Dear Sir,

We thank you for the given inquiry for inspection of the Water supply pipeline network of CMWSSB,
Area-04_Depo-39 through robotic solutions of Solinas Integrity Private Limited, Chennai. We take great
pleasure in submitting our offer for the same. The proposal is for a pilot partnership of a minimum of 15
days which will allow us to understand the challenges and improve our offering as well. Later we can
grow this partnership as per mutual benefits.

We are highlighting some key benefits to the CMWSSB, Area-04_Depo-39 along with the availability
to inspect a pipeline any time there is a need and pinpoint the leak or fault point. This will help
CMWSSB, Area-04_Depo-39 to save money, time and manpower required for maintenance of pipelines
and provide critical data points required for the same.

1. Immediate action on contamination complaints: Using our robot, we can immediately act on
contamination complaints. At the same time, we can do regular inspections in high contamination-prone
areas that will allow us to improve the service and reduce shut-downs.
2. Reduction in the water leakage through early detection of leaks.
3. Reduction in the amount of labour required to manage breakdowns, digging, etc.
4. Condition Assessment of the pipelines laid down by the CMWSSB, Area-04_Depo-39 .

Terms and Conditions:

2. Payment Terms: Monthly, with charges of 1st month to be paid in advance.
3. The proposal and this quotation are confidential between Solinas & CMWSSB, Area-04_Depo-
39 . If the quotation is shared with any other third party, then it may stand null and void.
4. Quote is valid to be accepted only till 10th April2023 & is non-binding in nature.
5. Client will be solely responsible for the preparation of access points for robot insertion (i.e.,
excavation of the pipelines)

ANNEXURE I
1. Introduction
MJP-Amravati, among several intervention areas, expressed that they would require services inspection
and rectification of ingress and egress of water in their pipeline network along with identification of
defects points in their pipeline network. SOLINAS INTEGRITY PVT. LTD suggested that the
robotic solutions of Solinas Integrity Private Limited, an IIT Madras incubated product would be
available for conducting an inspection of the water pipeline network.

Prospective analysis of the pipelines which are laid down by CMWSSB, Area-04_Depo-39 has evinced
keen interest in conducting a rapid inspection of the water line network using Solinas Integrity Private
Limited. This inspection is expected to check the condition of the water supply pipeline systems.

As a part of the project, Solinas Integrity Private Limited would-be performing condition assessment of
Water supply lines of various sizes to detect critical defects and identify their locations, for
corresponding corrective actions to be taken at specified sections of the pipeline with minimal digging
of the roads.

2. Scope of work
Solinas will have one of the units of Endobot stationed in the city, along with two of our operations
engineers. CMWSSB, Area-04_Depo-39 will also have the option to use any other product from the
Endobot portfolio as per the need of the inspection. Solinas will also have an Operations Lead sending a
detailed report about the progress of the CMWSSB, Area-04_Depo-39 team on a monthly basis.

Objectives:
The inspection will provide the following benefits to the CMWSSB, Area-04_Depo-39 along with the
availability to inspect a pipeline any time there is a need and pinpoint the leak or fault or
contamination point. This will save a lot of digging time, effort, and cost for the operations team.

material should be included in the integration process.

6. Defect data included in the integration process include defect image and GIS location

7. The dashboard should be able to plan the inspections update the current status of various defects

8. The dashboard should also have the provision to download inspection reports of a set of inspections in
one go
Deliverables:
- Availability of an inspection robot in the city from starting of the date of the project and two full-
time dedicated manpower for operation and reporting
- Inspection of pipelines for leak/crack detection, contamination, sewage, or corrosion for any
pipeline above 90 mm
- Live video feed for visual inspection using the high-resolution camera
- Detection and localization of internal features/defects such as –
● Updated diameter, if different from GIS (once the data is shared)
● cracks, fractures, or holes
● contamination zones
● leakage, seepage, or corroded areas
● internal coating damages or wall loss or deformation, if laser profiling is possible
● separated or open pipe joints
● foreign bodies or blockages
- Monthly report of all inspections as per the format discussed.

Note: The responsibility for providing the access point for entry as well as pipeline rehabilitation lies
with the CMWSSB, Area-04_Depo-39

Principle and Tools to be used:


There are multiple principles used for the inspection of pipelines using our system. Here are the
following:

1. Live inspection: Endoscopy with the use of a camera and a crawler


2. Mapping of entire pipeline & calculation of ovality/effective diameter: Using Laser Projection
3. Analytics on the image: Data Analysis and computer vision

Tool: Solinas Endobot systems (SES) of Solinas Integrity Private Limited is an entire unit that mainly
consists of a remotely-operated robotic vehicle that carries multiple sensors over-board to perform
endoscopy of pipelines, i.e., for internal condition assessment and to identify various kinds of defects. It
consists of the crawler, a camera, a winch, a DVR, and the laser profiling system.

