MONSOON PLAN

COVER PAGE
This monsoon safety plan is prepared to provide insight information about hazards predicted
during the Monsoon (June – September) and precautionary measures to be adopted against the
Hazards Predicted.
Hazards and Risk Predicted:

1. Hazards Predicted with source of assumption:

a) Heavy winds with high velocity, approximately 65 km/h to 89 km/h (Supporting


data to http://www.myweather2.com/City-Town/India/Hyderabad/climate-
profile.aspx?month=9)

b) Rainwater with surface run off water (Storm water)


The average annual rain fall in Telangana area is 803 MM and 66.9 mm (2.6 in)
per month. On average there are 81 days per year with more than 0.1 mm (0.004
in) of rainfall (precipitation) or 6.8 days with a quantity of rain, sleet, snow etc.

c) Heavy humidity
The maximum relative humidity during South West Monsoon is predicted in
between 75% to around 90%...

d) Lightning.
e) Drowning.
f) Insect bite, Snake bites.
g) Collapse of temporary / permanent structures.
h) Electric shock/fire.
i) Stuck/Skid/Topple of construction vehicles & Personnel skid, slip, trip.
j) Water stagnation, Slush.
k) Fall / Fly of materials at higher elevations due to heavy wind
l) Collapse of soil & Site boundary sheet Barrication.
m) Increased severity of electrocution due to increase in humidity
n) Workers may be under the influence of alcohol.
o) Collapse of scaffolding
p) OH&S Risks.
Precautionary Measures:
Risk Communication Action By

1. Tower Crane-1 provided with Anemometer, HSE team Project In charge/ HSE Dept.
will monitor the wind speed daily and record in HSE
office every 2 to 3 hours and records will be maintained in
our HSE Officer.
2. If a storm is expected during the next 4 hours, HSE team
will communicate to all site area in charges by
telephonically/Emergency Siren will be blown
3. All the workers shall be communicated about the storm by
their supervisors and area In-charges.
4. The emergency procedures shall be implemented with
immediate effect such as leaving the workplace and
reaching to safe place.
5. All the labors and workmen safely evacuated and directed
towards safe place / Safe assembly points
6. No personnel allowed to take shelter near electrical
appliances metal parts.

Lightning- Precautionary Measures Action By

1. When thunder roars continuously, workers will be sent to Construction Manager/


inside the buildings as the weather may have potential for HSE Dept./
lightning since thunder can be a good indicator of MEP In charge
lightning.
2. Temporary steel structure i.e., tower cranes will be
provided with lighting arrester.
3. Values of Earth pits will be checked on weekly / Daily
basis.
4. Lighting first aid / medical emergency action??
5. Tower crane operations will be suspended.
6. No height / exposed works will be allowed.

Drowning - Precautionary Measures Action By

Since the excavations are being done at site and a lot of machinery and Section In charge/ HSE Dept./
pedestrian movement there are some locations for drowning in the MEP In charge
water.

Below mentioned safety precautions must be adhered to prevent the


drowning at site.

1. Driving around the excavations and large water stagnation area


is prohibited and drivers shall be trained for safe driving during
the moon soon period.
2. Hard barricading, warning flashers, sign boards, lighting will
be provided.
3. All the excavation more than 2meter depth will be provided
with a hard barricade with adequate safety signages.
4. Employees assigned near by the excavation /water stagnation
will be briefed about the hazards and precautions by the works
supervisor before commencing the works activity.
5. Adequate lighting will be provided to cope with night works at
the potential drowning area.
6. Women workers not allowed to work at deep excavation areas
7. No personnel allowed to work around excavation pits during
rain.
8. Continuous De-watering from the excavated pits would be
monitored by the MEP team.

Insect bite, Snake bites - Precautionary Measures Action By

1. A regular pest control will be done at potential area in the site HSE Dept./
premises to prevent development insects on site. It will be carried out Admin Dept
weekly thrice / as required.
1. Ensure the first aid medicine is available at site always
2. Gumboots, full hand sleeves will be used by workmen, staff.
3. Anti-dots for snake bites, insects will be provided.

Collapse of the temporary structure i.e scaffolding, slab shuttering

1. After the heavy rain/flood situations occurs, the site engineers HSE Dept./
along with his supervisor will check the temporary structure Site engineer/Section In-
stability and its condition before sending the employees to work Charge/ Project Manager
on it.
2. If any deviation found in the installed temporary structure, the
checked engineer shall not allow the employees and will consult
their Section In charge & Project Manager Checklist will be maintained &
Tags will be provided.

Electric shock/fire.-Precautionary Measures Action By

1. Rain fall protection should be provided all DG sets, PDB’s and bus bars MEP / HSE Dept.
available at sites.
2. Dry rubber mat should be placed in front of all DG’s, panel boards &
change over panels.
3. Check for water accumulation around electrical installation like meter
room, main distribution board, DG sheds, etc., if require elevate the level
for safer approach.
4. Electrical cables shall be routed though overhead level only.
5. All the electrical machineries shall be placed over a dry and safe place
where water accumulation is inevitable.
6. Check all the temporary joints and make them waterproof to the extent
possible and never allow any temporary joint in water. Cable glands will
be provided
7. Do not touch any installation in or near meter room if the wall is wet.
8. Inspect installed RCCB’s & check earth resistance prior to monsoon / will
be inspected on weekly basis / Immediate after rain.
9. Rain protection – raincoat / umbrella, gumboot will be issued to the
workers & Staff as per job need.
10. Avoid / arrest water leakage in all offices / buildings as this may cause
electrical faults / short – circuit in the electrical system.
11. Electrical shock resistant gloves will be provided for electrician
12. Ensure all DB’s are provided with proper grounding & ensure continuity
of earthing loop to all DB’s.
13. Reinforce all subs – distribution boards with further supports / anchors to
avoid board falling.
14. Firefighting tools such as extinguisher and sand bucket will be provided at
Main DB’s
15. Employees will be trained in usage of power tools. Since using power
tools in the rain or wet conditions after the rain can result in electrocution.

