1 PROJECT DESCRIPTION

1.1 Introduction

The Habshan & Bab Gas Complex is a set of gas processing facilities operated by ADNOC Gas
Processing (AGP) and located approximately 140km southwest of the city of Abu Dhabi. The first
plant in the complex was commissioned almost four decades ago. Since then, several other
plants were added to the complex making it one of the largest gas processing facilities in the
world.

In order to ensure the continued viability of Habshan and Bab Gas Complex, ADNOC Gas
Processing regularly reviews the installed equipment and systems, and carries out necessary
refurbishments, upgrades, replacements and additions to ensure that the facilities can be
operated in a safe, sustainable and efficient manner. This project is a continuation of these
efforts.

ADNOC Gas Processing (hereinafter referred to as COMPANY) has assigned M/s Bilfinger
Tebodin Middle East Ltd. (hereafter referred to as CONSULTANT) to carry out Front End
Engineering & Design (FEED) and Detail Engineering for the Project to enable COMPANY to
engage a Procurement & Construction (PC) Contractor to execute the Project.

CONSULTANT shall perform Engineering for the PROJECT as per Scope of Services under the
framework Agreement No. TE.18.048 (J) / 2018-21 /SRC/021. CONSULTANT shall carry out
Engineering for the project to enable COMPANY to engage a Procurement & Construction (PC)
Contractor to execute the PROJECT without further detailed engineering.

1.2 Project Objective and Scope

The objective of the project is to ensure safety and security of personnel and buildings by
providing adequate public address system annunciation, safety monitoring and incident review
capability, and controlled access to critical buildings by implementing/enhancing the Public
Address, CCTV and Access Control Systems in accordance with international codes, standards,
HSE and Electronic Security requirements.

The scope includes the following main items, in addition to all associated multi-disciplinary works:

 New CCTV and Access Control Systems in Habshan & Bab Process Buildings

 Existing CCTV System Enhancement in Habshan & Bab Plant Areas

 New Public Address System in Bab Plant Area & Residential Complex

 Existing Public Address System Enhancement in process area of Habshan-3

 Integration of the above system including Security LAN and Video Analytics

5 HAZID Study

5.1 Purpose

HAZID (Hazard Identification) is a team-based brainstorming technique, normally guided by


a Hazard Checklist/Guidewords and taking benefit from the collective knowledge and
experience of the participants to identify potential health, safety and environmental (HSE)
hazards. The aim of the HAZID is to identify all relevant potential causes of harm to people,
damage to the environment, damage to property and damage to the reputation of
COMPANY. Once hazards are identified, they will be assessed and necessary mitigation /
control measures will be recommended.

5.2 Objectives

The objectives of the HAZID study are as follows:

1. Systematically identify and analyse the potential hazards of the facility;

2. Identify causes/threats associated with each top event

3. Identify all consequences of the hazards including Major Accident Hazard (MAH)

4. Identify preventive/mitigation safeguards (controls) that are in place

5. Identify additional risk reduction measures required, if any, to eliminate the hazard,
prevent or mitigate the consequences

6. Provide input to Management in its efforts to manage risks

5.3 HAZID Guidewords

The established guidewords checklist will be used as prompt for the team to brainstorm. The
chairman will encourage discussion between participants and ensure that everyone has the
opportunity to contribute and provide inputs. The chairman will ask prompting questions to
keep the meeting moving and to make sure review is completed on time.

The guidewords are enclosed refer Appendix 1.

The team knowledge and creativity will be used to identify credible causes and applicability
of hazards. The team shall not try to solve any problems identified during the session rather
will raise actions to address the issues outside the meeting.

5.4 HAZID Methodology

The HAZID study requires a full description of the process and layout to discover potential
hazards. The guidewords ensure that all potential hazards would be systematically identified.
Typical HAZID study process is shown in the below figure.

The HAZID process will be divided into the following steps

1. Select the appropriate Plant area/Node for review to ensure inclusion of the full study
scope

2. Describe the main features of the system (layout, control measures, operating conditions,
etc.) or activity

3. Select the first (or next) guideword category from the selected list

4. Identify and determine all potential threats and top event of the hazards

5. Assess the severity of the consequences to 'People', 'Environment (accidental/unplanned)


', 'Asset' and 'Reputation' for each cause. A hazard (event) will have associated impact
from one or more consequences: Health & Safety, Environment, Reputation and Financial.
The severity of the consequences will be assessed using the ADNOC Corporate Risk
Matrix shall be recorded without giving any credit to safeguards, i.e. assuming that there
are no controls in place. If a hazard (event) leads to more than one consequence, use the
highest severity level to represent the severity of the event as overall severity of the hazard
(event).

6. Assess the likelihood of each hazard without considering safeguards

7. Assign the unmitigated risk level for each hazard

8. Identify preventive and mitigation measures

9. Assess likelihood and mitigated severity of each hazard considering safeguards;

10. Assign mitigated risk level for each hazard based on overall highest mitigated severity

11. Provide recommendations, if required

12. Apply the next guideword (relevant to the selected Hazard scenario)

13. Apply the next hazard scenario until they all have been considered

14. Move to the next area of the plant area/Node until the whole study area are covered

6 ENVID STUDY

6.1 Purpose

An ENVID exercise involves brainstorming based on activity to identify and examine all
reasonably possible sources of environmental impact which in turn shall be used to eliminate or
reduce the impact, through controls, mitigation and management of the impact. The ENVID
should ultimately be viewed as the key interface tool between the Environmental Impact
Assessment (EIA) and the Environmental Engineering processes with regard to a project or
development. The team will be chaired by an experienced environmental specialist and they
work through a pre-prepared list of project activities and environmental aspects, and identify
which of the aspects is likely to have a significant impact.

