FILIPINO OCTOGENARIANS, NONAGENARIANS, AND
CENTENARIANS PER REPUBLIC ACT (R.A.) NO. 119821

8 1. RATIONALE

10 R.A. No. 11982 was enacted on 26 February 2024 providing benefits to Filipino
11 Octogenarians, Nonagenarians, and Centenarians which took effect on 17 March
12 2024, following its publication in newspaper of major circulation3 last 02 March
13 2024. This Act amended R.A. No. 10868 or the “Centenarians Act of 2016”, which
14 expanded the coverage of the cash gift to Filipinos, residing in the Philippines or
15 abroad, who reached milestone years of 80, 85, 90, and 95. Moreover, it provides
16 for the creation of an Elderly Data Management System (EDMS)4, which shall
17 record relevant information and will be maintained by the National Commission of
18 Senior Citizens (NCSC). The online registration of the beneficiaries shall be in
19 coordination with the Philippine Statistics Authority (PSA), the Department of Social
20 Welfare and Development (DSWD), the Department of Information and
21 Communications Technology (DICT), Department of the Interior and Local
22 Government (DILG) and the Local Government Units (LGUs).

24 R.A. No. 10868 was enacted on 23 June 2016, while its Implementing Rules and
25 Regulations (IRR) was thereafter promulgated on 26 September 2016. It provides
26 additional benefit to Filipinos who reach 100 years old. The law recognizes the
27 celebrant’s longevity - for living a healthy and active lifestyle. R.A. No. 10868
28 mandated the DSWD to implement the program and manage the funds as
29 appropriated under the General Appropriations Act (GAA) from 2016 and to include
30 the same in the succeeding appropriations.

32 On 25 July 2019, R.A. No. 11350 or the “National Commission of Senior Citizens
33 Act”, was enacted, creating and institutionalizing the NCSC as a permanent
34 government authority to handle all programs, projects and activities for older
35 persons. Needless to emphasize, Section 7(a) of R.A. No. 11350 provides that the
36 NCSC shall ensure the full implementation of laws, policies, and programs of the
37 government pertaining to senior citizens; review and conduct studies; and
38 recommend appropriate actions.

2 Through R.A. No. 11350, the NCSC joined the roster of other long-established
3 government agencies catering to vulnerable sectors which include among others,
4 the National Council on Disability Affairs (NCDA), the National Youth Commission
5 (NYC), the National Commission on Indigenous Peoples (NCIP), the Philippine
6 Commission on Women (PCW), the National Anti-Poverty Commission (NAPC)
7 and the DSWD.

9 Section 11 of R.A. No. 11350 expressly provides for the transfer of all functions,
10 programs, projects, and activities relating to poor, vulnerable, and disadvantaged
11 senior citizens from the DSWD to the NCSC. As such, these guidelines shall
12 establish the protocols for the implementation of the R.A. No. 11982 which
13 amended R.A. No. 10868, under the management of the NCSC.

15 2. LEGAL BASES
16
17 The following are the legal bases of these guidelines, although not exhaustive in
18 reference to the provision of centenarian gift as well as the authoritative function of
19 the NCSC:
20
21 2.1. R.A. No. 7432 enacted on 23 April 1992: An Act to Maximize the
22 Contribution of Senior Citizens to Nation Building, Grant Benefits and
23 Special Privileges and For Other Purposes.

25 2.2. R.A. No. 9257 enacted on 26 February 2004 and its IRR on 28 May 2004,
26 entitled: An Act Granting Additional Benefits and Privileges to Senior
27 Citizens Amending for the Purpose Republic Act No. 7432, otherwise
28 known as “An Act to Maximize the Contribution of Senior Citizens to Nation

31 3. DEFINITION OF TERMS

33 3.1. Armed Forces and Police Mutual Benefit Association, Incorporated
34 (AFPMBAI) - refers to an organized mutual benefit association that provides
35 security, protection and meaningful financial solutions for the uniformed
36 services of the Philippines5 and their families.

38 3.2. Assessment – In accordance with RA No. 11982 amending RA No. 10868,
39 it refers to ascertaining the identity and age of those who are applying for
40 the benefits, privileges and cash gift of the octogenarian, nonagenarian and
41 centenarian.

National Defense (DND); the Philippine National Police (PNP), the Bureau of Fire Protection (BFP), the
Bureau of Jail Management and Penology (BJMP), all under the Department of the Interior and Local
Government (DILG); the Philippine Coast Guard (PCG) under the Department of Transportation (DOTr);
the Bureau of Corrections (BUCOR) under the Department of Justice (DOJ); and the Commissioned

1 3.3. Attestation – In accordance with RA No. 11982 amending RA No. 10868,
2 the government official attests and confirms the eligibility of the individuals
3 applying for the milestone cash gift.

5 3.4. Authentication – refers to the act, process or method, by which records and
6 documents submitted are genuine, valid, and authenticated.

8 3.5. Cash gift – refers to a gift from the national government given to senior
9 citizens as qualified and defined under the law and these guidelines:
10
11 a) Octogenarian cash gift – an amount of Ten Thousand Pesos
12 (P10,000.00) given to octogenarians who are alive upon reaching the
13 milestone ages of 80 and 85.
14 b) Nonagenarian cash gift – an amount of Ten Thousand Pesos
15 (P10,000.00) given to nonagenarians who are alive upon reaching the
16 milestone ages of 90 and 95.
17 c) Centenarian cash gift - an amount of One Hundred Thousand Pesos
18 (P100,000.00) given to centenarians who are alive upon reaching the
19 milestone age of 100 and above.

21 3.6. Cash incentive – refers to an amount which may be awarded by the
22 municipality, city, province (LGU) to senior citizens reaching the milestone
23 age of 80, 85, 90, 95, and 100 as additional benefit to be determined by the
24 LGU.