Stuck/Skid/Topple of construction vehicles & Personnel skid, slip,


Action By

1. As reasonable as practicable the access to the workers, shall
ensure without slippery slush and other slippery materials.
2. A good housekeeping shall be ensured which will prevent Project In charge/

passage.
4. Main access to the site shall be inspected for its safe condition
for entry of vehicles into it and only upon the satisfaction of the

5. Heavy vehicles with above the weight of 20 Tons shall not be
allowed inside the site after rain/until the suitable road
condition.
6. If the site condition roads are slippery /slurry, The HSE officer
will communicate the site security team and Admin not to allow
the vehicles to site.

Water stagnation, Slush -Precautionary Measures Action By


1. Total 02 water collection points will be provided in the site
where the pumps will be ready to pump the water outside. Project In charge/ MEP /
 1st Water collection point at N-E Corner near Block-B HSE Dept.
 2nd Water collection point at Main Gate.
2. If other nearby location water stagnation found the same will be
pumped to the above-mentioned collection points.
3. From the collection point water will pumped out through (North
East side towards to service road drainage line)
4. Following dewatering pumps readily available at site to pump
out accumulate water at excavation.
a) 01HP Submersible-2 Nos
b) 7.5 HP submersible – 01 No’s.
c) 1.5 HP Submersible- 01 No’s.
d) 150 RMT 4” flexible canvas hose pipes

De watering crew will be provided under the supervision of a


supervisor & an Electrician.

Height work, Fencing materials and materials above the height of

Soil Collapse-Precautionary Measures Action By

1. Excavations shall be examined by the Site Engineer before HSE Dept./

Increased severity of electrocution due to increase in humidity-


Action By
Precautionary Measures

1. Welders shall be provided with DRY leather hand gloves after MEP & HSE Dept.
the rain.
2. Welding activities shall be postponed during the rainy conditions
and drizzling.
3. Power hand tools operators will be engaged with leather hand
gloves & Tools will be inspected by MEP & Safety Dept Prior to
start the work.

Workers may be under the influence of alcohol.


Action By
-Precautionary Measures

1. A regular monitoring and sudden checking of alcohol test by HSE Team/Security team &
using breath analyzer will be conducted by the security team in Admin Dept.
conjunction with HSE team especially in night shifts.
2. Frisking will be done.
EMERGENCY RESPONSE ORGANISATION:

The Emergency Organizational structure and the responsibilities of various Key Personnel are
given here under

Site Controller:

The Project In-charge (PM) or in his absence the Construction Manager, Planning Manager /
will retain overall responsibility.

Responsibilities shall be: -

 To assess the magnitude of the emergency and decide if employees need to be evacuated
from their workplaces.
 To maintain a continuous review of possible development and assess in consultation with
Incident controller and Key Personnel, as to whether shutting of all the operations or
evacuation of persons is required.
 To liaise with required emergency services i.e. fire brigade, hospitals, police and
govt./state/local authorities.
 To ensure that casualties if any are receiving adequate attention and care.
 To control rehabilitation of affected areas after the emergency is over.

Incident Controller:

The Construction Manager or in his absence the Sr. Construction Engineer will act as Incident
Controller. On hearing of an emergency /upon receiving notification he will rush to the scene of
occurrence and take overall charge and report to Site Controller. On arrival he will assess the
scale of emergency and decide if major emergency exist or is likely and inform communication
officer accordingly.

Responsibilities shall be: -


 Direct the shutting down operations and evacuation of the affected areas and areas likely
to be adversely affected by the emergency with the priorities for safety of personnel,
minimize damage to plant, property & environment and minimize loss of materials.
 Ensure that all Key Personnel and outside help is called in.
 Provide advise & information to emergency team when they arrive.
 Ensure all non-essential workers/staff of the areas affected are evacuated to the
appropriate safe location and the areas are searched for casualties.
 Ensure continuous contact is established with emergency control center.
 Report on all significant developments to the communication officer.
 have regard to the need for preservation of evidence so as to facilitate any enquiry into
the causes and circumstances which caused or escalated the emergency

Liaison Officer:
Administration In charge or in his absence the Quality Manager will work as liaison officer
and will be stationed at the main gate entrance during the emergency. He will under the direction
of the site controller handle police/rescue team and other enquiries.
Responsibilities shall be: -
 To ensure that casualties receive adequate attention, to arrange additional help if required
and inform casualties relatives.
 To control traffic movements into the project site and ensuring that alternative transport
is available when need arises.
When emergency is prolonged, arrange for the relief of personnel and organize
refreshments / catering facility.
Communication Officer:
HSE In charge will act as communication Officer. He will, on hearing the alarm / upon
receiving information proceed to location and maintain communication with the Incident
controller.
Responsibilities shall be: -
 From the information received, advise the Site Controller of the situation, recommending
(if necessary) evacuation of staff from assembly points.
 Maintain a log of the incident.
 Provide advice to Site Controller & Incident Controller from the information received.
