The fact remains that order whose compliance is alleged in this contempt
petition, which is pending since last 6 years, is dated 28/04/2017, much

deliberations have been made during pendency of last 6 to 7 years including

grant of last opportunity on 22/05/2024 and further that in the last report where
Secretary, Finance Department and Secretary, General Administration
Department dissented from the opinion of Law Secretary and Registrar General
of High Court of Madhya Pradesh, was submitted sometime in June-2022.
Thereafter, more than two years have elapsed and yet compliance has not been
made.
Let the Chief Secretary, State of Madhya Pradesh appear virtually at
02:30 p.m. today to explain as to why contempt may not be drawn against her.

Let the case be taken up today at 02:30 p.m.

as early as on 28.04.2017 remains uncomplied till date.

Even after submission of last report sometime in April or May, 2022,

State Government has not yet awaken from its stupor.
As such this Court grants last opportunity to the Chief Secretary of State
of Madhya Pradesh to go through the file and make the stand of the State clear.
List the matter tomorrow (04.07.2024) at 2:30 pm for hearing of the
respondent Chief Secretary virtually.
