1. The purpose
This method statement outlines the Site clearance, Grubbing, Topsoil removal Site Leveling & Grading.
The detailed guide will provide the dear steps undertaken to complete the process of the site activities in a safe,
systematic, and efficient manner in compliance with the statutory and environmental requirements.

The procedure will include the removal and disposal of all plants, equipment components, materials,
waste, existing structures and topsoil stripping, and Site Leveling & grading, prior to the initiation of the earthworks and
structural works within the boundary of the construction of the project Rough Grading & Development of Infrastructure,
Public Utilities and Roads
2. Responsibilities
The Construction Manager within whose scope of works the site clearance are taking place shall be
responsible for ensuring that the site clearance activities are carried out in accordance with this procedure. The site
manager is responsible for induction, briefing and advising of all personnel and site visitors.

5. Site Clearance Work Methodology

Clearing and Grubbing


The process of clearing and grubbing is the removal of all trees, bushes, vegetation, rubbish and any other
relevant obstruction within the line of work.

1. Establish the survey markers to indicate the working area for the site clearance.

2. Produce a record of conditions that includes a photographic survey to be agreed by the engineer, Landowners
and any relevant authorities prior to commencement.

3. Takeout a topographic survey on land that may be affected by ROW operations and serve as a basis for final
reinstatement.

4. Identify and Mark clearly all the trees. to be felled prior to the commencement of the operation.

5. Remove all the marked trees, bushes, vegetation, stumps and roots to their full depth, while ensuring that
the following precautions are implanted:
 Minimizing the felling of trees and loss of topsoil.
 Avoid unnecessary damage to the trees, crops, trunks and canopy by machines or other disturbances.

6. Construct temporary roads when needed, to provide better access to vehicles and equipment.

7. Remove unusable and hazardous materials accordingly to the following:

• Test any hazardous waste or material discovered and report to the Engineer before undertaking any action.
• Remove or dispose off-site all materials which are not considered of value by the Engineer.

• Remove any loose boarders or materials located outside he ROW that may impose danger to the constructions.

• Separate and load all materials to locations shown on drawings or approved by the Engineer.

• Obtain the written arrangement for the disposal locations outside the ROW from the owner or governmental
authorities.

8. Backfill and compact the cavities of the surrounding ground.

9. Maintain the surface in a clean, tidy and stable condition allowing it to fall water and to prevent ponding.

6. Removal of Existing Structures


The procedure involves the safe removal of all existing structures such as walls, fences, drainage, water
pipes, and cables while ensuring that alternatives are found to resume their existing functions.

1. Inspect Measure and Report to the Engineer for major structures, underground structures, manholes, wells and
similar items to be removed. No action will be taken until the Engineer provides his instructions for disposal.

2. Backfill and Compact voids lift after removal with suitable material and compacted density similar to that in the
surrounding ground. Fill with aggregate or sand in case of compaction is impractical unless another treatment is
shown on the drawings or instructed by the Engineer. The backfilling procedure is carried out in the Backfilling
Method

7. Topsoil Removal Method


1. Establish survey markers to identify the working area in which the removal of topsoil is required.

2. Strip the topsoil to the subsoil level or as instructed by the Engineer.

3. Use tracked equipment such as a bulldozer.

4. Dispose of and stockpile the topsoil separately from subsoil or other excavated material for subsequent reuse
in covering the required areas. Ensure that sufficient material for this purpose is preserved.

5. Ensure the following steps are undertaken where cables and underground services are detected:

Storing of topsoil shall be prohibited in the following areas:


• Under overhead electrical cables.
• Areas where structures are to be erected or materials are to be stored.

• Within 5 meters of a watercourse or ditch.


• Within flood plains, unless gaps in possible water pounding areas are left in the stockpile to allow water to
pass through.

2. Spread the topsoil over the required areas in a uniform pattern, followed by compaction and leave it with a neat
and tidy appearance.
3. Grade sufficient portions of the ROW that are necessary to assist with subsequent construction operations after
completion of clearing works and topsoil striping.

8. Site Leveling & Grading Work Methodology

1. Pre Requirements
Permit to Work (PTW) shall be raised for clearing, grading and leveling, clearly mentioning the location of work, size of
area, and levels.
The area shall be surveyed and marked to the lines and levels shown on the drawings.
The area of work shall be cordoned off using safety barricading to stop trespassers.
Assign sufficient banks man, helpers, and supervisors at the site prior to the start of work.
Required sign boards such as "MEN WORKING" "DANGER" and warning boards will be placed to indicate the work.
Ensure the working area at any confined space is free from any Hazardous Gas by proper Gas testing using the Gas
testing instrument.
Proper protection shall be provided to the adjacent structure prior to start work.
Fences and minor structures of any character or upon within the limits of the works and not necessary for the
construction shall be removed carefully and stored neatly for reinstating after the construction works.
If any Survey points, bench marks, boundary stones and markings fouling on the area shall be removed only with the
client's written consent and shall be stored and reinstated according to the consultant's instructions.
Check the area of work to find out any underground facilities other than listed in a topographical survey by:
Using appropriate detective equipment, such as a cable detector. metal detector etc
• Check existing exposed work nearby area to find out and existing underground facilities.
Refer to available As-built drawings from the client.
Take trial/ test pits to find out existing underground pipes, and structures.
Check the indication marks, signs, and manholes nearby the area and find out the path of services.

