Request for Expression of Interest

for Hiring of A Firm For Developing and Digitization of Training Modules/Contents for
Capacity Building of District Authorities

The Government of the Punjab is implementing the Education Sector Reform


Programme (PESRP) with the assistance of the World Bank. The credit includes a
Technical Assistance (TA) component of US$ 9.36 million to help achieve the
objectives of PESP-III.

2. The Government of the Punjab is implementing the Third Punjab Education


Support Project (PESP III) is the third in the series of reform projects supporting the
Government of Punjab’s larger education reform program. The project focuses on
increasing access and improving the quality of education in Punjab. The Project has
nine reform areas which aligned with the Government of the Punjab’s wider
education reform goals, as specified under the New Deal 2018 and guiding policies.
One of the core priorities is increasing access to and quality of Early Childhood
Education (ECE) in schools in Punjab. ECE prepares children of ages three to five
for primary school readiness, and aims at the holistic development of a child's social,
emotional, cognitive and physical needs in order to build a solid and broad
foundation for lifelong learning and wellbeing.

Under the third Punjab Education Sector Program (PESP II), supported by the World
Bank (WB), Government of the Punjab (GoPb) is seeking a reputable, experienced
managerial firm for Developing and digitization of training modules/contents for
capacity building of district authorities. For the above purpose, Programme
Monitoring and Implementation Unit (PMIU) invites eligible consulting firms
“(Consultants)” to indicate their interest in providing the Services. Interested
Consultants should provide information demonstrating that they have the required
qualifications and relevant experience to perform the Services.

Evaluation Criteria

PMIU intends to hire the services of a firm with a similar experience of three (03)
years which has proven relevant background and preferably experience of working
with the government and having completed at-least five (3) similar assignments.
Evaluation criteria for evaluating the Expression of Interest (EOI) would be as
follows:

• Corporate Capacity (attach copies of certificate of registration and NTN): Firms


Experience: Yes/NO, if yes then
 Track Record and Detail of similar works/assignments already completed (please
give complete detail as indicated below: 60 scores

i. Experience in completing at least four (3) similar assignments preferably in


Public Sector during last years; 20 scores for each assignment of Rs 3.00
million: 60 scores maximum

 Logistic Capacity of the firm: 20 scores


i. Head Office; 8 scores
ii. Office in North of Punjab; 6 scores
iii. Office in South; 6 scores

 Technical and Managerial Staffing Capacity): 20 scores


i. 10 regular employees at head office; 8 scores
ii. 5 regular employees in northern office; 6 scores
iii. 5 regular employees in southern office; 6 scores

The Firm will be selected under Consultant’s Qualification-based Selection (CQS) in


accordance with the World Bank’s Procurement Regulations for Borrowers for
Consulting Services dated July 2016; revised November 2017 & August 2018
(Procurement Regulations). The Project will be subject to the World Bank’s
Anticorruption Guidelines, dated October 15, 2006, and revised in January 2011 and
July 2016.

A consulting firm may associate with other firms in the form of a joint venture or a sub
consultancy to enhance their qualifications.

Expression of interest must be delivered in a written form at the address below by


October 30, 2020 before 4.00 PM which will be opened on the same day at 4.30 PM.
