EVENT PROPOSAL

1. Event Name:
SANGAM YOUTH PARLIAMENT 2025

2. Description:
This is an individual event where participants will be allotted portfolios of
members of Indian Parliament. The participants will be able to test their
diplomacy, cooperation, and effective debating skills as showcased in the actual
Indian Parliament.

3. Structure:
3.1) Timings: 9:00 AM to 1PM
3.2) The competition will be a single round event, which will be divided
into sessions of smaller duration as per the flow of the committee and in
accordance with the established rules of procedure.
3.3) Portfolio allotment: Participants will get to submit 3 preferences out of
which they will be allotted a portfolio by the organizing committee.

4. Guidelines:
4.1) Eligibility criteria: Students from the below classes are eligible to
participate: 1HP, 2HP, 3HEP, 3EPS
4.2) Registration: Online mode only

5. Judging Criteria:
5.1) The event will be judged by a panel of 2 judges (one of whom will be a
professor from the ISPH department, Central campus and another member
will be a resource person from outside Christ University. Also, a student
doing his/her UG under the ISPH department will be assigned the role of a
Scribe.

5.2) RUBRICS:

PoIs + Substantive Chits - 20

Portfolio Representation - 5
Lobbying – 15

6. Resources Required:
6.1) VENUE: Assembly Hall, block 2, central campus
6.2) STATIONERY ITEMS:
● Posters for the event promotion

● Placards with portfolios printed on them

● Chit pads (for participants) and notepads (for judges)

DETAILED GUIDELINES AND RULES OF PROCEDURE TO BE


FOLLOWED IN SANGAM YOUTH PARLIAMENT 2025

Introduction
The Youth Parliament Rules of Procedure are established to govern the conduct of
Parliamentarians and facilitate the smooth functioning of the house. These rules
aim to promote diplomacy, cooperation, and effective debate as showcased in the
actual Indian Parliament. The Sangam Youth Parliament, 2025 shall be a joint
session of Rajya Sabha and Lok Sabha, and shall showcase portfolios accordingly.
Keeping in mind the smooth functioning of the house and the committee time, the
Executive Board has allowed the use of English language as the only medium of
communication in the sessions.
1. General Rules:
1.1. All Parliamentarians are expected to conduct themselves in a professional and
respectful manner throughout the conference.
1.2. Parliamentarians must adhere to the principles of diplomatic decorum,
abstaining from the use of inflammatory language, personal attacks, or disruptive
behavior.
1.3. The Speaker reserves the right to enforce these rules and maintain order
throughout the proceedings.

2. Speaking Rights:
2.1. Parliamentarians must raise their placards and seek recognition from the
speaker to speak.
2.2. Once recognized by the speaker, Parliamentarians may begin their speech,
adhering to the allotted speaking time.
2.3. Parliamentarians are encouraged to address the speaker and fellow
Parliamentarians with courtesy and respect.

3. Motions and Amendments:


3.1. Parliamentarians may propose motions such as "Motion to Open Debate,"
"Motion for a Moderated Caucus," or "Motion to Adjourn." Since, this is an Indian
committee, the Parliamentarian may propose a motion in the verbatim “I, (Portfolio
Name), propose a motion to…”
3.2. Motions must be seconded by at least one other Parliamentarian to be
considered.
3.3. Amendments to motions may be proposed during debate and require a
seconder to be considered.

4. Points
4.1. Point of Order (POO): Is brought in, when there is either a logical
fallacy/factual inaccuracy in the statement of another parliamentarian.
4.2 Point of Information (POI): Recognized based on discretion of the Speaker,
raised as a question on the content of another parliamentarian’s speech.
4.3 Point of Parliamentary Enquiry (POPE): Raised regarding the
proceedings/Rules of Procedure of the committee; Does not carry marks.
4.4 Point of Personal Privilege (POPP): Raised to aid the personal
space/requirements of a parliamentarian such as using the restroom or so. Does not
carry marks.

5. Yields
5.1 Yield to Speaker: In case there is time remaining in the allotted speaking time
for the parliamentarian, they can choose to yield the remaining time to the Speaker
to use per their discretion.
5.2 Yield to Questions: In case there is time remaining in the allotted speaking
time for the parliamentarian, they can choose to yield the remaining time to
questions and POIs.

There shall be no yield to comments.

6. Chits
May/May not be addressed to EB depending on content of the chit. If the
parliamentarian deems it necessary that the chit has to be marked, they need to
send it to another member via EB. Chits are written as either
POO/POI/Substantive.
Substantive Chits are written, when there is no time to entertain more speakers.
Carries the same marks as a speech.

Hints for more marks: Chits can also be directly addressed to the EB in case of
POOs to avoid providing an opportunity for another delegate to reply to it. These
shall be marked and not sent further than the EB.

7. Right to Reply: Used when there is a personally inflammatory statement made
against a delegate. Carries highest marks. Validity decided by Speaker/presence of
Organizing Heads.

These are all the ROPs that come to our minds right now. The EB reserves the
right to perceive and interpret ROPs sensibly, to slow or increase committee flow.
The session shall also include, if consensus made, Round Robin, Question Hour,
Zero Hour and possibilities of expressions of Theatrical Dissent.

There are sets of different marks for Zero Hour, Round Robin etc. reserved upon
discretion of EB, and based on Committee Flows.
