This monsoon safety plan is prepared to provide insight information about hazards predicted
during the Monsoon (June – September) and precautionary measures to be adopted against the
Hazards Predicted.
Hazards and Risk Predicted:

The maximum relative humidity during South West Monsoon is predicted in
between 75% to around 90%...

e) Drowning.
f) Insect bite, Snake bites.
g) Collapse of temporary / permanent structures.
h) Electric shock/fire.
i) Stuck/Skid/Topple of construction vehicles & Personnel skid, slip, trip.
j) Water stagnation, Slush.
k) Fall / Fly of materials at higher elevations due to heavy wind
l) Collapse of soil & Site boundary sheet Barrication.
m) Increased severity of electrocution due to increase in humidity
n) Workers may be under the influence of alcohol.
o) Collapse of scaffolding
p) OH&S Risks.
Precautionary Measures:
Risk Communication Action By
1. Tower Crane-1 provided with Anemometer, HSE team Project In charge/ HSE Dept.
will monitor the wind speed daily and record in HSE
office every 2 to 3 hours and records will be maintained in
our HSE Officer.
2. If a storm is expected during the next 4 hours, HSE team
will communicate to all site area in charges by
telephonically/Emergency Siren will be blown
3. All the workers shall be communicated about the storm by
their supervisors and area In-charges.
4. The emergency procedures shall be implemented with
immediate effect such as leaving the workplace and
reaching to safe place.
5. All the labors and workmen safely evacuated and directed
towards safe place / Safe assembly points
6. No personnel allowed to take shelter near electrical
appliances metal parts.
Since the excavations are being done at site and a lot of machinery and Section In charge/ HSE Dept./
pedestrian movement there are some locations for drowning in the MEP In charge
water.
1. A regular pest control will be done at potential area in the site HSE Dept./
premises to prevent development insects on site. It will be carried out Admin Dept
weekly thrice / as required.

2. Gumboots, full hand sleeves will be used by workmen, staff.
3. Anti-dots for snake bites, insects will be provided.
1. After the heavy rain/flood situations occurs, the site engineers HSE Dept./
along with his supervisor will check the temporary structure Site engineer/Section In-
stability and its condition before sending the employees to work Charge/ Project Manager
on it.
2. If any deviation found in the installed temporary structure, the
checked engineer shall not allow the employees and will consult
their Section In charge & Project Manager Checklist will be maintained &
Tags will be provided.
1. Rain fall protection should be provided all DG sets, PDB’s and bus bars MEP / HSE Dept.
available at sites.
2. Dry rubber mat should be placed in front of all DG’s, panel boards &
change over panels.
3. Check for water accumulation around electrical installation like meter
room, main distribution board, DG sheds, etc., if require elevate the level
for safer approach.
4. Electrical cables shall be routed though overhead level only.
5. All the electrical machineries shall be placed over a dry and safe place
where water accumulation is inevitable.
6. Check all the temporary joints and make them waterproof to the extent
possible and never allow any temporary joint in water. Cable glands will
be provided
7. Do not touch any installation in or near meter room if the wall is wet.
8. Inspect installed RCCB’s & check earth resistance prior to monsoon / will
be inspected on weekly basis / Immediate after rain.
9. Rain protection – raincoat / umbrella, gumboot will be issued to the
workers & Staff as per job need.
10. Avoid / arrest water leakage in all offices / buildings as this may cause
electrical faults / short – circuit in the electrical system.
11. Electrical shock resistant gloves will be provided for electrician
12. Ensure all DB’s are provided with proper grounding & ensure continuity
of earthing loop to all DB’s.
13. Reinforce all subs – distribution boards with further supports / anchors to
avoid board falling.
14. Firefighting tools such as extinguisher and sand bucket will be provided at
Main DB’s
15. Employees will be trained in usage of power tools. Since using power
tools in the rain or wet conditions after the rain can result in electrocution.

1. Welders shall be provided with DRY leather hand gloves after MEP & HSE Dept.

using breath analyzer will be conducted by the security team in Admin Dept.

EMERGENCY RESPONSE ORGANISATION:
The Emergency Organizational structure and the responsibilities of various Key Personnel are
given here under
Site Controller:
The Project In-charge (PM) or in his absence the Construction Manager, Planning Manager /
will retain overall responsibility.
To assess the magnitude of the emergency and decide if employees need to be evacuated
from their workplaces.
To maintain a continuous review of possible development and assess in consultation with
Incident controller and Key Personnel, as to whether shutting of all the operations or
evacuation of persons is required.
To liaise with required emergency services i.e. fire brigade, hospitals, police and
govt./state/local authorities.
To ensure that casualties if any are receiving adequate attention and care.
To control rehabilitation of affected areas after the emergency is over.
Incident Controller:
The Construction Manager or in his absence the Sr. Construction Engineer will act as Incident
Controller. On hearing of an emergency /upon receiving notification he will rush to the scene of
occurrence and take overall charge and report to Site Controller. On arrival he will assess the
scale of emergency and decide if major emergency exist or is likely and inform communication
officer accordingly.
Liaison Officer:
Administration In charge or in his absence the Quality Manager will work as liaison officer
and will be stationed at the main gate entrance during the emergency. He will under the direction
of the site controller handle police/rescue team and other enquiries.
Responsibilities shall be: -
To ensure that casualties receive adequate attention, to arrange additional help if required
and inform casualties relatives.
To control traffic movements into the project site and ensuring that alternative transport
is available when need arises.
When emergency is prolonged, arrange for the relief of personnel and organize
refreshments / catering facility.
Communication Officer:
HSE In charge will act as communication Officer. He will, on hearing the alarm / upon
receiving information proceed to location and maintain communication with the Incident
controller.
Responsibilities shall be: -
From the information received, advise the Site Controller of the situation, recommending
(if necessary) evacuation of staff from assembly points.
Maintain a log of the incident.
Provide advice to Site Controller & Incident Controller from the information received.