3. Intellectual Property Rights


The Robotic Pipeline Inspection equipment and all of the intellectual property linked to it, inclusive of,
but not limited to, the design, layout, software, and interface is the property of Solinas Integrity Private
Limited (hereinafter called as "Solinas"). Also, any improvements or derivative works on the equipment
during or after the work, whether or not arising out of project requirements, need, and suggestions of the
client shall be the property of Solinas, to which the client shall have no claim thereof.

4. Rates and Measurement


I. All sections of pipe (from all access points) inspected fully or even partially (if they are in
accordance with Section 5: "Completeness of Work") is to be accounted as fully inspected.

II. An inspection shall be performed once in every line and the client shall be shown the live video
of the same in real-time while performing the inspection. It is the client's responsibility to satisfy
themselves and check the condition of the pipe as per their requirement at that time.

III. A normal working day consists of 8 hours of working time.

5. Completeness of Work
I. All pipeline inspections shall be executed in the presence of the client's appointed Project- in
charge/Engineer-in-Charge/Representative who shall be viewing the inspection in real time.
They shall have the right to direct Solinas’ operator to show them the condition of the pipeline
to their satisfaction. Once satisfied they have to sign the Site Survey Sheet (SSS) provided by
Solinas, as a record of the completed work. This shall be deemed as the successful completion
of the inline inspection and/or conditional assessment of that section of the pipeline.

II. The inspection system shall be introduced into the pipe section from one side and if the
inspection system cannot move forward due to bend, deformity, obstacle, et cetera, it shall be
taken out and introduced into the pipe from the other end. The inspection system shall then be
moved towards the other end as far as possible without endangering the inspection system. It is
the client's choice to allow the inspection from the other side. In either case, the inspection of
that pipe section shall be considered complete.

● Identification of Change of material inserted in the Pipe along with Image
● Branches Details at Road Junction Points as required by the Engineer
● Details of Location of Hidden valves if any identified.
● Details of Ferrule points in the pipelines.
● Details of Locations of unplugged tapping points.
● Details of house service connections from feeder main
● Suitable drawings with hard and soft copy of the locations of findings such as
leaks,damages etc.

6. SOLINAS Responsibility
I. SOLINAS will appoint a "Business Relationship Manager" to oversee the works executed by
Solinas and its subcontractors. It is the responsibility of the Business Relationship Manager to
ensure that the inspection work after desilting (if necessary) has been completed satisfactorily.
Solinas shall perform real-time inspection and conditional assessment of the water pipeline and
the same shall be viewed by the Business Relationship Manager in real-time on-site through the
control panel monitor. The line shall be thoroughly checked and the signature of the Business
Relationship Manager shall be required on the Site Survey Sheet (SSS). The work shall not
proceed to the next site until the signature is acquired on the Site Survey Sheet (SSS) from the
business relationship manager.
7. CMWSSB, Area-04_Depo-39 Responsibility

I. CMWSSB, Area-04_Depo-39 will arrange/ obtain permissions/ approvals/ NOCs for the
execution of work at the site as per local laws. Solinas shall not be responsible for claims of
losses arising out of a lack of such permissions/approvals/NOCs. All local issues shall be in
Client's Scope.
II. CMWSSB, Area-04_Depo-39 shall provide covered space with security free of cost for safe
keeping of the equipment within or near the project area.
III. CMWSSB, Area-04_Depo-39 shall provide a comprehensive list of selected locations along
with a total length of each type of pipe diameter that is to be inspected and an access point to the
pipeline must be provided every 100-150 meters.
IV. CMWSSB, Area-04_Depo-39 is required to perform the initial survey of the concerned project
site including all pre-inspection activities like a topographical survey of the project area
including identification of water pipelines to be inspected, any measurements using a total
station or other survey devices, confirmation of accessibility of the identified water pipelines and
any other asset mapping if required.
V. CMWSSB, Area-04_Depo-39 shall provide obstruction-free access to facilitate safe access for
the equipment into the water pipeline.
VI. 1-2 people should be provided as labour will vary as per the current condition of the inspection
site and the pipeline, which may include inspection site preparation and getting the entry point
for the robot, Getting the jet rodding done, and support in the handling of the bulky inspection
equipment during the inspection at site and moving from one site to another. CMWSSB, Area-
04_Depo-39 is also responsible for the safety of the Labour provided by them for this activity.
VII. CMWSSB, Area-04_Depo-39 is required to ensure that the water pipeline where the inspection
work has to be executed, is prepped properly in advance. Requisite excavation of the pipelines,
availability of the labour preparation at the pits, clearing of the blockages, and stoppage of flow
as required should be completed before the arrival of the inspection team.
VIII. Power supply in a single phase for the smooth running of the inspection equipment. Prior to the
inspection, a pipe layout may be provided.

8. Deliverables

SERVICE AREA: Areas of interest to CMWSSB, Area-04_Depo-39 .


The report shall be submitted to CMWSSB, Area-04_Depo-39 - An electronic copy of the inspection
report along with videos on a CD / DVD.

Note: Since, the report is essentially an expert interpretation of the observations made through the
robotic inspection, CMWSSB, Area-04_Depo-39 approval of the report is not envisaged. The report
also contains the verbatim copy of the condition of the pipeline for post-mortem analysis. CMWSSB,
Area-04_Depo-39 is free to make its own deductions from the analysis of the same.

