The Respondent No. (02) most respectfully submits the report as

under:

Compliance Report with regard to Trauma Centre and Tertiary Care

Hospitals

1. TRAUMA CENTRE AFFAIRS

In pursuance of Hon’ble Court orders, it is humbly submitted that as per

shortcoming/issues of Trauma Center Quetta, as highlighted by the Petitioner, a

meeting was held with concerned Head of Department of BMC stationed in SPH

( Annexure-A).

The meeting was attended by the Units Heads of following Department based

at SPH Quetta.

i) General Surgery

ii) Orthopedics

iii) Neurosurgery
iv) Peads Surgery.

v) Thoracic Surgery

The issues of deficiency of Consultants were discussed at length. Following major

decisions were taken

A) It was decided that Consultants on vacant posts of Trauma Center will be

issued through transfer/posting from the existing faculty of Bolan Medical

College, Quetta , PGMI and other Medical Officers from General Cadre

having Post Graduation qualification like FCPS/MCPS.

In this context the Notifications of various Consultants / Doctors were issued

by the Department. (Annexure /B)

B) To resolve the issue of space in the Trauma Center it was decided that for

post care the patients will be shifted to the respective Wards in the SPH. The

Consultants of the wards will be responsible for post medical care by the

exiting Faculty/Consultants who will be on payroll of Trauma Centre but

will be serving in their respective Wards for routine cases as well. Detailed

SOPs in this regard will be issued by the Heads of Departments and MD

Trauma and the Health Department will issue Notifications accordingly.

C) A per PMC/CPSP Regulations every Post Graduate Doctor is required to

have two months rotation in the ER Department. The Health Department

will issue notification in this regard after consultation with respective

Professors and as per practices in the other sister provinces.

D) As far as the issue of Contract staff of Trauma Center is concerned, the

Summary of extension of Consultants has been sent to the Hon’ble Chief

Minister Balochistan for approval

3. TERTIARY CARE HOSPITALS ISSUES

To resolve the issues of Tertiary Care Hospitals the Government has taken

various initiatives.
A) For the improvement of the Infrastructure Building and Master

planning of SPH a Scheme under the name of “FEASABILITY STUDY

AND IMPLMENTATION OF MASTER PLANNING OF MEDICAL

TOWER AND SURGICAL TOWER IN SPH” was proposed in the FY 201-

22 PSDP and has been reflected with a cost of Rs. 100 Million.

B) There has been huge shortage of Water in the SPH and therefore

another scheme for development of two new water Tube wells/ bores has been

approved in the PSDP 2021-22.

C) There has been a serious shortage of Staff Nurses . A summary

has been moved to the Competent Authority for approval for extension of

Contract Staff Nurses and new recruitment on Adhoc basis against all the

vacant posts of staff Nurses in the Department. With the approval of this

summary the shortage of Staff Nurses will be overcome in the Province.

D) As per the Honorable Court Orders the new Building of Peads

Complex will be used for the Gynae department and this has been declared as

“CENTRE OF EXCELLENCE FOR GYNAE & OBS” with its own

budget . This was proposed and has been approved in the current Budget

E) To have a good health infrastructure and having required machinery

/equipment the Government of Balochistan had proposed a scheme

“COVID-19 AND NATURAL CALAMITIES RESPONSE PROGRAM: with

a cost of Rs. 6044 Million to the Federal Govt . The scheme has been

approved with a costing share of 50:50% between the Govt of Balochistan

and federal Govt. The scheme was approved by the CDWP and the Federal

Govt has transferred its share of funds worth Rs 2936 Million to Provincial

Govt in the month of June . The specific Objectives of the Project are to

upgrade 31 DHQs and 7 THQ-Level Hospitals in one year by establishing

and providing:
 31 ICU/HDUs

 9 Blood Banks

 21 Pathology Departments

 21 Radiology Departments

 21 Gynae and Paediatric Blocks

 21 Fully Equipped Ambulances

With the completion of this Project the capacity of the DHQs and other

major Hospitals will be further strengthen and therefore, it is expected that

work load on the existing Tertiary care Hospitals will be reduced. Thus more

quality of care will be ensured.

F) Furthermore in a meeting held with the Senior Professors in the BMCH,

it was felt that with more autonomy the Major Tertiary care Hospitals and

Teaching DHQs can run properly. Therefore.to give more autonomy to

major tertiary care Hospitals and other Teaching DHQs , the Specialized

Healthcare and Medical Education Department is preparing a Draft Bill in

consultation with Representatives of all Doctors and senior Professors.

With enactment of this Act the Governance , Quality of Care and services

will be improved in the major Hospitals ( Annexure D)

G) A per Honorable Court Order The PGMI has been shifted to Sheikh

Khalifa Bin Zaid Hospital and the MS SPH has been asked to take over the

existing building
