Offline PSC Inspection Recording module for PSCOs of the IOMOU

(Version 1.0)

Introduction:

Windows based PSC Inspection Offline module for recording PSC Inspections offline has
following functionalities:

1. Import of latest inspection record from IOCIS (Online Process- requires internet
connectivity)
2. Offline recording of PSC inspection data (Offline Process)
a. Ship details
b. Certificate details
c. Deficiency details
d. PSC Inspection Action Details
e. Final Submission Details
3. Export of inspection record to IOCIS (Online Process- requires internet connectivity)

System Requirement:

 PC or Laptop with Windows OS.

Firs time Activity:

Download IOMOU_PSCOffline.rar file and unzip using winrar s/w to get IOMOU_PSCOffline
folder which contains subfolder Offline_IOMOU_V1.0 and a user nanual file
IOCIS_OFFLINE_USER_MANUAL.pdf. Read user manual file first, to understand the
functioning of the module. Copy Offline_IOMOU_V1.0 folder to any drive other than C:\.
Copying to drive other than C:\ is recommended to protect this module in case of windows OS
crash. This folder contains

 Files related to web server, code required to run the PSC Inspection offline recording
module and single file database. (Note: Deleting or modifying any file will affect
functional working of the module).
 File ‘iocis_offline.exe’ is main executable file to open Offline PSC Inspection Recording
Module. Create a shortcut of this executable file by (Right Click  Create shortcut)
Rename the shortcut file ‘iocis_offline.exe - Shortcut’ to ‘ IOCIS_PSC_Recording ’.
 Cut and Paste shortcut file ( IOCIS_PSC_Recording ) to desktop. Always double-click
this file to open Offline PSC Recording Module.

 First time login requires internet connectivity, system detects internet connectivity.

Login:

 Login with IOCIS PSCO User Credentials. Entered credentials are validated from IOCIS
database (Live) server for the first time and matched credentials are stored in local
database for future use.

Menu Options:

Home

 On Click, before login takes to login screen.

 On Click, after login takes to Welcome Screen.

Importing  Import (Internet Connectivity is required)

 Used for importing latest inspection record for selected IMO No./Ship Name from
IOCIS Database (Live) Server.
 Enter minimum three digits for IMO No. or three characters for Ship Name.
Based on input, IMO No. and Ship Name will be populated in the drop-down list.
Select your IMO No.- Ship Name and Press ‘Submit’ button.

 Data related to Risk Details, previously Submitted Inspection Details and

Proposed Next Action, for submitted IMO No. / Ship Name is displayed.
 Select appropriate Next Action and Click ‘Import from IOCIS’ button to import
selected record from IOCIS Database (Live) Server to local database.

 After importing record into local database, confirmation message ‘Data imported
successfully and is available in Inbox is flashed on the top. Click Inbox link in the
confirmation message to go to Inbox.

Inspection  Inbox (Offline Process)

 Lists all PSC Inspection Records imported from IOCIS Database (Live) Server for
Offline Recording.

 Two Links Proceed || Delete are provided against each imported inspection
record. Click ‘Proceed’ to start offline recording. Click ‘Delete’ to delete imported
inspection record.
 Clicking ‘Proceed’ Link will open ‘Ship & Inspection Details’ Screen for offline
recording.

 Record Ship and Inspection details in the Ship & Inspection Details Screen and
Click ‘Save’ to save the record. After record is saved hidden button ‘Next’ is
enabled which on click will navigate to ‘Certificate Details’ screen. Note that,
same record is also made available under Inspection  Pending Inspection
option for undertaking incomplete recording.
 Sequence of Screens for Offline recording :
o Ship & Inspection Details
o Certificate Details
o Deficiency Details
o PSC Inspection Action Details
o Final Submission Details
 Four Buttons are provided on the screens viz.
o Back – To move back to previous screen
o Save – To Save entered record
o Next – To go to Next Screen
o Cancel – To cancel current data entry
 Record certificates in ‘Certificate Details’ Screen. All the saved/recorded
certificates are shown in the bottom grid. Two buttons Edit || Delete are provided
in the grid against each certificate record, to either modify or delete certificate
data. Click ‘Next’ to go to ‘Deficiency Details’ Screen.

 Record Deficiencies in ‘Deficiency Details’ Screen. All the saved/recorded

deficiencies are shown in the bottom grid. Two buttons Edit || Delete are
provided in the grid against each deficiency record, to either modify or delete
deficiency data. Click ‘Next’ to go to ‘PSC Inspection Action Details’ Screen.

 Record PSC Actions in ‘PSC Inspection Action Details’ Screen. Click ‘Next’ to
go to ‘Final Submission Details’ Screen.

 The ‘Final Submission Details’ Screen has links such as Edit, View Form A ||
Form B, Sent to Outbox and Exit.

 Completed Inspection Records are to sent to Outbox for uploading to IOCIS

Database (Live) Server by clicking ‘Sent to Outbox’ link.
 Records Sent to Outbox cannot be edited, so ensure correctness of entered data
by viewing Form A & Form B before sending to Outbox.

Inspection  Pending Inspection (Offline Process)

 Lists Inspection records with completed data recording screen links. These links
available under ‘Action’ are to be selected for editing data.

Inspection  View Form A & Form B

 Lists Inspection records whose recording is completed for viewing View Form A
& Form B.
 Ensure correctness of inspection recording by viewing Form & Form B before
sending to Outbox using ‘Sent to Outbox’ link available under Pending Inspection
 Action  Final Submission Details.

Exporting  Outbox (Online)

 Lists records those are to be sent to IOCIS Database (Live) Server.

 Two links Upload || Delete are provided against each record. Click ‘Upload’ to
upload record to IOCIS Database (Live) Server. Click ‘Delete’, to delete the
record from Offline database, but originally import record will be available in
‘Inbox’.
 Inspection Records available under Outbox cannot be edited.
 Internet Connectivity is required to upload the record to IOCIS Database (Live)
Server.

 When record is uploaded successfully to IOCIS Database (Live) Server

appropriate message is displayed and Action is changed to ‘Uploaded’.

 After uploading, login into IOCIS on http://iomou.nic.in or http://iomou.org, to

check the uploaded record in Offline Reporting. Re-verify the uploaded record
by clicking ‘Edit’ and send for further action.

Master Data  Updation (Online)

 Shall be used for updating master data.