26 3.7. Celebrant – in the context of these guidelines, it refers to a person who
27 celebrates a particular event in his/her life, that is, a milestone year or
28 birthyear. One who deserves the benefit, privileges, or cash gift upon
29 reaching the milestone age.

31 3.8. Centenarian/s – refers to all Filipinos, who reach one hundred (100) years
32 old and above, whether residing in the Philippines or abroad.
33
34 3.9. Certificate of Longevity – refers to an award which may be given to a person
35 reaching the milestone age, including a living centenarian by the city or
36 municipal government where he/she resides.

38 3.10. Commission on Audit (COA) – refers to the government agency which has
39 the power, authority, and duty to examine, audit, and settle all accounts
40 pertaining to the revenue and receipts of, and expenditures or uses of funds
41 and property, owned or held in trust by, or pertaining to, the Government.

43 3.11. Commission on Elections (COMELEC) – refers to the constitutional body
44 that has a repository of data through the voters’ registry system.
45
46 3.12. Commission on Filipinos Overseas (CFO) – refers to the agency under the
47 Office of the President that is tasked to promote and uphold the interests,
48 rights and welfare of overseas Filipinos and strengthen their ties with the
49 Philippines.6

1 3.13. Contestability period – for purposes of these guidelines, refers to the period
2 for which any person or entity may contest or challenge the decision to
3 award the benefits to potential beneficiaries.

5 3.14. Department of Foreign Affairs (DFA) – refers to the government agency
6 primarily responsible for Philippine foreign policy, through its foreign service
7 posts which serves as the representative of the Philippine Government
8 overseas.

10 3.15. Department of Information and Communications Technology (DICT) –
11 refers to the government agency that plans, develops, and promotes the
12 national Information and Communication Technology (ICT) development
13 agenda pursuant to R.A. No. 10844.
14
15 3.16. Department of the Interior and Local Government (DILG) – refers to the
16 government agency that supervises local governments, as well as public
17 order and safety; promulgate policies, rules and regulations and other
18 issuances.

20 3.17. Department of Migrant Workers (DMW) – refers to the government agency
21 mandated to facilitate overseas employment and reintegration of Filipino
22 workers, promote their empowerment and protection, while taking into
23 consideration the national development programs.

25 3.18. Department of Social Welfare and Development (DSWD) – refers to the
26 government agency mandated to provide assistance to local government
27 units (LGUs), non-government organizations (NGOs), national government
28 agencies (NGAs), people’s organizations (POs), and other members of civil
29 society in effectively implementing programs, projects, and services that
30 shall alleviate poverty and empower disadvantaged individuals, families
31 and communities for an improved quality of life (E.O. No. 15, series of
32 1998), but whose functions, programs, projects and activities for the senior
33 citizens were legislated to be transferred to the NCSC by R.A. No. 11350.

35 3.19. Elderly Data Management System (EDMS)7 – refers to the system
36 established by the law to streamline information related to the aging
37 population, ensuring better support and services. This facilitates the
38 identification of beneficiaries under the R.A. No. 11982
39
40 3.20. Endorsement from the Local Chief Executive (LCE) – refers to a form of
41 public support or approval from the LCE to someone or something, through
42 a written document such as reports or letters
43
44 3.21. Federation – refers to a group or alliance of Senior Citizens Organizations
45 (SCOs), associations or groups
46
47 3.22. Government Service Insurance System (GSIS) – refers to the government
48 social insurance institution created by virtue of Commonwealth Act No. 186
49 and R.A. No. 8291 (GSIS Act of 1997), that provides a defined benefit
50 scheme under the law.

2 3.23. Identification Document (ID) – refers to any proof of being a senior citizen
3 which shall be used for availing benefits, gifts, awards, incentives and
4 privileges under the law. The ID shall be any of the following:
5
6 a) Senior Citizens’ Identification Card issued by Local Government Unit
7 (LGU) through the Office for Senior Citizens Affairs (OSCA) in the city
8 or municipality where the senior citizen resides (per RA 7432 as
9 amended);
10 b) Valid Philippine Passport;
11 c) The national ID and other valid government-issued IDs;
12 d) Other valid documents that establish the senior citizen / elderly / older
13 person as a citizen of the Republic of the Philippines with at least sixty
14 (60) years of age, indicating an elderly’s birthdate, which shall include
15 but not be deemed limited to the following government-issued IDs
16 (Bangko Sentral ng Pilipinas Circular No. 608, Series of 2008)8.

18 3.24. Letter of Felicitation – refers to a letter from the President of the Philippines
19 congratulating the 100th birthday of the celebrant in recognition of the latter’s
20 longevity.

22 3.25. Local Chief Executives (LCEs) – refers to the elected officers who are head of
23 the Local Government Units (LGUs) as provided under the R.A. No. 7160 or the
24 Local Government Code of 1991. The LCEs include Barangay Chairperson,
25 Mayor, Provincial Governor, and the Chief Minister of Bangsamoro
26
27 3.26. Local Government Unit (LGU) – refers to a geographical and political subdivision
28 of the Republic of the Philippines at the provincial, city, municipal, and barangay
29 level established by or in accordance with the Constitution.
30
31 3.27. Local Social Welfare Development Office (LSWDO) – refers to the Provincial, City
32 or Municipal Social Welfare and Development Office (P/C/MSWDO) of the LGU,
33 which implements social service programs, including direct services for specific
34 sectors like the youth, persons with disabilities, older persons, at the local level.

36 3.28. Milestone year – refers to a significant event or stage in life referring to ages 80,
37 85, 90, 95 and 100.

