Before relieving the above promoted official, the controlling officer must ensure that the
Strike/Dharna period of the above promoted official, if any, is regularized as per the instructions
issued vide Memo No. 3458/4314 dated 11.06.2024 by office of Dy. Secy./ Industrial Relation
Department, Patiala. Any promoted official having irregular Strike/ Dharna period, must not be
relieved and intimation of the same be sent to this office immediately.
1) Posting has been done on the basis of vacancy position available online in HR Data base
(TNP Software). If no vacancy is available as per proposed station of official, he may not be

allowed to join and the case may please be referred back to this office.
2) The Relieving / Arrival report may be submitted online only through "Employees Corner"
available at www.pspcl.in as per instructions issued by O/O Dy. CE/Personnel PSPCL, Patiala
vide its Memo No. 252/1005 dated 14-03-2022.
3) All the promotion orders should be intimated to concerned official(s).
4) The strike/absent/irregular period, if any, of the above official(s) has not been regularized
before issue of promotion order, then the official(s) will not be considered as promoted and will
not be relieved. In such cases, the intimation be sent to this office immediately. If such promoted
official(s) is relieved, then the disciplinary action shall be taken against the relieving officer.
5) The promoted official(s) who has/have attained the age of 50/55 years on or before the date of
issue of this order will be entitled to get the financial benefits of promotion only after getting the
necessary permission of continuation in service after attaining the age of 50/55 years.
6) The officials on S.No. 5 is promoted under Reserve Category (SC) Quota.
7) The Controlling Officer must ensure compliance of instructions issued by Social Welfare &
Child Development Dept. Letter No.SSWCD-10/218/2022-5DC/471 dated 29.11.2022 & Letter
No. SSWCD-10/218/2022-5DC/510945 dated 16.02.2023 regarding PWD employees.
In addition to the above, the following conditions will also be applicable on the promoted
official(s):-
a. The above official(s) are promoted subject to the condition that he/she will complete their
probation period satisfactory as per Regulation 12 of Technical Services Class-3 Regulation
1996. If this period is not completed satisfactorily, then he/she will be reverted to his/her original
post.
b. The official(s) promoted as JE (ELECTRICAL) vide this office order would have continued to
work LM, had he/she not been promoted as JE (ELECTRICAL)
c. The Controlling officer must ensure that the Promoted official must be relieved within 7 days as
per the instructions issued vide Secretary/PSEB(Now PSPCL), Patiala memo
no:101036/101936/ENG-G317dated07.08.1998andmemonumber
72764/73414/ENG1/L-156/6 dated 24.6.2004.
d. As per instructions circulated vide Memo No: 3832/4572 dated 1/9/2021 of Dy Secy./ENG-1,
PSPCL, If any official(s) promoted vide this office order, fails to join on promotion at Proposed
Posting station within 1 month, his/her promotion will be automatically considered as forgone
without any notice.
e. The promotion of the official(s) is made on the basis of disciplinary cases report received from
his/her respective office(s) and if any new case(s) thereafter has been instituted, the decision of
which affects the promotion then the official(s) shall be liable to be reverted without any notice etc.
As per instructions circulated by Memo No: 110682/111402 dated 30.08.2004 such official(s)
may not be relieved.
f. The Controlling/Relieving authority are also directed to ensure that the officials promoted are to

be relieved after ensuring that no F.I.R. or Charge Sheet is pending against them and that there is
nothing which adversely affects the promotion(s) and they may be allowed to join at their new
assignment after clearance.
g. The promotion of the above official(s) has been made without prejudice to the outcome of the
Court/Civil Writ Petition which might be going on any lower court/High Court/Supreme Court and
that the decision of any such Court Case would be applicable to them.
h. The official(s) being promoted Subject to the Condition mentioned in Remarks column, will not
get promotional financial benefits till the conditions are removed by this office.
i. The promotion of the official(s) is subject to the condition that on promotion he/she/they shall not
be entitled to seniority on promoted rank over those who are otherwise senior to him /her/them but

 whose cases are not complete for want of certain formalities and the sequence of order may not
be considered as seniority.
j. As per Secretary/PSEB ( now PSPCL) Memo No. 87442/88077/ENG 1/L-06 dated 2.8.2006
on promotion/transfer, the official should first join at his place of posting before his application for
further adjustment is entertained.
k. The promotion of the official On S.No. 5 has been made subject to clarification sought from
Govt. of Punjab regarding implementation of decision in
SLP 30621/2011.
l. Please inform this office regarding relieving/arrival of promoted official(s) immediately.
m. Concerned DDOs must ensure to update HR data of promoted official(s).3
