OFFICE ORDER

MCoD in its 26 th Special Meeting held on 14th February, 2024 and 612 th meeting held on 29 th May,
2024 at Delhi, approved the following changes in evaluation of PARs:

1. The weightage prescribed for limit on 'A+' & 'A' grades to be further drilled down 'marks-wise'.
The prescribed moderation limit is given below in Table 1:

Note: The un-utilized numbers at higher marks range, if any, can be given rating at any lower marks range,
however vice-versa is not allowed.

2. Final approval of PAR ratings for different employee levels & grades shall be done as per details
given in Table 2 below:

3. For executives getting more than 98 marks as their PAR rating, concerned L-1 would be
required to present the case to MCoD for E1-E7 level officers. For E8-E9 level officers,
Administrative Director would present the case to MCoD.

4. The PARs of employees of all levels, on deputation to other organizations will be approved by
Chairman, ONGC.

5. As per OPE guidelines, changes in weightages of evaluation parameters for E7 & above level
officers ( i.e. MoU : 50 & KPls/Targets: 25) shall be implemented from A.Y. 2023-24 through
factoring of MoU and KPls weightage and from A.Y. 2024-25 through changes in PAR format.

6. E6 level PARs which are assessed by both Administrative & Functional Director shall flow to
Chairman only in following cases:

a) PARs involving change of grade in assessment by Administrative and Functional Director.


b) PARs having a difference of 03 marks or more in assessment by Administrative and
Functional Director.
For PARs having a difference of less than 03 marks in assessment by Administrative and
Functional Director, system will automatically give average of both PAR scores to the
employee.
7. The PARs shall be disclosed and opened for review only after completion of moderation
process. All such cases of PAR appeal where PAR marks are moderated by MCoD, the
appellate authority will be MCoD.

8. System checks on the new moderation limits have been configured in system for
implementation during assessment of PARs from A.Y. 2023-24. All the assessing authorities
should maintain the moderation limits and provide specific comments / rationale for the
assigned PAR ratings accordingly.

9. In addition to above MCoD has approved that reporting officer for E2 level executive can be
at minimum E2 level and reviewing officer can be at minimum E3 level. Also, reporting of EO
level employee can be at minimum E1 level. Levels of assessing authorities prescribed for
PAR Reporting Chain is annexed at Annexure-1.