2. Work Methodology
Remove the top layer of soil approximately 300 mm depth which includes vegetations, grass, rocks, and roots of
vegetations. All rubbish, and any other unacceptable material.
Level the area with approved filling materials as per the requirements of projects and approved drawings.
During the progress of the leveling and grading work, the site shall be kept clean. All rubbish, surplus materials, and
unneeded construction equipment shall be removed, and all damage repaired so that inconvenience is reduced to a
minimum. The project site shall be kept in a sanitary condition.
Decontaminate the premises and grounds as necessary to prevent the breeding of insects or vermin.
Where material or debris has washed, flowed into, or been placed in drains, pipes, or structures, whether existing or
installed under the contract, such material or debris shall be entirely removed and satisfactorily disposed off.
The drains, pipes, structures, etc., shall be left in a clean and neat condition.
Removal and disposal of construction debris, all useless materials, rubbish, rocks, stones, excess/waste asphalt and
concrete, excess/waste materials, shipping materials, rebar, and other metallic debris generated by the project or
placed inside and outside the project site to approved disposal area.
With the exception of areas to be excavated, all depressions made below and ground surface by the removal of rubbish
or existing works shall be refilled with suitable material and compacted to the satisfaction of the consultant.
Levels shall be maintained as required by the project specifications and consultant.
Disposal and Hauling
Haul, load, and transport the removed materials from the site and dispose in an approved or designated dumping area.
Waste material shall not be allowed to blow or spill into any public or private property during

9. Project Risk Assessment


Works shall be carried out in line with the issued Health and Safety, Control, Monitoring and

Inspection Plan. The risk Assessment sheet for each activity shall be prepared by a specialist before commencing any activity.

10. Health and Safety Requirements


The occurrence of site accidents should be kept to a minimum, A Health, Safety, and Environment Plan will be
provided at the site to ensure the smooth running of works in a safe manner, taking into consideration the following
precautions:

a. Ensure that all safety precautions and recommendations outlined in the Risk Assessments have been applied.

b. Make sure that:

i. All personnel including Third Parties are safety inducted prior to site entry.

ii. Workers are trained and competent in their duties.


iii. Operators are qualified, hold licenses for machine operation, and trained in the maintenance
of machinery.

iv. All tools and equipment are in safe and good condition.

c. Provide a First Aid Facility on the working Site in case of minor injury treatment.

d. Arrange for all personnel the pertinent Personal Protective Equipment (PPE) including a safety helmet. Safety
boots (Boots up to the knees. are required when clearing shrubs and trees, to avoid snake bites), ear/ eye
protectors, dust mask, gloves and reflective vest (when working in the vicinity of the road or nearby the
excavator or other heavy

e. Place warning signs, barricades, lighting or fences at relevant locations such as:

i. Critical excavations
ii. Pedestrian crossings
iii. Main roads where traffic flow is disturbed by work - Use signal men wearing highly visible
clothes to arrange traffic.

iv. Demolition areas - Produce structural engineer assessment to ensure a safe demolition process.

f. Arrange with the owners of third-party services like telephone lines, cables, pipelines or other types of utilities, to
make secure the use and operation of the utilities. Consider all cables as "Live" unless otherwise indicated, and
adopt a safe system o work when such cables cannot be terminated.
g. Contact Authorities to determine the presence of any explosive or un exploded bombs, or upon finding any
suspected danger.

h. Investigate fall prevention methods to identify the presence of any abandoned wells or drainage systems
to prevent personnel from falling in it.

i. Ensure safe access to the right of way and maintain the permanent and temporary access roads in good
condition during construction activities.
j. Prevent sliding of materials along the slope.
k. Check Cover and secure all materials debris prior to its movement outside the site.

11. Environmental Requirements


Site Clearing, Topsoil Stripping and Grading shall be carried out in accordance with requirements as described in the
Contractor's Environmental Management and Monitoring Plan, taking into consideration the following precautions.

Site Disturbance:

a. Ensure that the site is kept in a tidy condition at all times and that all the waste generated by the works is
cleared from the site.

b. Do not bum combustible material arising from clearance on site without the written consent of the Engineer

c. Switch off all vehicle engines when not in use to minimize combustion emissions. Collect and Dispose of
used chemicals and engine oils in appropriate containers, prohibiting their discharge to land or surface
waters.
d. Store all removable items which are to be preserved on site in a safe location and manner appropriate to
their nature.
e. Protect all trees, shrubs, walls, buildings and other items that are to be preserved from injury or damage.
f. Nesting birds are not to be disturbed as far as practicable.
g. Install all required drainage measures to prevent erosion and washout caused by surface water during times
of inclement weather conditions.
h. Disturbance beyond the Right of Way:

k. Prevent trespassing beyond the ROW for any personnel or equipment.
l. Avoid or minimize the land damage caused by the operation of vehicles.
m. Protect all Ecological areas or Archaeological sites from any damage.
n. Report any complaint by the public to the Community Relation Manager.
o. Public Roads Disturbance:
p. There shall be no unauthorized creation of access routes to otherwise inaccessible areas.
q. Reinstate any damage caused by construction traffic to roads,
r. Form shallow areas near entrance/exit at public roads for vehicles wheel washing before leaving the site.
s. Minimize he project footprint at the ROW and any access roads.
t. Water pollution:
u. Identify any watercourse surface or field drains that maybe affected by the work.
v. Do not strip soil up to tile edges at any watercourse, stream or drainage.
w. Do not discharge or allow water contaminated with silt to enter a watercourse or drain,
x. Consider surface water path once vegetation is cleared.

Noise & Dust:


1. Check with residents or occupied premises that they are aware of the risk.
2. Keep noise to the lowest possible amounts and wear ear protection when necessary.

3. Use selective water sprays or other pertinent controls to minimize dust created during demolition and
loading activities causing hazardous to surrounding vicinity and works.
4. Put eye goggles and dust mask to avoid eye wound and dust inhalation.

12. Quality Control Requirements

Document the conformance of site construction through inspections, examinations and tests which serve as a
reference to the Quality Control, Monitoring, and Inspection Plan.
