1. Objective:
The Property Manager/Engineer shall conduct swimming pool and garden area grounding and bonding
test to identify electrical hazards and be able to test compliance based on applicable Electrical Codes to
protect all personnel.

2. Manpower Requirements
2.1. Engineering Manager or Property Engineer
2.2. Licensed Electrician and Maintenance Supervisor

3. Tools and Materials Requirements

3.1. A roll of copper wire

3.2. Digital Multi-tester
3.3. Basic Electricians Tools
3.3.1 Long Nose Pliers
3.3.2 Electrical Pliers
3.3.3 Diagonal Side Cutter
3.3.4 Screw Driver Set (Philips)
3.3.5 Screw Driver Set (Flat)
3.4 Camera
3.4 Electrical Safety Test Form and Pen

4. Testing Procedures

4.1. Conduct Detailed Inspection

- Identify, list down and take pictures of all electrical equipment, devices and metallic accessories
within the swimming pool and garden area.

4.2. Check for substandard wirings and wrong connections.

4.2.1 Neutral Bar should be insulated from panel enclosure.
4.2.2 Grounding Bar should be completely bonded to panel enclosure.

4.3 Tap one end of the copper wire to the grounding plate and the other end to the probe of the multi-meter
4.3.1 If there is no grounding plate, look for the nearest panel board then connect your wire to its
grounding bus bar.
4.3.2 Items to be tested for grounding connections
4.3.2.1 Lights
4.3.2.2 Outlets
4.3.2.3 Transformers
4.3.2.4 Motors/Pumps

4.4. Measure the copper resistance in Ohms

4.4.1 Set the Digital Multi-tester in “Ohms” or “Ω”
4.4.2 Tap the black test probe to the grounding plate to determine the “Ohm” value of the copper wire
4.4.3 Write the Ohm value read from the meter to the test form.

4.5. Unroll the copper wire and proceed to test grounding connections of equipment using the black probe
by touching all the metal parts in the equipment list.

4.5.1. Panel Boards - The multi-meter should “beep” when you tap the black probe to the grounding
busbar of the panelboard indicating that the panelboard ground busbar is properly bonded to the grounding
system. Get the actual Digital Multi-meter reading and record it in test form.

4.5.2. Pool Pumps - The multi-meter should “beep” when you tap the black probe around the frame
indicating that the motor/pump is properly bonded to the grounding system. Get the actual Digital Multi-
meter reading and record it in test form.

4.5.3 Underwater Lights - If the underwater light frame is made of conductive material, the multi-meter
should “beep” when you tap the black probe around the frame indicating that the light is properly bonded to
the grounding system. Get the actual Digital Multi-meter reading and record it in test form. UL Listed cable
of the underwater luminaire should be continuous up to the dry termination box.

4.5.4. Transformers - If the enclosure is made of conductive material, the multi-meter should “beep”
when you tap the black probe around the metal part of the transformer indicating that the transformer is
properly bonded to the grounding system. Get the actual Digital Multi-meter reading and record it in test
form. Full Plastic or Non-metallic Transformer Enclosures are exempted from this test. Please include in the
checklist and indicate in the remarks the type of enclosure.

4.5.5. Stair/ Garden Up / Spot / Path / Bollard Lights - If the enclosure is made of conductive material,
the multi-meter should “beep” when you tap the black probe around the frame indicating that the light is
properly bonded to the grounding system. Get the actual Digital Multi-meter reading and record it in test
form. Full Plastic or Non-metallic Lighting Enclosures are exempted from this test. Please include in the
checklist and indicate in the remarks the type of enclosure.

4.5.6 Stainless/Metal Handrail - If the railing is made of conductive material, the multi-meter should
“beep” when you tap the black probe around the frame indicating that the structure is properly bonded to
the grounding system. Get the actual Digital Multi-meter reading and record it in test form.

4.5.7 Pool Signs - The multi-meter should “beep” when you tap the black probe around the metal part
indicating that the signage is properly bonded to the grounding system. Get the actual Digital Multi-meter
reading and record it in test form.

4.5.8. Termination Boxes and Pull Boxes - The multi-meter should “beep” when you tap the black
probe to the grounding wire (green color) indicating that it is properly bonded to the grounding system. Get
the actual Digital Multi-meter reading and record it in test form.

4.5.8. Power Outlets - The multi-meter should “beep” when you tap the black probe to the grounding
slot indicating that it is properly bonded to the grounding system. Power Outlets near pool areas are
required to use GFCI type power outlets Get the actual Digital Multi-meter reading and record it in test form.

4.5.5. Streetlights / Lamppost / Bollard Lights- The multi-meter should “beep” when you tap the black
probe to the grounding slot indicating that it is properly bonded to the grounding system. Get the actual
Digital Multi-meter reading and record it in test form.

4.6. Common Findings - Grounding wires (green wires) are not terminated or not properly bonded to the
metallic or conductive enclosure of fixtures and equipment. If the test results are OL (open lead) or high
resistance, check the grounding connection. The green wire should be connected to the metallic or
conductive body of the fixtures. Take pictures of these findings for reference and proper recording

4.7. Report Generation - After conducting the safety test for swimming pool provide a list of findings using
the electrical test form, include also the pictures of the equipment and fixtures with its corresponding result
or remarks.
