SUBJECT : Reiteration on the Guidelines for Accreditation of Non-


Government Organizations (NGOs)

1. Reference: Memorandum received from TDPCR dated February 23, 2024


with the same subject as above

2. This pertains to the task to be undertaken by the concerned PNP


offices/units in accrediting a Non-Government Organizations (NGOs), people’s
organizations, and sectoral organizations, as stipulated by PNP MC 2023-047 which
defines and reclassifies the guidelines for the accreditation of NGOs entitled
“STREAMLING THE GUIDELINES FOR ACCREDITATION OF NON-GOVERNMENT
ORGANIZATION (NGOs) AMENDING FOR THE PURPOSE PNP MC 2018-030.

3. Please be informed that above-cited guidelines/parameters, specifically


under para 6.b.6.a (Provision) and para 6.b.4.h to I (Obligations and Responsibilities
of Accredited NGO), states the following:

Provisions:
a. Shall be prohibited from using the PNP name, logo, symbols, and/or
uniform as part of their corporate communication, uniform, signage,
insignia, badge, rank, other paraphernalia, etc.

Obligation and responsibilities of Accredited NGO:


a. Abide by the Provision of Article II, Section 18 of Batas Pambansa
68, specifically on the use of names, that shall not be identical or
deceptively or confusingly similar to that of any corporation or any
other name already protected by law; and

b. Abide by the provision of Article 179 of the Revised Penal Code of


the Philippines, particularly on the illegal use of uniforms and/or
insignia, which provides that, the penalty of arresto mayor shall be
imposed upon “any person who shall publicly and improperly make
use of insignia, uniforms or dress about an office not held by such
person or to a class of persons of which he is not a member.
4. Relative thereto, violation of the aforesaid guidelines are grounds for
disqualification and revocation of accreditation.

5. In this regard, you are directed to strictly implement the PNP MC NO. 2023-
047 dated July 21, 2023, specifically prohibiting NGOs from using the PNP name, logo,
symbols and/or uniform in any of their uniforms, corporate communication, signage,
insignia, badge, rank, other paraphernalia, etc.

6. Further, submit your action taken with action photos to this office (Attn. CAS)
thru email address rpcrd_pro11@yahoo.com.ph or SKYPE NLT 9:00 AM of March 7,
2024.