39 3.29. National Commission on Indigenous Peoples (NCIP) – refers to the office which
40 is mandated under the Indigenous People’s Rights Act (IPRA), to protect and
41 promote the interest and well-being of the Indigenous Cultural Communities /
42 Indigenous Peoples with due regard to their beliefs, customs, traditions, and
43 institutions.

4 3.31. National Commission of Senior Citizens (NCSC) – refers to the government
5 agency, created under R.A. No. 11350 with a mandate to, among others, enforce,
6 formulate policies, implement and monitor programs, projects, activities and
7 related information pertaining to the rights and welfare of older persons. The
8 NCSC has its principal office in NCR and has its Regional Offices (ROs).

10 3.32. National Respect for Centenarians Day – refers to the first Sunday of October
11 which is declared as National Respect for Centenarians Day as part of the annual
12 Elderly Filipino Week, as provided under Sec. 3 of R.A. No. 10868. This,
13 coincides during the celebration of the annual Elderly Filipino Week from October
14 01 to 07, pursuant to Proclamation No. 470, series of 1994, and during which day,
15 all Filipinos who reach the milestone age of 100 years in the current fiscal year
16 are provided with the following:

18 a) Plaque of Recognition and Cash Incentive shall be given by the local
19 government units where the centenarian resides. The LGU shall
20 determine the amount of the cash incentive over the cash gift given
21 by the national government; and
22 b) Letter of Felicitation from the Office of the President and Centenarian
23 gift to be given by the DSWD, with the eventual transfer to the NCSC.

25 3.33. Nearest Surviving Relative – refers to the closest person by consanguinity or
26 affinity, related to the deceased senior citizen or senior citizen reaching the
27 milestone in accordance with the civil code of the Philippines.
28
29 3.34. Nonagenarian/s – refers to all Filipinos, whether residing in the Philippines or
30 abroad, whose ages are from 90 to 99 years old.
31
32 3.35. Octogenarian/s – refers to all Filipinos, whether residing in the Philippines or
33 abroad, whose ages are from 80 to 89 years old
34
35 3.36. Office for Senior Citizens Affairs (OSCA) – refers to the office created and
36 established in all cities and municipalities under the Office of the Mayor pursuant
37 to and with the functions provided under Section 6 of RA No. 7432, as amended
38 by R.A. No. 9994.

40 3.37. Philippine Embassies (PE) – under the DFA through its Foreign Service Posts or
41 diplomatic missions in major cities around the world, the Government of the
42 Philippines with its Embassies (PE), Consulates General (PCG), and Missions
43 (PM), to advance the country’s interests in various countries and as well as to
44 serve the increasing number of Filipinos residing and working overseas.

46 3.38. Philippine Identification System ID / Philippine Identification Card / National ID –
47 refers to the official, non-transferable national identity card for Filipino citizens
48 worldwide and foreign permanent residents in the Philippines, pursuant to R.A.
49 No. 11055 or An Act Establishing the Philippine Identification System.

51 3.39. Philippine National Police Retirement and Benefits Administration Service
52 (PNPRBS) – refers to the “one-stop shop” for the concerns of retired PNP
53 personnel and their beneficiaries.

2 3.40. Philippine Statistics Authority (PSA) – refers to the government agency primarily
3 responsible for the implementation of the objectives and provisions of R.A. No.
4 10625, R.A. No. 11055, and R.A. No. 11315. It shall generate and share data,
5 plan, develop, prescribe, disseminate, and enforce policies, rules and
6 regulations, and coordinate government-wide programs governing the production
7 of official statistics, general purpose statistics, civil registration services and
8 inclusive identification system.

10 3.41. Philippine Veterans Affairs Office (PVAO) – refers to the office which administers
11 veterans’ benefits, implements programs and projects to enhance their general
12 welfare, and institutes measures to memorialize their patriotism and heroism.
13
14 3.42. Posthumous Plaque of Recognition – refers to an award given by the national
15 government through the NCSC to the nearest surviving relative of a deceased
16 centenarian.

18 3.43. Residential Care Facilities – refers to an alternative form of family care providing
19 24-hour group living on a temporary basis to individuals whose needs cannot be
20 adequately met by their own families and relatives over a period.

22 3.44. Social Security System (SSS) – refers to the government-mandated institution
23 created by law to establish, develop, promote and perfect a sound and viable tax-
24 exempt social security system suitable to the needs of the people throughout the
25 Philippines.

27 3.45. Senior Citizen / Elderly / Older Person / older adults – refers to any citizen of the
28 Philippines at least sixty (60) years old.
29
30 3.46. Senior Citizens Organization (SCO), Association or Group – refers to a group of
31 senior citizens formed, organized, and registered in accordance with Philippine
32 laws, or otherwise, specifically for promoting the protection of senior citizens’
33 rights and their overall welfare especially the indigent elderly members of the
34 community.

36 3.47. Validation – refers to the process of determining the eligibility, completeness of
37 documents and correctness of information for granting cash gift to octogenarians,
38 nonagenarians, and centenarians upon recaching the milestone age.

40 3.48. Verification – refers to the process of determining the credibility, confirmability,
41 dependability, the correctness, trustworthiness/authenticity of an application
42 using the different factual basis.

44 4. COVERAGE
45
46 These guidelines shall cover the following:

48 4.1. All Filipinos residing within or outside the Philippines who reach milestone
49 ages of 80, 85, 90, 95, and 100.

51 4.2. The role of the national government agencies and the LGUs accountable for
52 providing the awards and incentives, as well as in EDMS.

1 4.3. All national and regional agencies who generate, maintain and update
2 records of all available data on older persons to support the program.

4 4.4. The collaborative roles of the NCSC, PSA, DICT, DILG and the LGUs
5 through the DILG and OSCA with the assistance of the Provincial / City /
6 Municipal Social Welfare and Development Offices.

