BG-8505 Barge Defueling

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
GENERAL INFORMATION

1. The subject vessel is owned by the United States of America acting through the Maritime
Administration, Department of Transportation (herein after called Marad).

2. The contractor shall provide all labor, material, and equipment necessary to accomplish the
work specified herein. All work shall be in compliance with the latest Regulatory Body requirements.
The term, “Regulatory Bodies” includes the United States Coast Guard, United States Public Health
Service, the Department of Labor Occupational Safety and Health Administration, and the State of
California.

3. The work specified herein deals with an over-the-water transfer of diesel fuel and wash water
with residual diesel fuel. The contractor must possess a United States Coast Guard-approved Facility
Response Plan and Operations Manual.

4. Any repairs or other work resulting from recommendations or other discoveries after work
begins are to be brought to the attention of the COR immediately by use of a contractor generated
inspection report. Any such additional work will be subject to a delivery order. Additional work to be
accomplished ONLY WHEN AUTHORIZED IN WRITING.

5. The contractor shall gas-free or inert all spaces affected by the work described in this
Specification and is responsible for determining all spaces requiring gas freeing. All safety precautions
contained in the United States Department of Labor Safety and Health Regulations for Ship Repairing,
Title 29 CFR Parts 1501.10, 1501.11, 1501.12, 1501.14, and 1501.15 must be strictly observed. A copy of
the gas-free certificate is to be presented to the COR before beginning work on the repairs. Initial
Certificates are to be issued by a Certified Chemist, as will re-certifications if conditions change which
will affect the Certificate. Gas-Free Certificates shall be updated daily by competent persons.

6. All dirt and debris resulting from the work required by these Specifications shall be removed
from the vessel and disposed of at contractor’s expense. All affected areas shall be left clean and in
good order at the end of the work package.

7. The BG-8505 is a liquid cargo barge, steel construction, of the U.S. Army BG-type, built by AK-
WA Shipyard in Tacoma, WA, in 1990. The vessel is classed by ABS, Load Line Only. Vessel particulars
are as follows:

• Length, overall: 120 feet


• Breadth, molded: 33 feet
• Depth, molded: 12 feet 6 inches
• Displacement, light: 185 long tons
• Displacement, loaded: 763 long tons

o Forward: 2 feet 3 inches
o Mean: 2 feet 6 inches
o Aft: 2 feet 9 inches
• Draft, loaded:
o Forward: 7 feet 6 inches

• Freeboard, mean:
o Light: 8 feet 2 inches
o Loaded: 2 feet 6 inches
• Capacity, cargo:
o Deck: 578 long tons
o Liquid: 4160 barrels (rated)

8. To the maximum extent possible and consistent with the Federal Acquisition Regulations Part
23, the Government requires during the performance of the work under this Statement of Work (SOW)
the Contractor to provide or use products that are: energy efficient (ENERGY STAR® or Federal Energy
Management Program (FEMA)-designated); water-efficient; biobased; environmentally preferable (e.g.,
EPEAT-registered, or non-toxic or less toxic alternatives); non-ozone depleting; or made with recovered
materials. Unless otherwise identified in this SOW, each recovered materials or biobased product
provided and delivered must meet, but may exceed, the minimum recovered materials or biobased
content of an EPA- or USDA-designated product. The sustainable acquisition requirements specified
herein apply only to products that are required to be: (1) delivered to the Government during contract
performance; (2) acquired by the contractor for use in performing services (including construction) at a
Federally-controlled facility; (3) furnished by the contractor for use by the Government; or (4) specified
in the design of a building or work, or incorporated during its construction, renovation, or maintenance.

9. If necessary, the Government will provide the following services if needed by the Contractor:
• Fresh water for washing (from the pressure main on the pier)
• Compressed air, 150 psig, 210 cfm
• Electrical power, 110 vac 20 amps
• Restroom facilities

0001.0 Core Services

The core services to be provided by the Contractor is to pump out and haul approximately 30,000 of
CARB #2 red dyed diesel fuel from Suisun Bay Reserve Fleet’s (SBRF) fuel barge BG-8505. Only tanks
number 3 and 4 contain fuel and each are approximately half full. The remaining tanks are empty and do
not apply to the scope of the services to the be accomplished. Provide pricing for the following two
scenarios for disposal/reuse of the fuel as applicable:
• For reuse by another customer,
• For recycling/disposal.

Work is to be accomplished at the Suisun Bay Reserve Fleet pier. The barge will be tied up at floating
dock #2 as indicated by the red box marked “B”. The Contractor shall position their truck as indicated by
the blue box marker “T”.
