1. PROJECT DESCRIPTION

1.1 Introduction
The Habshan & Bab Gas Complex is a set of gas processing facilities operated by ADNOC
Gas Processing (AGP) and located approximately 140km southwest of the city of Abu Dhabi.
The first plant in the complex was commissioned almost four decades ago. Since then, several
other plants were added to the complex making it one of the largest gas processing facilities in
the world.

In order to ensure the continued viability of Habshan and Bab Gas Complex, ADNOC Gas
Processing regularly reviews the installed equipment and systems, and carries out necessary
refurbishments, upgrades, replacements and additions to ensure that the facilities can be
operated in a safe, sustainable and efficient manner. This Project is a continuation of these
efforts.

ADNOC Gas Processing (hereinafter referred to as COMPANY) has assigned M/s Bilfinger
Tebodin Middle East Ltd. (hereafter referred to as CONSULTANT) to carry out Front End
Engineering & Design (FEED) and Detail Engineering for the Project to enable COMPANY to
engage a Procurement & Construction (PC) CONTRACTOR to execute the Project.

CONSULTANT shall perform Engineering for the PROJECT as per Scope of Services under
the framework Agreement No. TE.18.048 (J) / 2018-21 /SRC/021. CONSULTANT shall carry
out Engineering for the project to enable COMPANY to engage a Procurement & Construction
(PC) CONTRACTOR to execute the Project without further detailed engineering.
1.2 Project Objective and Scope
The objective of the Project is to ensure safety and security of personnel and buildings by
providing adequate public address system annunciation, safety monitoring and incident review
capability, and controlled access to critical buildings by implementing/enhancing the Public
Address, CCTV and Access Control Systems in accordance with International Codes,
Standards, HSE and Electronic Security requirements.

The scope includes the following main items, in addition to all associated multi-disciplinary
works:

 New CCTV and Access Control Systems in Habshan & Bab Process Buildings

 Existing CCTV System Enhancement in Habshan & Bab Plant Areas

 New Public Address System in Bab Plant Area & Residential Complex

 Existing Public Address System Enhancement in process area of Habshan-3

 Integration of the above system including Security LAN and Video Analytics

1.3 Purpose of this Document


The scope of this Constructability Review Workshop is limited to the HABSHAN & BAB
TELECOM SYSTEMS UPGRADE.

The purpose of this document is to present the Constructability Review Workshop outcome for
the Project Scope.

2. DEFINITIONS & ABBREVIATIONS

2.1 Definitions

of PROJECT as per the Contract Terms & Conditions.

MANUFACTURER equipment, and / or provides technical documents / drawings and
services to perform the duties specified by CONTRACTOR.

construction, commissioning or management of the Project.

SHALL Indicates a mandatory requirement.

SHOULD Indicates a strong recommendation to comply with the

4. CONSTRUCTABILITY REVIEW STUDY

4.1 Introduction
The Constructability Review includes and tries to address anything that can make Project
easier, faster, safer and / or more cost effective to build, while maintaining quality, safety and
access for employees, tools and equipment during construction, production and / or
maintenance.

The main objectives of the Constructability Review were to the extent possible:

1. Promote Construction safety (Zero Accidents, incidents and injuries).

2. Improve and / or shorten Project Schedule.

3. Reduce Delays / Meet Schedule.

4. Improve Logistics & Transportation of materials.

5. Improve Contractor Predictability; avoid surprises.

6. Enhance EPC Tender Quality.

7. Reduce conflicts / disputes.

8. Reduce risks and uncertainties.

9. Reduce addendums to Contracts.

Constructability Review is a systematic and structured multi-discipline exercise conducted in a


Workshop / Team environment, that is performed throughout the Project Lifecycle, to ensure
that the facility is constructed safely and on time.

Constructability Review efforts can support all Project objectives such as: reducing cost,
shortening schedules, improve quality, security & safety, and enhance management of risk.
4.2 Basis
The Constructability Review was conducted in accordance with, Doc No. AGPM-VIP-401K
ADNOC VALUE IMPROVING PRACTICE (VIP): CONSTRUCTABILITY Guideline and in
accordance with the VIP Terms of Reference for the Study provided in APPENDIX-I.
4.3 Process
The following categories were subject to Review and Analysis:

4.5 Major Challenges / Difficulties, Issues & Concerns


For each of the Criteria defined in the Constructability Worksheet, any major challenges,
difficulties, issues or concerns identified that could have an impact on Constructability and the
Project achieving its Objectives were initially discussed by Review Team members in the
Workshop.

Following discussion and agreement by the Review Team, any Recommendations / Actions
identified based on each criteria subject to analysis were recorded in the Constructability
Worksheet including Action parties responsible for action closure.

5. CONSTRUCTABILITY WORKSHOP TEAM, CHECKLIST & RECORDING

5.1 Workshop Team


The Constructability Workshop was held via Microsoft Teams Meeting on 5th May 2021 due to
COVID situation and was well attended with relevant disciplines from COMPANY and
CONSULTANT in accordance with ADNOC Constructability VIP Guideline as pertinent to the
PROJECT nature and scope and the VIP Terms of Reference for the Study. The list of
Workshop Attendees is provided in APPENDIX-II.

5.2 Constructability Workshop Recording


All Aspects related to Mobilization and Temporary Facilities, Pre-Shutdown Work and
Demolition, Specific Construction Issues were discussed and brainstormed during the
Workshop.

The output of the Workshop was captured in a specially prepared Constructability Worksheet in
excel format which is provided in APPENDIX-III of this Report.

6. CONSTRUCTABILITY REVIEW RESULTS

In total, 68 Construction Review Criteria were subject to analysis by the Review Team which
resulted in 26 Recommendations / Actions as shown in Table 6-1 of this Report.