8 4.5. The LGU, who endorses the name/s of their verified constituent
9 Octogenarians, Nonagenarians and Centenarians, who are on their
10 milestone years, for which they are entitled to the benefits.

12 4.6. The role of the Senior Citizens Organizations (SCOs), associations, groups
13 or federations, in assisting the OSCA, LSWDO in the assessment and
14 authentication of potential beneficiaries.

16 5. OBJECTIVES
17
18 These guidelines seek to:
19
20 5.1. Recognize the invaluable contributions of octogenarians, nonagenarians and
21 centenarians in nation building;
22
23 5.2. Motivate and provide due benefits to older persons for living a long, active,
24 and healthy life; and
25
26 5.3. Set the eligibility criteria, validation, and the preparation for the awarding of
27 cash gifts, incentives and benefits to octogenarians, nonagenarians and
28 centenarians; and
29
30 5.4. Ensure uniform interpretation of the law that shall guide implementation that
31 ultimately upholds its objectives. (by CFO)

33 6. INCENTIVES AND BENEFITS UNDER THE PROGRAM
34
35 The NCSC, as the national government authority mandated to provide such
36 benefits, shall include in its Annual Work and Financial Plan the estimated physical
37 targets of the number of octogenarians, nonagenarians and centenarians, based
38 on reliable records and submission from concerned government agencies. The
39 NCSC shall propose in the annual budget the grants or subsidies of the physical
40 targets with administrative costs, and it shall be released based on the General
41 Appropriations Act (GAA).

43 For milestone Octogenarians and Nonagenarians
44 6.1. In accordance with R.A. No. 11982 amending R.A. No. 10868, a cash gift of
45 Ten Thousand Pesos (P10,000.00) each for octogenarian and nonagenarian
46 who reaches milestone ages of 80, 85, 90, and 95.

48 For Centenarians
49 6.2. A cash gift of One Hundred Thousand Pesos (P100,000.00) for the
50 centenarian (100 years old) and above. (The management and
51 implementation of R.A. No. 10868 is a function of the DSWD, that is subject
52 to be transferred to the NCSC).

1 Other benefits for Centenarians:
2 a) Letter of Felicitation signed by the President of the Philippines;
3 b) Cash incentive which shall be given by the concerned LGU provided
4 that the amount shall be determined by the LGU and shall be on top
5 of the cash gift provided by the national government;
6 c) Plaque of Recognition;
7 d) Posthumous Plaque of Recognition to be given to the nearest
8 surviving relative of the deceased centenarian; and
9 e) Certificate of Longevity may be given by NCSC and/or the LGU to all
10 Filipinos residing within or outside the Philippines, who reach 100
11 years old and above.

16 7. DOCUMENTARY REQUIREMENTS
17
18 The following primary and secondary documents shall be submitted to the NCSC
19 Regional Offices (ROs):

21 Primary documents:
22
23 7.1. Duly accomplished application form for octogenarian, nonagenarian and
24 centenarian benefit program.
25
26 7.2. Any one (1) of the following primary ID card/document (copies certified by
27 the authorized issuing agency):
28 a) Certificate of Live Birth issued or authenticated by Philippine Statistics
29 Authority (PSA); or
30 b) Valid Philippine passport; or
31 c) Philippine Identification System ID card / Philippine Identification card
32 / National ID card.

34 7.3. Endorsement letter from the city or municipal (by CPD) LGU where the
35 grantee is residing or is a permanent resident (by CPD) issued by the mayor
36 as (by CPD) the LCE addressed to the agency in charge of the
37 implementation of the law.
38
39 7.4. For Filipinos living abroad:
40
41 a) Citizenship Retention and Re-Acquisition Certificate and Identification
42 Certificate, Order of Approval, or Oath of Allegiance. (by CFO)
43 b) Certificate of Attestation issued by the Philippine Embassy (PE) or
44 Philippine Consulate General. This shall confirm that the
45 octogenarian, nonagenarian, or centenarian is a resident or a Filipino
46 worker of the host country;
47 c) An endorsement letter issued by the PE or the DFA or the DMW or
48 the CFO, addressed to the NCSC;
49 d) Any other valid IDs or documents not mentioned above indicating the
50 birthdate of the octogenarian, nonagenarian and centenarian;
51 e) Latest close-up face picture or ID picture 5.08cm x 5.08cm (2”x2”), as
52 well as a whole-body picture of the celebrant on A4 size bond / photo-

1 paper. Latest picture taken within one (1) year prior to reaching the
2 milestone age;
3 f) Other documents and autoptic evidence which may prove the identity
4 and age of the potential beneficiary.

