METHOD STATEMENT FOR CONSTRUCTION OF CIVIL

INFRASTRUCTURE WORKS

1. Purpose

Purpose is to serve an important management tool to set out / outline certain key
actions, milestones and events against which project performance shall be continually
monitored and controlled.

2. Scope of Works

Project comprises construction of civil infrastructure for roads, utilities and facilities at
GTFT. Road works include earthwork, sub base / base courses, pavement including
surface courses and ancillary works. Utilities works include potable water supply, sewerage
works, storm water drainage, utility crossing structures, and electrical works (embedded
only).

3. Separate Method Statements

This document covers method of performing / executing the project in general and
road works in particular / detail. Works undertaken by specialist sub-contractors/labour sub-
contractors or other activities shall include as elaborated below for which separate method
statements shall be submitted as work proceeds. Construction will be strictly monitored and
controlled in compliance with the approved method statement.

Works shall commence after establishment of camp / site offices and material testing
lab including asphalt and batching plant.

5. Storage / Loading / Unloading of Plant / Equipment and Construction Materials


All plant and materials shall be unloaded / loaded within designated area. Materials
will be stored on the site as close to their place of use as possible and in orderly fashion.
Vehicles route shall be marked out with appropriate barriers.

7. Deliveries at Site

Material deliveries at site can be managed at any time during the working hours
Monday to Saturday.

8. Site Management and House Keeping

site management teams actively promote clean and tidy sites as in our experience it
enhances safety and productivity, and at the same time reduces wastes. This philosophy is
applied equally to the work areas which is the site compound as well.

Sub-contractors and specialists are actively encouraged to play their part in keeping work
areas clean and tidy, however if the response is not immediate and effective; M/S
MURTAZVI shall carry out the necessary work on their behalf.

9. Site Work Zoning and Distribution

Work of Sector is distributed in minimum 4 zones for the construction of


infrastructure. Each zone shall be further labour sub-contacted by the main contractor. All
distributed zones execution activates shall be monitored by the main contractor by following
all technical specifications.

10. Construction Stage

During the execution phase of the project our duties will include but may not be
limited to the following: -

a. Co-ordination of the works with client and consultants

b. Management of work site safety

c. Setting out of the works

d. Control the flow of project information

e. Keep complete and accurate records

f. Employ bona fide sub-contractors, tradesmen and suppliers to carry out the
works

g. Arrange for samples and mock-ups if required

h. Ensure compliance with project specifications

i. Supervise the works

j. Attend meetings with the Client, Design Team and Specialists as necessary

k. Monitor progress against the work program and take necessary action to
avoid delay

l. Prepare written progress reports on regular bases

11. Post Contract Stage

After completion of the project following shall be ensured: -

a. Timely resolution of defects as per punch list prepared after joint inspection

b. Provide assistance in preparation of the final accounts

c. Archiving of contract documentation

d. Availability of as-built information / drawings

12. Quality Assurance

In order to achieve the standards required for this project we will develop a detailed
and specified inspection and test plan to identify items or elements within the specifications
which need to be inspected, confirmed and/or verified before the subsequent work activity
can commence. We refer to these inspections as hold point and before the following work

activity can be commenced, a “cover up notice” shall be completed by the sub-contractor in


conjunction with our site managers, to confirm that the element of the works about to be
covered or completed is completely compliant with the specifications. Stakeholders in this
process may in addition to the consultant include client team.

Similarly, materials which require testing, certification or inspection are also highlighted in
the inspection and they too are checked for correctness and the results recorded before the
materials are released for incorporation into the works. Any non-compliant materials are
“quarantined” in a specially designated area to prevent accidental incorporation into the
works pending their removal from site.

Wherever possible mock-ups or samples obtained or constructed of the standard material


and workmanship required shall be retained on site as a physical reference or datum of the
project quality requirements. We will always seek to secure the earliest approval of the
proposed detail / finishes by the consultant / client. Sub-contractors will only be appointed
once they have demonstrated their ability to produce work in accordance with the mock
ups, samples and project specification.

13. Roads and Ancillary Works

a. Pre-Work Survey

Before surface of any part of the site is excavated or the works thereon
begin, M/S MURTAZVI shall take and record levels, dimensions etc of any
such part in the presence of the Engineer or his representative and as are
necessary during the progress of the work. Such levels when agreed shall
form the basis for measurement.

b. Earthwork Equipment

M/S MURTAZVI shall establish, maintain and operate an equipment


fleet comprising as below to accomplish the works in consideration of the site
condition and approval by the Engineer.

