Subject: Haryana State Accounts Service Examination (HSAS), Part-I (OB).

Kindly refer to this office letter no. TA-HR (19T) 2023/ 3147 dated
17.05.2023, vide which online applications (on saral web portal) were invited for
Haryana State Accounts Service Examination (HSAS), Part-I (OB).

2. The applications received upto close of portal have been scrutinized at

the level of Department and applications of 1141 candidates are found with different
shortcomings, due to which these applications are incomplete! non-acceptable.

3. After due consideration and taking a lenient view, for fulfillment of

requirement of shortcomings noticed during the process of scrutiny, Department has
decided to allow an opportunity/chance to said 1141 candidates for providing
complete information and uploading required documents THROUGH SARAL WEB
PORTAL ONLY. A link on Saral Web portal will be provided by the department within
a period of 15 days (approx.). After opening of link, the concerned candidate has to
login by using user ID & password already provided to him (at the time of filling
original application) and the required details & documents should be uploaded by the
candidate on the portal. The portal will be closed after 15 days from the date of its
opening and no further extension of time for submission of documents will be given. If
any candidate fails to upload required complete details/ documents within the
prescribed period, his/her application/ candidature would be rejected without giving
any notice and in such event, the decision of authority shall be final and binding upon
the concerned candidate.

4. In addition, mere uploading of document(s)/ information by any

candidate does not establish his right to appear in the Haryana State Accounts Service
Examination (HSAS) Part-I (OB) Examination. The department shall hold the right to
scrutinize the uploaded document(s)/ information with reference to original
application form, eligibility criteria as prescribed under relevant rules & instructions,
prescribed guidelines for submission of online application etc. and reject the
application without any notice, if document(s)/ information are not found as per
requirement or candidate is not found eligible for HSAS Part -I (OB) Examination, as
per criteria prescribed under relevant rules and instructions.

5. It is made clear that, the required information/ document should be

dully signed by the HEAD OF DEPARTMENT! ORGANIZATION only and documents
signed by any subordinate authority or any other authority at the level of head office
(other than Head of Department/ Organization) would not be entertained. Hence, all
the concerned candidates shall get a certificate/ document from their head of
organization w.r.t. clarification/fulfihlment/ compliance w.r.t. shortcoming indicated
against their name in the list, in due course till the link opens.

6. Prior to opening of porta] the concerned candidates may be informed

about the shortcoming(s) through a separate e-mail on their registered e-mail ID &
text-message on their mobile. However, the candidates should be advised to frequently
check the official website of Department i.e. www.hrtreasuries.gov.in under link

7. In addition, to facilitate the candidates and provide a reasonable time

span for needful action, a consolidated list of 1141 candidates of different
departments, statutory bodies, boards, corporations, federations, authorities,
universities, courts etc. alongwith shortcoming(s) in their applications, is made
available on official website of department i.e. www.hrtreasuries.gov.in under link

An intimation of same is sent to all the concerned 1141 candidates

through text message on mobile for further necessary action and attend the
discrepancies as per above prescribed process. Thereafter, no further opportunity will
be allowed and incomplete application or applications of candidates not found eligible
as per relevant rules & instructions shall be rejected. Further, concerned candidates
are advised to frequently check the website of department i.e. www.hrtreasuries.gov.in
for latest updates.