6 Secondary documents:

8 7.5. The following secondary ID card / document if the primary ID is not available
9 may be taken into consideration: (any 1 or 2. By PSA)
10 a) Certificate of Late Registration issued or authenticated by Philippine
11 Statistics Authority (PSA);
12 b) OSCA ID or its equivalent ID for those living abroad;
13 c) Other valid government-issued IDs indicating the holder’s date of
14 birth. (Note: See list of IDs in the definition of terms, item number 3.23
15 and its footnote);
16 d) PSA issued or authenticated birth certificate of the child (if with
17 children) provided that it is PSA authenticated;
18 e) Marriage certificate (if married) issued by the Local Civil Registrar or
19 PSA;
20 f) For Indigenous Peoples (IPs) without PSA-issued birth certificates, a
21 certification or similar document from the National Commission on
22 Indigenous Peoples (NCIP), attesting the age or circumstance of the
23 celebrant; the process of late registration pursuant to R.A. No. 9048,
24 shall be complied (PSA JMC 2021-01). Provided, it is authenticated
25 based on the customary law;
26 g) For Muslims without PSA-issued birth certificates, a certification or
27 similar document from the National Commission on Muslim Filipinos
28 (NCMF), attesting the age or circumstance of the celebrant; the
29 process of late registration pursuant to R.A. No. 9048, shall be
30 complied (PSA JMC 2021-01). Provided, it is authenticated based on
31 the Code of Muslim Personal Laws of the Philippines as amended;
32 h) Certificate of Attestation under oath (duly notarized) issued by any of
33 the following: Barangay, City, Municipal, Provincial official or the
34 official from the IP community. This shall attest that the celebrant has
35 reached the milestone age and is a resident of their locality; (subject
36 to abuse) (to make this an option not only to IPs) It is recommended
37 that the Certificate of Attestation be also made available as an option
38 to other octogenarians, nonagenarians, centenarians who do not
39 belong to any IP group but who are similarly situated. (by PCW)
40
41 (COSE raises its concern on the possible abuse of this provision, to
42 the detriment of older persons and the administration of this IRR. The
43 provision presents an invitation for fraud and misrepresentation in
44 attesting to one’s milestone age and residence. With this provision,
45 anyone can claim identification through an easy process of securing
46 Certificate of Attestation, and getting it notarized. Although the
47 organization appreciates the effort of including this provision to ensure
48 that all older persons, especially the ones who might not have IDs,
49 are accommodated, and included in granting the
50 octogenarian/nonagenarian/centenarian benefit, we, as an
51 organization strongly suggest that this provision be strengthened
52 through putting in filters or provisos that would limit its possible abuse)
53 (by COSE)

2 i) Joint Affidavit executed by two (2) disinterested persons ages 80 and
3 above with personal knowledge of the applicant’s actual age or date
4 of birth;
5 j) School records or employment records or any other pertinent records
6 of the applicant reflecting the date of birth;
7 k) COMELEC record;
8 l) Certificate of membership to retirement and pension insurance SSS,
9 GSIS, PVAO, AFPMBAI, PNPRBS, etc.
10 m) Baptismal certificate or any church record of birth or baptism recorded
11 before age 5 or Baptismal recorded before age 5 and/or Confirmation
12 records of applicant certified by the parish church and other religious
13 denomination.
14
15 For octogenarians, nonagenarians, centenarians residing abroad, in the
16 absence of primary documents cited above, they shall provide valid
17 identification documents recognized in the country of their residence as verified
18 and certified by the PE / Philippine Consulate General (PCG) / DFA / CFO /
19 DMW. (valid passport and certificate of dual-citizenship)
20
21 For octogenarians, nonagenarians, and centenarians who are eligible to
22 receive the cash gift but without or lack the primary and secondary documents
23 for religious, cultural or any valid reasons, they shall submit a letter request
24 addressed to the NCSC, with all the supporting documents, for review and
25 proper resolution.
26
27 Any false attestation or certification issued by a person or entity shall be
28 penalized as provided under the Revised Penal Code, Civil Code and other
29 existing laws for that matter.
30
31 8. ELIGIBILITY
32
33 R.A. No. 11982 was signed by the President of the Philippines on 26 February
34 2024, and it took effect on 17 March 2024, fifteen (15) days after its publication in
35 the Manila Bulletin on 2 March 2024.
36
37 Section 2 of R.A. No. 11982 provides that “The grantees under this section shall
38 be eligible to receive the cash gift within one (1) year from reaching the ages of
39 eighty (80), eighty-five (85), ninety (90), ninety-five (95), and one hundred (100)”.
40
41 The following are the eligibility criteria:
42
43 8.1. Eligible / qualified to receive the benefits:
44 a) Individuals who reach the milestone ages of 80, 85, 90 and 95 on 17
45 March 2024.9
46 (The amount of claims to cover those who are 80, 85, 90 and 95
47 from 18 March 2023 to 31 December 2024 may be included in CY
48 2025 GAA in the event that funds are unavailable for CY 2024
49 which covers the year of the effectivity of the law.) (CPD noted

1 that it should be 18 March 2024. In accordance with Section 6 of
2 RA 11982, the law took effect only on March 17, 2024 or 15 days
3 from its publication, after it was approved in February 26, 2024. It
4 is hereby recommended that the law should cover only those who
5 reached the milestone age on the effectivity date. The stated date
6 in the draft implementing guideline is 18 March 2023 to 31
7 December 2024)
8 b) Claims in 2025 onwards, that is beginning 01 January 2025 until 31
9 December 2025 shall be proposed in the National Expenditure
10 Program (NEP) and may be included under the 2025 GAA for the
11 NCSC and annually thereafter.
12
13 Application for claims. Application for claims may be made two (2) years (by
14 CPD) before reaching the milestone age. However, the same shall be
15 approved on or after reaching the milestone age. (COA suggested to have
16 a particular period be cited such as 6 or 4 months before reaching the
17 milestone age of the applicant. COA also cited to include standard
18 timeframe on the approval or disapproval of the application such as initial
19 application shall be evaluated within 3 days after receipt of documents, and
20 shall be approved by the Commission within 10 days upon receipt of
21 complete documents)
22
23 Benefits not claimed within two one (1) (by Comm. Yap-Patron) calendar
24 years shall be given to other qualified beneficiary from the milestone year
25 shall be submitted to the COA for proper disposition of the same.
26
27 8.2. Not eligible / not qualified to receive the benefits:
28 a) Those whose ages are 81-84, 86-89, 91-94, 96-99 on 17 March 2024.
29 b) The benefit is not retroactive and as such, an older person shall wait
30 on the next milestone age to be qualified.
31
32 8.3. Deceased older person:
33 a) The claimant, whose application documents are on-process, who dies
34 before reaching the milestone age, shall not qualify or be entitled to
35 receive the benefits under the law;
36 b) The claimant, whose application documents were processed, who dies
37 after reaching the milestone age of 80, 85, 90, 95, and 100, shall still be
38 entitled to receive the benefits;
39 c) In cases of death of claimants, the immediate family member/s (use
40 nearest surviving relative instead of immediate family member (by CRO
41 8) or relatives of the deceased octogenarian, nonagenarian, and
42 centenarian shall receive the cash gifts in accordance with law.
43
44 9. PROCEDURE FOR FILING OF APPLICATIONS, AND PROCESSING OF
45 CLAIMS
46
47 All potential milestone octogenarians, nonagenarians and centenarians or their
48 representative (in case claimant/s are not physically able to file the application and
49 process claims themselves, they may be assisted or represented by a family
50 member, a relative or a trusted individual. By PCW) may file their application
51 documents prior to reaching the milestone age of 80, 85, 90, 95 and 100, which
52 shall be guided by the following steps: COSE appreciates the establishment of
53 advance application for the abovementioned benefit, as this will give older persons

