CCM) RISK OFFICER (1)

A. JOB PURPOSE

To promote and embed a risk management culture in the CCM Zambia General Assembly, its
structures and affiliated implementing partners. In addition, support the CCM General
Assembly and its structures in the establishment and enhancement of risk management
control systems that enhance sound decision making to achieve optimal outcomes and assure
stakeholders of good governance practices.

B. RESPONSIBILITIES/ACCOUNTABILITIES OF THE JOB HOLDER:

Reporting to the Country Coordination Mechanism (CCM) Administrator, the CCM Risk Officer’s
responsibility shall include the following:
1. Risk Management Roles:

 Facilitate the design, implementation and review of a risk management framework


i.e., risk management policy, risk management implementation plan or strategy, risk
treatment plan, fraud prevention and business continuity policies/systems in
consultation with the Secretariat management and the CCM Zambia General
Assembly and its structures;
 Facilitate the integration of risk management into overall management frameworks,
ensure risks are systematically assessed and that appropriate risk management
actions taken;
 Coordinate the identification, evaluation, and analysis of risks inherent to the
operations of the CCM General Assembly and its structures that may affect the
reputation, safety, security, and financial management of the Global Fund;
 Facilitate the development and maintenance of the organizational risk register in
relation to the Strategic Plan and Work Plans and ensure that it is regularly reviewed
by Management;
 Facilitate the development of risk management capability for all staff in the
Secretariat, members of the CCM General Assembly and its structures and the grant
Implementors; and,
 Report to the CCM Administrator, and the Ethics Committee on ethics and risk
management issues and deliverables.

2. Ethics Roles:

In addition, the CCM Risk Program Officer will work jointly with the CCM Ethics Officer to;

 Facilitate the design, implementation and review of the ethics policy;


 Facilitate in providing guidance to the CCM General Assembly and its Structures,
Technical Task Teams and/or the Secretariat for the identification and resolution of
minor or systematic ethical issues in line with the Code of Ethical Conduct for the CCM
Zambia and its implementing partners;
 Facilitate the CCM General Assembly and its structures on Ethics related activities; and;
 Undertake any other duties as delegated by the CCM Executive Secretary (CCM Zambia
Administrator), and the CCM Ethics Committee.

3. Specialised Knowledge in:

i. Governance, organizational structures, strategies and major initiatives


of international donor organisations;
ii. Knowledge in conducting, monitoring and reporting activities using
performance measurement tools;
iii. Facilitation of Risk Analysis, Risk Assessment and developing of risk
mitigation strategies preferably with the application of modern risk
management framework, techniques, and systems;
iv. Strategy and Business Continuity Planning and Management;
v. The use of Risk Management software and analytical tools in risk
management and
vi. Minute taking, drafting of reports and concept notes.

C. PROFESSIONAL MEMBERSHIP

Member of recognised Institute of Ethics and/or Risk Management Profession or any other
related Professional Body.

D. REQUIRED CORE COMPETENCES, ATTRIBUTES AND SKILLS

 Excellent organisational and leadership skills;


 Leadership in building and sustaining a high-performance team;
 Excellent communication skills, including the ability to write analytical and technical
reports, strong interpersonal and presentation skills;
 High integrity, confidentiality and ethical attributes.

E. PROFESSIONAL MEMBERSHIP

Any certification of membership in Governance/Ethics and/or Risk Management


professional body will be desirable.

F. RELEVANT QUALIFICATIONS AND EXPERIENCE

 Full grade 12 certificate with at least 5 Credits at “O” Level including English and
Mathematics;
 Bachelor’s Degree in Business Administration/Accounting/Finance or Full ACCAY,
CIMA;
 At least 3 years relevant industry, governance, risk management experience and/or
accreditation, preferably in International Organisations’
 At least 3 years audit experience with proven knowledge in developing strong control
environment and/or with a risk assessment background;
 Experience in development, evaluation and monitoring of risk management framework
and use of reporting templates; and
 Experience in management of ethics code of Conduct and Conflict of Interest
resolutions.
 Solid experience in building and developing partnerships in political environments and
in mediating complex issues and deliverables at country level;
 Solid understanding and experience of strategic, organisational and management
issues;
 Understanding of the Global Fund processes and its funding model.
COUNTRY COORDINATION MECHANISM (CCM) ETHICS OFFICER (1)

A. JOB PURPOSE

To support the operations and functions of the CCM General Assembly and its structures, by
contributing to the strategic functioning of CCM through promotion of ethical decision-making
in all CCM activities. And, provide guidance on the ongoing enforcement of the Code of Ethical
Conduct (focusing on conflict of interest management, ethical decision-making and
behaviours) and, promote the Global Fund ethical values and responsibility for preventing and
responding to sexual exploitation, abuse and harassment and related abuse of power in the
context of Global Fund programs within the CCM and its structures and associated
implementing partners. The CCM Ethics Officer shall also serve as the Protection from Sexual
Exploitation Abuse and Harassment (PSEAH) Focal Point for the CCM General Assembly and
its structures.

B. RESPONSIBILITIES/ACCOUNTABILITIES OF THE JOB HOLDER

Reporting to the Country Coordination Mechanism (CCM) Administrator, the CCM Ethics
Officer’s responsibility shall include the following:

 Support the existing CCM Ethics Committee;


 Receive guidance and support from the Ethics Office of the Global Fund;
 Support the Operations function of the CCM General Assembly and its structures
including ensuring ethical leadership and conduct;
 Support the CCM General Assembly and its structures in its goal to coordinate and
provide oversight in the national disease programs at country level, in support of
ending the epidemics and achieving Sustainable Development Goal,
 Contribute to the strategic functioning of a CCM by promoting ethical conduct and
decision-making in all CCM activities.
 Support the enforcement of the Code of Ethical Conduct (focusing on conflict of
interest management, ethical decision-making and behaviours)
 Support the Global Fund’s ethical values and the CCM in its shared responsibility for
preventing and responding to sexual exploitation, abuse and harassment and related
abuse of power in the context of Global Fund programs,
 Undertake any other duties as delegated by the CCM Executive Secretary (CCM
Zambia Administrator), and the CCM Ethics Committee.

C. REQUIRED CORE COMPETENCES, ATTRIBUTES AND SPECIFIC AREAS OF

G. RELEVANT QUALIFICATIONS AND EXPERIENCE

 Full grade 12 certificate with at least 5 Credits at “O” Level including English and
Mathematics;
 Bachelor’s Degree in Public Health, Ethics, Law, Public Administration, Business
Administration, or related field;
 At least 5 years of professional experience (International or National) working in
planning or management in the humanitarian sector or public health or disease
program management;
 relevant industry, governance, risk management experience and/or accreditation,
preferably in International Organisations;
 At least 3 years audit experience with proven knowledge in developing strong control
environment and/or with a risk assessment background;
 Experience in development, evaluation and monitoring of risk management framework
and use of reporting templates; and
 Experience in management of ethics code of Conduct and Conflict of Interest
resolutions;
 Solid experience in building and developing partnerships in political environments and
in mediating complex issues and deliverables at country level;
 Experience working in PSEACH or related field, or in the prevention of of/response to
issues of misconduct;
 Solid understanding and experience of strategic, organisational and management
issues;
 Understanding if the Global Fund processes and its funding model
 Excellent written and verbal communication skills.

H. PROFESSIONAL MEMBERSHIP

Member of recognised Institute of Ethics and/or Risk Management Professional or any other
related Professional Body.