(1) Grader
(2) Loader
(3) Smooth Wheeled Vibratory Roller

(4) Sheep Foot Roller


(5) Tandem Roller
(6) Tractor with Plough
(7) Excavator
(8) Dumpers / Tractor Trolleys

c. Manpower

Teams comprising site supervisors, foremen, surveyors and helpers,


Lab technicians and helpers and unskilled labors shall be engaged as per
requirement for the quantum of work.

d. Selection and Approval of Borrow Pits / Quarry Sites

Quarries / Borrow areas which are necessary source for procuring


suitable and adequate materials for road formations shall be selected after
necessary testing as specified and got approved from the Engineer prior to
incorporation into works. The following factors shall be taken care of while
selecting borrow-pits: -

(1) Borrow-pits shall be located well away from the road


embankment
(2) No borrow-pit shall be excavated beyond the specified limits, or
close to an existing road village track, embankments and other
structure which are liable to be damaged
(3) Borrow-pits shall be as shallow as possible

(4) Borrow-pits shall not be continuous. At least 10 feet wide strip


shall be left unexcavated. A space of about 5 feet shall also be
left around all pits for labourers to pass

(5) Before digging any materials for filling in the embankment, entire
surface of the borrow-pits shall be cleared off all grass, roots /
shoots, shrubs or any other organic matter liable to decay and
form dangerous pockets.

e. Clearing and Grubbing

The area designated for clearing and grubbing shall be cleared of all
trees, stumps, bushes, roots, rubbish, debris and other objectionable matters
for the full width. Prior to removal of any trees or shrubs the Contractor shall
obtain written consent from the Engineer. Trees and plants designated for
preservation shall be protected from injury or damage which could result from
the Contractors operations.

The topsoil shall be scarified to a depth of at least 15 centimeters and


investigated for its suitability. The unsuitable materials, if any, shall be
disposed after removal upto the depth as directed by the Engineer’s
representative and the same replaced with approved material.

f. Compaction of Natural Ground

On completion of clearing and grubbing, natural ground compaction


shall be started and completed as per specifications.

g. Formation of Embankment

Embankment will be constructed in compacted layers not exceeding


specified thickness for the type of fill conforming to the design profile and
cross section. Material in each layer before and during the time it is being
placed shall have the optimum moisture content required for the purpose of
compaction. If the moisture content is greater than the optimum, the
compaction work shall be delayed till the material has dried to the optimum
moisture content. The material shall be compacted till the specified density is
achieved as determined by suitable laboratory tests. For those portions of
embankments or backfill adjacent to structures, including concrete pipes,
where it is not possible to obtain adequate compaction with rolling equipment,

the embankment or backfill shall be compacted with mechanical tampers or


rammers of proper weight and size so as to obtain the same degree of
compaction as the adjacent compacted embankment or backfill.

h. Rolling

Filling, spreading and rolling shall be done in such a way that newly-
deposited fill is spread and rolled smooth in order to minimize the loss of
moisture. To prevent the material from sticking to the rollers, dry earth is
sprinkled, if necessary, on the surface before or during consolidation. Water
shall be sprinkled over the rammed layer before the next one is spread to let
the two layers adhere. Suitable rollers shall be used / employed by M/S
MURTAZVI for rolling purpose as follows: -

(1) Sheep Foot rollers (if required) for compacting dry, cohesive
soils at low moisture contents
(2) Vibratory rollers for compacting soils in embankment
(3) Tandem rollers in most cases of sub-grade and base
compaction
(4) Rammers shall be employed for compacting clay soils in
confined areas.

i. Base Courses

Sub base and base courses shall be provided and compacted in


required number of layers and thicknesses all as specified confirming to
respective design grades. Materials for base courses shall be tested as
specified in contract documents or as directed and got approved from the
Engineer’s representative prior to commencement.

j. Ancillary Works

Ancillary works shall be carried out after completion of roads in


accordance with work program submitted, construction drawings, and
specifications after necessary consent of the Engineer’s representative.