1 ample time to prepare their necessary documents. However, to prevent clogging
2 of the applications from all potential milestone octogenarians, nonagenarians, and
3 centenarians, we suggest limiting the timeline when older persons can file for their
4 application -- perhaps 1 year before reaching the milestone age – by COSE)
5
6 1. Securing an application form.
7 Application form may be secured from the following:
8 a) the LGU through the OSCA and LSWDO;
9 b) Office of the barangay which may be assisted by the SCOs,
10 associations, groups, federations; and
11 c) Government website authorized to grant the said milestone benefits or
12 may be made available through the PE, Philippine Consulate General,
13 CFO, DFA, DMW.
14
15 2. Submission of the duly filled-up/accomplished application form and related
16 documents.
17 Ensure that the application form is duly filled-up and accomplished in form and
18 in substance prior to submission to the barangay or directly to the OSCA and/or
19 LSWDO.
20
21 3. Initial assessment of the OSCA and authentication by the LSWDO and NCSC
22 CRO .
23 Once application documents are received by the LGU, the OSCA shall conduct
24 an initial assessment of the documents submitted within 5 days (as per CPD)
25 and may ask the assistance of the LSWDO. The OSCA (by CRO 8) / LSWDO
26 shall then authenticate within 10 days (as per CPD) the information provided by
27 the applicant and may conduct ocular visit to determine the accuracy of the
28 information provided by the applicant.
29
30 If the application documents are complete in form and in substance, the OSCA
31 and the LSWDO shall submit its assessment and authentication reports under
32 oath respectively, with recommendations to the LCE for eventual endorsement
33 to the NCSC Regional Office.
34
35 If the application documents are incomplete, the LGU shall assist the client in
36 ensuring submission of complete documents. The client or the LGU may seek
37 technical assistance from NCSC for guidance.
38
39 4. Endorsement letter from the LGU to the NCSC RO.
40 The LCE / Mayor shall endorse to NCSC RO within 15 days (as per CPD),
41 through a letter with attached assessment and authentication reports under
42 oath. The LGU through the LCE shall inform the NCSC, as well, of the list of
43 potential beneficiaries of the program.
44
45 5. Receipt of application documents by the NCSC from the LGU.
46 The NCSC RO shall acknowledge the endorsement letter from the LGU and
47 shall review the documents for validation and /or verification.
48
49 6. Validation and/or verification by the NCSC.
50 The NCSC RO staff shall diligently review the submitted documents within 15
51 days (as per CPD). Validation and verification shall commence to determine the
52 truthfulness of the information provided in the documents by the clients and to
53 substantiate the reports submitted by the LGU.

2 A case report shall be made by the NCSC RO for purposes of factual
3 determination and shall recommend and endorse through a letter, the approval
4 or disapproval of the same to the Principal Office of the NCSC. A contestability
5 period of 15 working days shall be observed prior to the approval of the award.
6
7 Within 15 days upon receipt of petition or contest to the grant of benefits, the
8 Principal Office shall resolve to adjudicate the same.
9
10 Should there be no contest over the approval of the same, the Principal Office
11 of the NCSC in turn authorizes the payment of the same. Otherwise, proceeds
12 to order the RO to communicate the grounds for denial of the claim.
13
14 7. Recommendation for the Issuance of Certificate of Longevity and cash gift.
15 The principal office of the NCSC shall prepare a letter addressed to the NCSC
16 Regional Office copy furnished the Commissioner in-charge, the case report,
17 citing favorable or not favorable result.
18
19 If favorable, the Certificate of Longevity and the Cash Gift shall be prepared.
20
21 If not favorable, the NCSC shall return the application documents to the LGU,
22 through a letter, citing the reasons for the disapproval of the application.
23
24 8. NCSC letter to the LGU.
25 After its thorough review, validation, verification and favorable endorsement of
26 the application for the grant of benefits, the NCSC shall write a letter to the LGU
27 informing them of the result of their endorsed constituents and for possible
28 coordination on the schedule of awarding of benefits.
29
30 9. Awarding of benefits.
31 The LGU and the NCSC shall closely coordinate on the preliminaries, schedule
32 and program of the awarding of benefits.
33
34 10. Maintaining of names of awarded clients in the NCSC.
35 Subject to the Data Privacy Law, the NCSC shall make available the list of
36 awarded clients on a per month, area and year basis for transparency and
37 accountability.
38
39 10. GRIEVANCE AND CONTESTABILITY PROCEDURES
40
41 An individual or group who has complaints against the potential beneficiary or
42 contests the beneficiary’s inclusion in the roster, shall observe the following:
43
44 10.1. Proceed to the OSCA, LSWDO and lodged a complaint in writing using
45 the complaint form as prescribed by the NCSC;
46
47 10.2. The complaint form shall bear the name of the complainant, the person
48 being complained of, nature or background and details of the complaint
49 or contestability;
50
51 10.3. The OSCA and LSWDO, at the first instance, shall resolve the issue at
52 the LGU level within 15 working days. The LGU shall likewise notify the
53 NCSC RO about the case at hand.

