Project Introduction

Executive Summary – DIC Site 1 & 2 STPs

Introduction
Labor Village 3 in Dubai Industrial City was established to
house workers from mainly the construction sector working in
the Emirate of Dubai, the city was built with basic amenities
and infrastructure but without a sewerage water connection
to municipal facilities. The city is designed to house 25,000 –
30,000 workers.

Previous Sewerage Disposal Methodology – Before


Sewerage wastewater generated from the labor village was
being collected in an underground tank (Septic Tanks) and
then held for days before it was transported to Municipal
Treatment Facilities using tanker trucks.

Infra Structure Challenges and Impacts


The major challenges imposed by the absence of the sewerage
network infrastructure and the long distance between the labor
village and the city can be summarized into the following points:

- Daily Generated Sewage Wastewater quantities reached


(5,000 m3/day)
- Daily Number of Tanker Trucks Trips reached more than a 100
trip/day!
- Tanker Truck Trip to the Municipal Treatment Plant cost
anywhere between 200-250 and averaging at 225 AED/trip!
- Total daily Cost was reached 100Trips*225 AED/Trip = 22,500
AED/day!
- Pollution levels from heavy vehicle movements increased
inside the labor village
- Toilet Flushing water amount which consists of 40% of the
daily water consumption was being utilized from DEWA at a
very high cost reaching 11 AED/m3!

JINLUO WATER Solution Implementation
Project Description & Impacts

• JINLUO Water Co LTD proposed a comprehensive solution


for all the challenges faced by the owners of labor village 3.
• The solution proposal outline was to establish a BOT On-site
sewage treatment plants to recover the sewage waste water
from the labor main septic tanks.
• The solution was funded by JINLUO WATER and the owner
of the labor village was relieved from the burden of freezing
funds in the Capex of this project.
• The cooperation scheme relied on a BOO-BOT system where
there is a predetermined charging fee per unit of treated
sewage wastewater.
• JINLUO Water solution included (Design, Manufacturing,
Shipping, Custom Clearance, Civil Works, Installation,
Testing, Commissioning, Operation & Maintenance during
the duration of the contract – 20 years).
• Adopting the Presented Solution by JINLUO water resulted
in major cost reduction by 70%!
• Higher Contribution in environmental protection and
sustainable development goals by converting waste
(Wastewater) to a resource (Treated Water) for irrigation
and other purposes.
