1. Introduction

BMC prepared Master Plan for augmentation of sewerage system in Mumbai in the year 2002 for the
planning period till the year 2031. As a part of this Master Plan there is a component of refurbishment
and rehabilitation of collection of Pumping facilities.

The Harvey Road Sewage Pumping Stations are included in the said component. This pumping station
is located in Mumbai city area under Zone-2 (viz. Worli) in “D”-ward.

Harvey Road sewage Pumping station is constructed in 1966 and the present structure is in dilapidated
conditions. WAPCOS Limited, a consultant appointed for the project by the BMC has carried out the
feasibility for Harvey Rd. Sewage Pumping station and recommended to go ahead with Reconstructing
new sewage pumping station with replacement of Mechanical/Electrical/Instrumentation Equipment
and all allied works within the area of existing pumping station by temporarily diverting the flow to
existing rising main in that period. As per recommended option, The Flow study for the New Pumping
station has been carried out by WAPCOS Limited. As per the Flow study, the Design Flow is estimated
as 10 MLD considering suitable Peak Factor.
BMC has accepted the Feasibility report for the recommended option and Now, BMC intended to
appoint a contractor for Construction of 10 MLD Harvey Rd. Sewage Pumping station with allied
Mechanical, Electrical, Instrumentation works etc.

2. Site Location

The pumping station is located in Mumbai city area under Zone-2 (viz.Worli). It is situated near Girgaon
Chowpatty in between Babulnath Cross Lane No. 2 & 3 in front of Bombay International School
(18°57'23.4"N 72°48'32.4"E). The Plot is Triangular shaped and bearing C.S. No. 429 of Malabar Hill
Division in D Ward.

Refer enclosed geotechnical survey report named as “Geotechnical Engineering Report for
soil investigation work of consultancy services for sewage pumping station for Harvey
Road”. The Geotechnical report attached herewith is for reference only. However, the
contractor is encouraged to carry out the Soil investigation before start of work to its
satisfaction.

1. INTRODUCTION

Noble Geo-Structs (NGS) is pleased to submit our Geotechnical report for Sewage Pumping Station at
Harvey Rd. site in Mumbai.

The purpose of this report is to describe the subsurface conditions observed at the one bore holes
drilled for this study, analyze and evaluate the test data, and provide recommendations with respect to

• Engineering properties and


• Foundation considerations

2. SCOPE OF WORK
The scope of work includes drilling of one bore hole, collection of samples and transportation to NGS
laboratory. The scope also includes testing of samples in NGS's NABL accrediated laboratory for
determining their engineering properties. Further the foundation design considerations are to be
recommended.

2.1 LABORATORY TESTING


The representative soil and rock core samples meant for testing were transported to NGS’s NABL
accredited laboratory. Samples obtained during the field program were visually classified in the
laboratory by a Geotechnical Engineer and/or a senior technician.

A testing programme was conducted on the samples, as directed by the Geotechnical Engineer in
NGS’s NABL accredited laboratory, as per relevant Indian Standards, in compliance with the
technical specifications of the contract to aid in classification and evaluation of engineering properties
required for analysis.

The laboratory tests include liquid limit, plastic limit, shrinkage limit, water content, sieve analysis,
hydrometer, specific gravity on soil specimens. The laboratory tests also include unconfined
compressive strength, water absorption, dry density, specific gravity, porosity on rock specimens. The
scope also includes chemical tests (pH, sulphate and chloride).

2.2 FIELD WORK


Subsurface conditions were evaluated by drilling one bore holes to depth within the proposed site
location. The bore hole was drilled using calyx drilling equipment at the approximate location shown
on the plan of bore hole in Appendix I.
The borehole is located with respect to the existing site features shown on the drawing provided to us
without the use of surveying equipment. Boring depths were measured from the existing ground
surface at the time of our field activities. The log of boring, presenting the subsurface soil descriptions,
type of sampling used and additional field data are shown in the borelog Appendix II.
The soils were sampled by means of the Standard Penetration Test (SPT). This test consists of
measuring the number of blows (N) required for a 63.5 kg hammer free falling 75 cm to drive a
standard split-spoon sampler 12 inches into the subsurface material after being seated 30 cm. This blow
count or SPT N-value is used to evaluate the stratum. Samples were removed from samplers in the
field, visually classified and appropriately sealed in sample containers to preserve their in-situ moisture
contents. Samples were transported to our laboratory in Mumbai, Maharashtra.

3. SUB SURFACE CONDITIONS


The particular subsurface stratigraphy observations may be made from the bore hole data/geotechnical
investigation report provided by the client. The subsurface generally consisted of filled up material,
Clayey Sand and Completely weathered to Fresh Basalt.

The Clayey Sand with filled up material and other hetrogeneous mateial present in BH-1 from Existing
Ground Level upto 3 m. Hard morum from depth 4.5m to 4.65m was found. Specific gravity is 2.69 of
BH-1. Plasticity Index of BH-1 is 20%.

Compelety Weathered to Fresh Basalt of greyish colour is encountered at a depth from 4.5m to 22 m in
BH-1. Rock Quality Designation (RQD) varies from Nil to 91.33%. Core recovery (CR) varies from
15.33 % to 94.67% .

Water Table in BH-1 is 3.00m.

4. Foundation Reccomendation
Geotechnical Investigation is conducted at Harvey Rd, Mumbai, Maharashtra.

Subsurface profile generally indicates presence of Basalt in boreholes. Rock Quality Designation (RQD) varies from Nil to
91.33%. Core recovery (CR) varies from 15.33 % to 94.67%. UCS value ranges from 31.27MPa to 76.27 Mpa.