1 a) The LGU shall form a 5-member grievance committee consisting of
2 regular employees coming from the different offices / department of
3 the LGU, whose salary grade are not lower than SG 18, to determine
4 the merits of the said complaint or contest.
5 b) The LGU shall invite the complainant on the set schedule of hearing
6 after filing the complaint form, to personally appear before them to
7 substantiate the evidence and merits presented by the complainant.
8 c) The LGU may invite the NCSC RO personnel in-charge of grievance
9 or contest to observe the proceedings of the hearing.
10
11 10.4. A resolution of the case shall be forwarded to the NCSC RO. If the
12 dispute is not resolved by the LGU within 15 working days, the parties
13 or any of the parties may elevate the complaints or contests to NCSC
14 RO within 3 working days from the failure or refusal of the LGU to
15 resolve the complaints or contests.
16
17 10.5. The NCSC RO shall constitute the grievance committee to resolve the
18 issue(s) within 10 working days upon receipt of the record / folio
19 endorsed by the LGU. It shall render a decision within 5 working days.
20
21 The NCSC grievance committee shall invite the parties to discuss the
22 merits using the alternative methods of resolving disputes.
23
24 Failure of the NCSC RO to resolve the grievance procedure within the
25 stipulated period shall automatically transfer the jurisdiction to the NCSC
26 principal / central office which shall act on the same within 10 calendar
27 days from receipt of the folio / records.
28
29 10.6. If the complaint/s are sent directly to the NCSC principal office or the
30 official email address, it shall acknowledge and document the
31 complaint but will have to forward or endorse to the LGU as the office
32 of first instance. It is therefore strictly advised that the complaints be
33 filed at the LGU level.
34
35 10.7. Resolution by the NCSC principal office shall be deemed final and
36 executory which shall be subject to the rules of judicial proceedings
37
38 11. PROCEDURE FOR THE AWARDING OF BENEFITS FOR OCTOGENARIANS,
39 NONAGENARIANS, AND CENTENARIANS, LIVING IN RESIDENTIAL CARE
40 FACILITIES (RCF), RETIREMENT VILLAGES, OR OTHER SIMILAR
41 FACILITIES IN THE PHILIPPINES
42
43 The facility’s management must:
44
45 11.1. Submit updated list of older persons aged 79 and above within their care
46 every year to the NCSC RO for documentation and monitoring purposes.
47 The older persons at the said residential care facility should register at the
48 EDMS-NCSC website with the assistance of the facility staff;
49
50 11.2. Inform the qualified or about to qualify octogenarians, nonagenarians and
51 centenarians of their upcoming milestone birthday celebrations;
52

1 11.3. Notify the immediate relatives of the celebrant in the operational area, as
2 well as the LGU, about the milestone celebration;
3
4 11.4. Submit the required documents and undergo assessment by the OSCA and
5 authentication by the LSWDO; and
6
7 11.5. The documentary requirements and as well as the process for filing of
8 applications shall be the same as stated in item numbers 7 and 9
9 respectively hereof.

11 12. PROCEDURE FOR THE AWARDING OF BENEFITS TO OCTOGENARIANS,
12 NONAGENARIANS, AND CENTENARIANS LIVING OUTSIDE THE
13 PHILIPPINES
14
15 A Filipino citizen who may qualify as beneficiaries of this program and who are
16 living outside the Philippines and residing in their host country, with the assistance
17 of his/her relative or guardian/caregiver, must:
18
19 12.1. Coordinate with the PE or Philippine Consulate General who has
20 jurisdiction on the octogenarians, nonagenarians, and centenarians’
21 location. The immediate relative/s, management of facility, etc., may be
22 contacted as they are the sources of information. The DMW, CFO and in
23 their absence, the PE, PCG or DFA, may assist in the application,
24 assessment, and authentication of the claim.
25
26 12.2. Register in the NCSC online registration.
27
28 12.3. Accomplish the application form (in print or online)
29
30 12.4. Submit the required documents as stated in item no. 7 hereof, and undergo
31 assessment and validation by a staff or social worker from the DFA or DMW
32 or CFO or PE or PCG.
33
34 12.5. The required documents shall be the same as those stated under item no.
35 7 hereof, and it shall be submitted to NCSC CO.
36
37 12.6. The following shall be observed:
38
39 a) The preparation period shall be given utmost importance by the PE /
40 DMW / CFO within reasonable time.
41 b) The designated NCSC CO personnel for the program shall check the
42 completeness and authenticity of the submitted documentary
43 requirements, and assess, and validate the claim based on the
44 above guidelines.
45 c) The staff of the PE or the DMW, CFO shall facilitate the awarding
46 of benefits on behalf of the Philippine government.
47 d) The awarding ceremony shall be documented through video
48 recording and photos. A copy of such documentation shall be
49 submitted to the NCSC. (bank accounts / SPA)
50 e) Any organized Filipino Community or group may be informed of and
51 be requested for support or involvement in the preparation and
52 awarding of benefits
53

