Subject: SOP on Counter Terrorist Contingency Plan (CTCP) at airports - reg.

In exercise of powers conferred by Section SA of Aircraft Act,1934, delegated to him

vide Government of India, Ministry of Civil Aviation Notification No.1797 dated July 3, 1997,
read with rule 3 (b) of The Aircraft (Security) Rules, 2011 for the purpose of securing the aircr ft
operations and strengthening the security arrangements at civil airports in India. the Direct r
General (DG), Bureau of Civil Aviation Security (BCAS) directs that all airports shall prepa,e
their draft CTCP as per the Standard Operating Procedure (SOP) on Counter Terror" t
Contingency Plan (CTCP) which has been finalized in consultation with all the St e
Governments/UTs/State Police and Central Security Agencies and issued by the MHA vide th lir
letter No. VI.23018114/2011-VS dated 27.09.2018, circulated vide BCAS letter No. CA-
9(22)2007/Div-I(CTCP)(E-86684) dated 01.10.2018 (copy enclosed).

2. The composition of airport level committee which shall draft the CTCP for that airp lrt
which is manned by the State Police (APSU) or the CISF as the case may be, has already be n
circulated vide this office letter of even number dated 0611212018 and 03/01/201 <) respectiv ly
(copy enclosed). After obtaining approval of DC. BCAS for the draft C'lCl' of airport. the same
shall be implemented at that airport with immediate effect.

3. The measures for strengthening of security towards city side of airports as delineated vi e
AVSEC Order No. 18/2011 dated 02/02/2011 shall continue to remain in force and implement! d
strictly by all concerned.

AVSEC Circular No. 0112009 dated 13/0112009 regarding the subject.