Based on th laboratory test results safe bearing capacity is mentioned below. Table presents an estimate of SBC values. It may
be observed that for the UCS i.e. 4356 t/m2, SBC Value corresponds to 218 t/m2 as per IS 12070 (1987, Reaff. 2010).

Scope of works:

6.1 This Contract involves the Design, Construction, Commissioning and Operation and Maintenance
for three year period after Taking over Certificate No.1 (Commissioning) with the following design
parameters and requirements.

6.2 The detailed scope of works is as shown in the Vol. V- Drawings and described in the Vol. II-
Technical Specifications. However, the works required to be carried out under this contract includes
Design, Construction, Demolition of Existing Facilities, Supply, Installation, Testing and
Commissioning of works as specified and shown on the drawings, datasheets.

The following is a general description of the works to be carried out.

a. The contractor shall undertake the necessary Survey, investigation and Design/ Drawing of
whole pumping station and submit Construction Methodology, Design Basis Report for
Temporary and Permanent works.

b. Cutting/Transplantation of Trees after obtaining necessary permission from Tree Authority.

c. Setting up of necessary site office for Engineer/ contractor/ Engineer’s representative including
survey equipment’s/ computer/ printer etc.

d. Design & Construction of RCC Sump (Inlet Chamber) near incoming Sewer Manhole upto the
depth approx. 1.5m below the incoming sewer Manhole Level. Installation of Pump of Suitable
Capacity & in required Nos with necessary piping, valves etc. in RCC Sump and Power
arrangement.

e. Providing & Operating Temporary Pumping Arrangement for Bypassing Existing Pumping
Station. The temporary arrangement shall be kept in operation for a trial period of 1 Month after
commissioning of RCC sump (Inlet Chamber). Only after the successful operation of the
Temporary Pumping arrangement, the Approval for demolition of existing Pumping Station
shall be given by the employer. This temporary pumping arrangement shall be kept in operation
for the entire period of Demolition, Construction and Trial & Commissioning of new Sewage
Pumping station.

f. Demolition of Existing Structures, Removal of all M&E Equipment & Machinery, Pipes etc.
and removing the said Equipment’s, Machinery and surplus Earth / Debris of Demolition from
site after following due BMC Procedure.

g. Design and Construction of new pumping station complete with New Incoming Sewer
Manhole, Screen Chamber with Screening facilities, wet well, sewage pumps, valve chamber,
discharge piping connecting rising main and bypass, control panel room, Meter room, Air
Supply system, CCTV etc. Design, Supply, installation, testing and commissioning of all
process and mechanical, electrical, instrumentation equipment’s.

Note-All the works specified above are required to be carried out by keeping in mind that the
existing flow shall be uninterrupted till commissioning of the new works as proposed above.

The Tender drawings enclosed with the documents are illustrative for getting the general idea
of the works to be carried out and it is the responsibility of the contractor to check the drawings,
specifications for its satisfactory completion of the work as specified. However, the drawing,
datasheet and specifications are intended to set the minimum acceptable standards which may
please be noted.

h. Prior to construction of new Pumping Station, carrying out necessary modifications in existing
piping/utilities/ Chambers or rerouting as may be required to maintain the existing flow in
operation.

i. Carry out the final connection to the RCC Sump (Inlet Chamber) without disturbing operation

of the existing arrangement i.e. transfer of flows from existing to new pumping station.

j. Construction of a temporary electrical room for changing over power supply wherever
necessary.

k. Procuring power and pay Electricity Charges for Construction, Commissioning and Trial Run
Period.

l. Procuring connection of Water Supply for construction purpose and pay the charges for the
same.

m. Demolition of Old compound wall and Construction of New compound wall.

n. Reinstatement of installations, structures, roads, foot paths etc. damaged during the
construction.

o. Providing landscaping, External Lighting works etc.

p. Commissioning of new pumping station with Panel Room & Toilets and Site levelling &
development works after demolition of existing pumping station.

q. Completion of all works of New Pumping station and its Trail Run, Testing & Successful
Commissioning.

r. Providing underground Water Tank installed with potable water pump (1 Duty+ 1 Standby),
Water Purifier.

s. Operate and maintain the pumping station for a period of three year as per specification, after
satisfactory commissioning trials.

t. Provide Defect Liability Period of 03 (Three) Years from the date of successful completion of
Trial Run for the complete work.

u. Hand over the installation in good working condition after completion of O&M period of 3
Years to the employer.

v. Obtaining all required clearances from the statutory authorities/BMC/ Tree Authority/ GoM/
GoI/ MMRDA/Traffic Police dept./ Factory Inspector/ Electrical
Inspector/MCZMA/Heritage/CFO/ Maharashtra Police etc. required prior/during/post
construction and O&M period with rigorous follow up with concerned agency without making
any delay. The status of the same shall be conveyed to the Employer on Fortnightly & copy of

the same should be forwarded to Employers representative/agency/consultant.

w. Contractor shall conduct Electrical & Safety Audit of Newly Constructed Pumping Station from
any Government Approved Agency / Third Party Auditor.

x. Provide signage boards for each component such as panel room, store room, meter room or
equivalent and also provide permanent boards displaying the name of Pumping station at both
the entry gates.

Notes /Instructions: -
The Contractor shall cover all necessary work/ item over and above mentioned in scope of works,
Tender Drawings, Technical Specifications etc. to fulfil the intent of the BMC for construction of
Harvey Road Sewage Pumping station