9. Timelines
I. Advance: 1st-month advance needs to be done along with the release final work order.
II. Execution time: Starting the work within 4-6 weeks of the work order. This projection is only for
planning purposes. This estimate is being given on a best-effort basis since the normal time of
completion is as per the timelines mutually agreed upon and hence cannot be held liable for any
penalty or deductions whatsoever.
III. Submission of report: A report of the completed works shall be submitted on a monthly basis
based on measurement.

10. Labour Laws


The agency shall have to comply with all statutory rules and regulations of the Government of State and
the Government of India such as the contract labour act and employees' provident funds in regard to
labour engaged by the firm.

11. Non-Disclosure
The agency shall not, except as authorized or required by the agency’s duties, here under reveal or
divulge to any person or entity any information concerning the survey, design, data, methodology,
drawing, and documents which shall come to the agency knowledge during the continuance of this
work order. The agency shall keep and maintain complete secrecy of all the confidential information
entrusted to the agency and shall not use or attempt to use any such information in any manner which
shall injure or cause loss either directly or indirectly to the client -CMWSSB, Area-04_Depo-39
interests. Similarly, the client shall also keep and maintain complete secrecy of survey methodology,
robotic equipment/technology details, pricing structure/quotation, and any such information in any
manner that might conflict with the service provider - Solinas’ interests.
ANNEXURE II

Case Studies and Impact Created by Solinas Integrity

Solinas Integrity has performed operations in various cities of Tamil Nadu and Orissa.

Clients in water and urban infrastructure industries have approached Solinas Integrity for identifying
various types of problems hindering the day-to-day pipeline operations, that is thereby decreasing the
efficiency of operations and compromising the quality of water being supplied in the pipelines.

These three case studies are presented below demonstrating the on-field inspection works carried out,
the successful identification of certain causes of the issues, and the impact created after the inspection
performed in each of these cities.

Case Study 1: Detection of Sewage Contamination Point on underground


drinking water pipeline in Chennai.
Water is supplied by Chennai Metro Water Supply and Sewerage Board to residents of Panchali
Amman Koil Street, Chennai, through underground Cast Iron pipelines from the main distribution line
to households. There have been complaints by end-users about receiving colored and smelly water in
their taps for a few months. As a response, the water supply ceased to study plausible causes of the
issues reported. A pipeline running along the street was suspected of leaks, which could be the source
of contamination.
Solinas Integrity has been
approached to investigate the problem further using inline inspection. The main objective of the inline
inspection was to detect the leakage on the pipeline responsible for the contamination and identify its
location, for corresponding corrective actions to be taken at specified sections of the pipeline with
minimal digging of the roads.

Solinas Integrity’s team performed the inline visual inspection of the pipeline, identified severe
contamination, detected the leakage and its location, and submitted a detailed condition assessment
report to the client suggesting further actions to be taken by the client.

Case Study 2: Detection of Sewage Contamination Points and condition


assessment of underground drinking water pipelines in Trichy.
Water is supplied by Tamil Nadu Water Board (TWAD) to residents of Trichy, through underground
cast Iron pipelines from the main distribution line to households.

The residents of many colonies have been receiving sewage-contaminated water due to the presence of
leakages or no water at all due to the accumulation of blockages in the water pipelines. Fifteen most
affected areas have been shortlisted for repair and restoration.

Solinas Integrity has performed an inspection at these fifteen sites and found sewage contamination in
thirteen sites and blockages at several sites. The locations of these places have been marked above the
ground and a detailed report with all the findings is submitted for further maintenance actions. A few

Case Study 3: Detection of leakages on underground water pipeline


network and reduction of leakage by +70%
With an aim to provide safe and clean drinking water 24x7 to every urban household in the state, the
Odisha Government a pilot project is being implemented through underground Ductile Iron pipelines
from main distribution line to households. Flow meters are installed at the pump stations as well as at
individual households to measure the actual demand and supply. It is observed that the actual demand is
about 4 (Lakh Litres per day) LPD while 12 LPD is being supplied to cater to this demand. The gap
between the supply and demand 8 LPD is reported to be lost in the pipeline system. Various methods
have been tried by the Municipality to identify the leaks but could not succeed.

Integrity - an IIT
Madras incubated start-up, specializing in robotic solutions for inline inspection of pipelines has been
approached by the authorities of the Odisha water supply team. The main objective of the inline
inspection was to detect leaks and identify their locations on the underground water pipeline network.

Solinas Integrity has performed the inspection on the suspected water line of over 300 m and identified
25+ leakages which are developed due to improper joining of house service connections. The locations
of these leaks are marked on the ground along the pipeline network. After the inspection is performed
the leakages are attended and the overall leakage is reduced by more than 70%. The repair work is
presently ongoing and the overall leakage is expected to reduce by 90% thus saving almost 7 Lakh
Litres per Day. A few pictures of the observations are shown below.