Impacts are classified into two broad categories such as:

 Planned Impacts

 Unplanned (Accidental) Impacts

Planned impacts can occur continuously, intermittently or on a temporary basis. Examples of


planned impacts include e.g. emissions to atmosphere through combustion or venting, effluents
to surface, (land and marine environment), effluents to ground water, cooling water, waste
products, toxic fluids/substances, noise, lights. Planned impacts include planned
maintenance/unit turnarounds, and shut downs/start-ups due to upset conditions.

Accidental (Unplanned) environmental impacts can occur as a result of mishaps or failures e.g.
failure of material or equipment, procedures not being followed, unforeseen non-routine
process upsets, process equipment/processes not performing as per design parameters.
Typical examples of impacts through mishaps include, but are not limited to e.g. spills, leaks,
fires, explosions, process blow-downs.

6.2 Objectives

The objectives of the ENVID study are as follows:

1. Identification Systematically identify activities and analyse the planned and unplanned
environmental aspects of the facility

2. Identify all aspects of environment and evaluate the impacts associated with all
activities

3. Identify control and monitoring measures that are in place

4. Identify additional measures required, if any, to prevent or mitigate the impact to the
allowable environmental standards

6.4 ENVID Methodology

ENVID workshop is a guideword based activity where brainstorming of environmental aspect,


its impact and severity will be discussed and recorded. The ENVID process is illustrated in
below figure.

7 OHID STUDY

7.1 Purpose

OHID (Occupational Health Hazard Identification) is a team-based brainstorming technique,


normally guided by a Checklist/Guidewords and taking benefit from the collective knowledge
and experience of the workshop team to identify potential health hazards. The aim of the
OHID is to systematically analyse the potential occupational hazards induced by the
facilities covered by the proposed project.

7.2 Objectives

The objectives of the OHID study are as follows:

1. Identification of the potential hazardous events, that endanger personnel by means


acute/ chronic effect;

2. Assess qualitatively the hazardous consequences and likelihood of occurrence of the


identified hazard events;

3. Identify the existing safety control and mitigation measures;

4. Identify additional mitigation measures and recommendations.

8 SESSION METHODOLOGY

The following steps defines the HAZID-ENVID-OHID study process in general:

1. Select project area/node of the plant, and define design intent of area and process
conditions.

2. Select the first/next Hazard Category.

3. Apply first/next guideword, which when combined with Hazard category will give
hazard scenarios.

4. List down credible sources, threats and top event.

5. Assess consequence of each Threat.

6. Carryout Qualitative Inherent Risk Assessment using RAM. [One has to assume that
there are no controls in place].

9 RISK ASSESSMENT MATRIX (RAM)

The ADNOC Risk Assessment Matrix (RAM) will be used to rank identified hazards during the
HAZID-ENVID-OHID session. This qualitative risk ranking assesses the likelihood of the
hazard and consequences occur in order to derive the significance of the hazard.

The ADNOC Risk Assessment Matrix (RAM) for HAZID-ENVID-OHID are presented in
Appendix 2.

participate in HAZID-ENVID-OHID workshop to ensure that all the hazards are identified and
assessed.

11 RECORDING AND REPORTING

11.1 Recording

A scribe will be made available to record the discussions of HAZID-ENVID-OHID session. The
records will be made using a dedicated latest PHA Pro software package. The minutes will be
filled out on HAZID-ENVID-OHID worksheets. A sample of a typical worksheet for HAZID-
ENVID-OHID is presented in Appendix-3.

Notes:

1. Risk Assessment Matrix and this TOR’s will be available for participants in the Workshop.
2. One projector will be available to display PHA-Pro Worksheet Screen. Handouts for plot
plan and other documents necessary for discussion.
3. In case of Online video conference session, soft copies for HAZID/ENVID/OHID package
will be made available

11.2 HAZID/ENVID/OHID Report

A combined HAZID-ENVID-OHID Report will be submitted, for review and approval.

The study report shall document the following as minimum:

1. Executive Summary

-Summary of the HAZID/ENVID/OHID study.

2. Introduction

- The introduction to the HAZID/ENVID/OHID report should contain short descriptions of the
following:

 The background to the project and the scope of the HAZID/ENVID/OHID;

 The purpose and achievements of the meeting should be described;

 The terms of reference given prior to the HAZID/ENVID/OHID;

 Timing the schedule of the meeting;

 The composition and affiliation of the team including the attendance of part-time
members at each session;

 Study method, including any variations on normal HAZID/ENVID/OHID practice


adopted for the study; and

- Areas of potential weakness such as a lack of specialist knowledge or incomplete


drawings should be noted.

- The general issues discovered should be listed and introduced, together with their
significance for the progress of the project.

- If the team recommends that QRA or other studies (e.g. LOPA, FERA, Air dispersion
modelling, noise modelling, etc.) are required these should be listed for easy reference
and priority action.

7. Reports/comments for other safety meetings/studies

- The HAZID/ENVID/OHID report should give details of issues or action points that in the
opinion of the team have a direct relevance to other project safety meetings.