14. Storm Water and Sewer Line

a. Pre-Work Survey

Before surface of any part of the site is excavated or the works


thereon begin, M/S MURTAZVI shall take and record levels, dimensions etc
of any such part in the presence of the Engineer or his representative and as
are necessary during the progress of the work. Such levels when agreed
shall form the basis for measurement.

b. Storm Water and Sewer Line Equipment

M/S MURTAZVI shall establish, maintain and operate an equipment


fleet comprising as below to accomplish the works in consideration of the site
condition and approval by the Engineer.

1. Excavator
2. Mobile Crane
3. Loader
4. Compactor
5. Shuttering
6. Dumpers / Tractor Trolleys
7. Water Bowzer

c. Excavation of Trenches

Excavation of trenches shall have done as per invert level of profiles.


At utilities crossing, level must be followed as per technical specifications.
Trenches shall be lines and grades shown on the drawings as ordered in
writing by the Engineer as necessary for the proper completion of work.

Excavation shall be open cut trenches with vertical side and if open cut
excavation is not possible or advisable, sheeting and bracing shall be
furnished and installed in excavation to prevent damage and delay to the
work.

Bottom of excavation is in material which, in the judgment of Engineers by


reason of its hardness cannot be excavated to provide a uniform bearing for

the pipe, said material shall be removed to minimum of 150mm below the
grade of the bottom of pipe.

All surplus material excavated by the contractor shall be disposed of at


locations approved by the Engineer. All instruction shall be in written by the
Engineer.

d. Laying & Jointing

Storm Water and Sewer Line Facilities are to be laid to the alignment
and gradient shown on the plans, but subject to such modifications are shall
be ordered by the Engineer from time to time to meet the requirements of the
work. No deviations from the lines, depths of cutting of gradient shown on the
plans and sections shall be permitted except by express directions in writing
of the Engineer.
Joints for RCC pipes of more than 150 mm diameter shall be Rubber Gasket
joints as provided in the plans by following ASTM C-443 entitled “Joints for
Circular Concrete Sewer and Culvert Pipe, using Flexible Watertight Rubber
Type Gaskets”. No other types of joints will be permitted under this contract.
For pipes of 150 mm internal diameters collar joints will be used.

e. Testing

Compression test determining concrete compression strength may be


made on concrete cylinder compacted and cured as pipe followed by ASTM
C-76. This include Inspection, Three Edge Bearing Test, Crushing Load Test
and Marking on pipes mentioning their class and specification designation. All
Storm Water and Sewerage lines built under this contract shall be tested for
infiltration or exfiltration as specified below.

f. Backfill

Storm Water and Sewer Line Facilities have been constructed and
tested as specified and to the satisfaction of the Engineer, trench shall be
backfilled. Utmost care shall be taken in doing this so that no damage shall be

caused to the sewer and other underground utilities. Excavated trench shall
be backfilled carefully in 150mm layers with earth as approved by Engineer.

Trench backfilled to the required pipe subgrade with sand or other material
acceptable to the required depth or with concrete Class-E, if so ordered. In no
case material removed from such excavations shall be used as backfill
material unless approved by the Engineer. Unless otherwise directed in
writing by the Engineer of the work not more than 60 meters in advance of
constructed or laid sewer shall be left open for testing.

g. Compaction

Maximum dry density of the soil shall be determined in accordance with


the latest version of ASTM D 1557 density relations of Soil, using 6.8 kg.
Rammer and 450mm Drop. Engineer will make tests using the calibrated sand
cone method/core cutter method to determine the density of soil in place in
accordance with ASTM D 2558.

Stock-piled during excavation shall be used for the top 150mm of backfill, in
locations as ordered by the Engineer. Top soil shall be spread to the required
final grade and of required density.

h. Manholes

All manholes shall construct as indicated and detailed on drawings and


as specified herein, subject to the approval of Engineer. Sewer manholes
shall conform in shape, size, dimensions, material and other respects to the
details indicated on drawings. All manholes shall have concrete bases. Invert
channels shall be laid to gradient on the concrete base with concrete class C
benching dished around. All concrete shall be Class C Sulphate resisting.

i. Pumping Station/Lift Station

pumps shall be of vertical turbine type and shall be suitable for the use
with vertical, hollow-shaft totally enclosed squirrel cage, induction types. All
pumps shall consist of pump bowl assembly, including water pre-lubrication
system or equivalent as required and all other parts and appurtenances to

provide a complete operating pump in accordance with specifications. The


material, design, fabrication and assembly of equipment shall be in strict
accordance with AWWA E 101-61 entitled “American Standard for Vertical
Turbine Pumps or equivalent”.