1 Recommendation of CFO in lieu of item nos. 12.1 to 12.6:
2
3 An overseas Filipino octogenarian, nonagenarian, and centenarian, with the
4 assistance of a relative, guardian or caregiver, must:
5 1. Coordinate with the CFO or the PEs, PCGs (Posts), regarding the application
6 process.
7 2. Register online for the NCSC registration
8 3. Submit or email complete application documents directly to the CFO office in
9 Quezon City. The documents can also be submitted to the Posts. Documents
10 transmitted through the Posts will be sent to the DFA Office in Manila via
11 monthly diplomatic pouch and will later on be forwarded to the CFO.
12 4. The CFO shall verify compliance with the required documentation, requests
13 additional supporting documents, if necessary, and endorse application
14 documents to the NCSC.
15 5. The NCSC shall then facilitate the transmittal of cash incentives to the 80, 85-,
16 90-, 95-, and 100-year-olds through their Philippine peso-denominated bank
17 accounts, international bank accounts (charges will apply), and Special Power
18 of Attorney.
19 6. The CFO shall inform the applicants of the status of their applications. Also,
20 with the DFA and Posts, undertake regular information dissemination among
21 the Filipino Diaspora regarding R.A. No. 11982.
22
23 13. ELDERLY DATA MANAGEMENT SYSTEM
24
25 Sec. 2-A of R.A. 11982 provides that an Elderly Data Management System (EDMS)
26 recording relevant information shall be maintained by the NCSC. To effectively
27 monitor and implement the online registration of all older persons, the NCSC
28 developed an online registration system in 2022 with a purpose of building a
29 database of population of older persons at the national level. The online database
30 of the NCSC includes data generation on the age ranges of registrants and can be
31 used as cross-reference with all the information gathered from the field and from
32 the data of the other government agencies. In compliance of the law, this EDMS
33 online registration shall be in coordination with the PSA, DICT, DSWD, DMW, DFA
34 and DILG (coordinating all LGUs in the country), CPD10 and other concerned
35 stakeholders to ensure accuracy of gathered information.
36
37 The LGU, through the OSCA and LSWDO, being the office of first instance at the
38 grassroot level, shall be responsible for keeping and maintaining reliable and valid
39 list of older persons 60 years old and above which shall be communicated with the
40 NCSC to maintain the EDMS. The OSCA ID must be issued to all their constituent
41 older persons and logged into their database. The LGU shall assist those
42 requesting for OSCA IDs to register as well in the NCSC online database, for which
43 a Registration Reference Number (RRN) shall be generated once the registrant
44 successfully registers in the NCSC database. The database of octogenarians,
45 nonagenarians and centenarians is easier to monitor and cross-reference with the
46 primary data of the NCSC.
47
48 The PSA (shall provide data sharing) and other related agencies possessing data
49 shall provide data sharing to assist in a more reliable number of older persons from

CPD’s Registry of Barangay Inhabitants and Migrants (RBIM) be used as supplementary database to
the EDMS since the RBIM covers elderly segment of the population who may have internally migrated
or changed address

1 60 years old and above taking into consideration the demographics and official
2 population census. It shall likewise provide latest available data on the number or
3 population of those who are 80, 85, 90, 95, and 100 years old, which shall then be
4 used as the bases of NCSC to estimate physical targets of beneficiaries for
5 budgetary purposes in the GAA.
6
7 The DICT shall assist in software development or enhancement of existing
8 database system and data sharing for easy exchange of information pertaining to
9 the list of octogenarians, nonagenarians and centenarians.
10
11 The DILG, through the LGUs, shall widely disseminate information on matters
12 pertaining to older persons and compliance to RA No. 11982 and RA No. 10868
13 as well as generate the necessary data, information to assist the NCSC - EDMS
14
15 The DSWD, shall assist in providing technical assistance and data sharing to
16 LSWDOs and to older persons in general.
17
18 The DFA, PEs, DMW, CFO, shall assist in the widest generation / dissemination of
19 data and information for NCSC – EDMS, the laws and entitlements or benefits to
20 Filipinos overseas. They shall keep pertinent records of Filipinos overseas for
21 purposes of this Act. They shall likewise facilitate the granting of benefits to the
22 milestone celebrants in behalf of the Philippine government.
23
24 The PSA, DICT, DILG, DSWD, DFA, DMW, CFO shall regularly be invited by the
25 NCSC as members of the National Advisory Body (NAB) at the national level, and
26 the Regional Advisory Bodies (RABs) at the regional level.
27
28 The LGUs shall provide the NCSC copies of resolutions, all pertaining to the rights
29 and welfare of older persons, not only in the provision of benefits for octogenarians,
30 nonagenarians, centenarians as mandated by RA No. 11982 and RA No. 10868,
31 but also, the social pension for indigent senior citizens (SPISC), etc. if there are
32 any.
33
34 Data Sharing Agreement (DSA) shall be entered, exercised and observed by all
35 the concerned agencies mentioned hereto, but it shall not limit the efficiency and
36 seamless sharing of needed data for cross references and validation.
37

41 14. TRANSITORY PROVISION

43 Section 11 of R.A. No. 11350 and Sec. 1 Rule 10 of its IRR provides for the transfer
44 of all functions, programs, projects and activities related to the welfare of older
45 persons from the DSWD to the NCSC.

47 The implementation of R.A. No. 10868, or the Centenarians Act of 2016, being
48 implemented by the DSWD, shall be transferred to NCSC as provided for in R.A.
49 No. 11350. Until such time of transfer, all procedures and other provisions
50 stipulated in these guidelines related to Centenarians program, shall be observed
51 and implemented by DSWD.

1 All provisions pertaining to the processes and other matters on octogenarians and
2 nonagenarians, shall be under the management and implementation of the NCSC.

11 This Memorandum Circular / Guidelines shall take effect fifteen (15) days after its
12 complete publication in the Official Gazette or the Office of the National
13 Administrative Register, UP Law Center, University of the Philippines, Diliman,
