Why is there a challenge in the Agriculture, Forestry, And Fisheries (AFF) sector in the
country when the Philippines is hailed as an agricultural country?
Answer: Even though our country is abundant when it comes to agriculture, there are still some
difficulties encountered that are caused by a number of factors, such as poor infrastructure,
restricted access to new farming devices or technologies, vulnerability to natural calamities,
poverty in rural areas, inadequate assistance from the government, and insufficient funding for
research and development. In spite of the nation’s agricultural heritage, tackling these issues calls
for coordinated efforts by the public and commercial sectors in order to guarantee the AFF
sector’s sustained expansion.

2. Why is the existing agri-food system dysfunctional in serving its role to the farmers and
fisher folks?
Answer: The Philippines has a number of problems that make it difficult for it to successfully
assist fishermen and farmers. In view of the fact that they lack market knowledge, farmers and
fishermen frequently have difficulties reaching marketplaces. Farmers and fishermen may have
unstable revenue due to fluctuations in the value of agricultural commodities, which makes it
challenging for them to plan ahead and make business investments. The livelihoods of farmers
and fishermen, as well as agricultural productivity, are seriously threatened by climate change
and environmental deterioration. Food production can be impacted by extreme weather, soil
erosion, and water pollution. The agri-food system’s capacity to successfully service farmers and
fishermen may be hampered by inadequate institutional support systems, regulatory frameworks,
and government policies.