15. Water Supply

a. Pre-Work Survey

reason of its hardness cannot be excavated to provide a uniform bearing for
the pipe, said material shall be removed to minimum of 150mm below the
grade of the bottom of pipe.

locations approved by the Engineer. All instruction shall be in written by the
Engineer.

d. Laying & Jointing

U.P.V.C and H.D.P.E pipes are to be laid to the alignment and gradient
shown on the plans, but subject to such modifications are shall be ordered by
the Engineer from time to time to meet the requirements of the work. No
deviations from the lines, depths of cutting of gradient shown on the plans and
sections shall be permitted except by express directions in writing of the
Engineer.
Jointing shall be made by the solvent-welding process or rubber ring gasket in
strict accordance with manufactures instruction and using materials,
chemicals and techniques recommended by the manufacturers of pipes and
fittings.

e. Testing

The Contractor shall supply, deliver, unload certified U.P.V.C pipe


meeting the specification by following B.S 3505 and fitting shall comply B.S
4346, be made from identical material to the pipe and shall be capable of
withstanding the same maximum sustained pressure as the pipe. Pipes and
fittings 3 inches and larger sizes shall be class C with 9 bar working pressure
and 14 bar testing pressure.
f. Backfill

Storm Water and Sewer Line Facilities have been constructed and
tested as specified and to the satisfaction of the Engineer, trench shall be
backfilled. Utmost care shall be taken in doing this so that no damage shall be
caused to the water supply line and other underground utilities. Excavated

trench shall be backfilled carefully in 150mm layers with earth as approved by


Engineer.

g. Compaction

Maximum dry density of the soil shall be determined in accordance with


the latest version of ASTM D 1557 density relations of Soil, using 6.8 kg.
Rammer and 450mm Drop. Engineer will make tests using the calibrated sand
cone method/core cutter method to determine the density of soil in place in
accordance with ASTM D 2558.

Stock-piled during excavation shall be used for the top 150mm of backfill, in
locations as ordered by the Engineer. Top soil shall be spread to the required
final grade and of required density.

h. Pipe line disinfecting

Disinfection shall be accomplished by chlorination after the lines and all


valves have been connected to the main system. Disinfection of pipe lines
shall be done in the presence of Engineers Representative.

16. Over Head Water Tank

a. Preliminary Survey

M/S MURTAZVI shall take and record levels and dimensions of any
part of the work in the presence of the Engineers representative. Such levels
and dimensions when agreed shall be taken as basis for the measurement of
works.

b. Equipment to be Utilized on Work

Following equipment shall be arranged to execute the work: -

(1) Excavator
(2) FE Loader
(3) Compactor (Heavy Duty)
(4) Steel Shuttering

(5) Scaffolding Pipes


(6) Tractor Trollies
(7) Water Bowzer
(8) Concrete Mixer Machine
(9) Vibrators
(10) Material / Concrete Lifting Machine
c. Layout

A per the location plan / Coordinates, layout of the foundation of the


Over Head Water Tank shall be carried out.

d. Excavation

After the approval of the layout, excavation work will start as per the
construction drawings / specification.

e. Bearing Capacity Test

As desired by the designer, the bearing capacity test shall be carried


out in the presence of the consultant representative. The results will be
forwarded to the designer through the Engineer for approval.

f. Laying of Lean Concrete

After compacting and leveling of the excavated bed, the laying of lean
concrete will be carried as per the construction drawings / specification.

g. RCC Foundation

It includes placing and fixing of reinforcement steel as per drawing /


steel schedule and fixing of steel plate formwork for pouring of concrete in
foundation as per drawings and specification.

h. RCC Shaft

After fixing of reinforcement and steel form-work, concrete pouring


shall be carried out in 10 ft height as per the drawings and specification upto
desired level.

i. RCC Bowl Tank

(1) Stage – I. On completion of scaffolding from ground level to bowl level,


steel form-work shall be placed upto the water level. After the approval
of formwork by the consultant the reinforcement bars shall be placed
and fixed as per the drawings / bar schedule and concrete shall be
carried out with lift machine.

(2) Stage – II. On Completion of stage – I top slab shall be casted as per
drawing, design and specifications.
