Background & Achievement
Background:
The Third Party Aggregators (TPAs) act as a catalyst for promotion
and advocacy of Apprenticeship Training by making special efforts to
reach maximum number of establishments including the micro,
small and medium enterprises.
They act as link between implementing agencies like DGT, RDSDE,
NSDC, and single establishments, industry clusters and potential
apprentices.
Achievement:

Eligibility criteria for TPA empanelment
Note: Once the profile is completed it will move to NSDC for processing. The empanelment
itself is effected by Ministry of Skills Development and Entrepreneurism MSDE.

4. Assessment and Certification
• A reformed assessment and certification system through the unified regulatory framework of National Council of
Vocational Education and Training (NCVET).
• NCVET approved bodies would be awarding certificates and conducting assessments.
• Under PMKVY 3.0 proctor-based assessment would be prioritized wherever possible and neutral assessment
centres also to be established.
5. Placement
• Placements to be supported by Sector Skill Councils (SSCs), top industry players/employers, Training
Partners/consortium, Placement Partners. The primary responsibility of placing the candidates is with the TP.
• DSCs and SSDM to provide handholding support to the trained candidates at the ground level for self-employment /
placements, apprenticeship and self-employment. Rozgar Melas to be organized to bring all employers together for

• Skill certification component to enable Indian youth to take on industry-relevant skill certification which will help them to
secure a better livelihood.
• Individuals with prior learning experience or skills can register themselves and get assessed and certified.
• A mandatory orientation of 12 hours is provided to all beneficiaries. It comprises domain specific training, process of
assessment, and soft skills and entrepreneurship.
• An extended bridge course of up to 68 hours is also provided based on certain skill gaps being identified.

Special Projects (SP)
What is Special Projects?
The targets under Special Project will constitute 12% in Centrally Sponsored Centrally Managed
(CSCM) component of the total allocated targets under Short Term Training (STT) of PMKVY 3.0.
Such projects will be approved by PMKVY 3.0, Executive Committee.
MSDE permits states to implement 15%of their state targets as per Special Project Guidelines, withing the
state STT budget. Such Projects will be approved at the state level by State Empowered Committee.
Objectives
To undertake project-based skilling interventions, primarily to meet the skilling needs of target group/area
which may not meet all the parameters as laid down in the guidelines of Short Term Training due to special
circumstances.
➢ Marginalized and Vulnerable groups such as scheduled castes and tribes, transgender, persons with
disabilities, women, economically backward people, any other category which identifies as
marginalized/vulnerable and is recognized by Govt. of India and State Governments.
➢ Difficult /remote geographies, hard to reach areas such as LWE, aspirational districts, J&K, Ladakh,
North East States, Island territories.
➢ Projects undertaken by reputed Industry bodies offering captive placement opportunities, projects with
innovative strategies, offering local livelihood through creative market linked entrepreneurship and assuring
international placements.

Flexibility Component
All Special Projects may not fit into the strict condition of PMKVY Guidelines, and some flexibility may be required.

In case of Government Infrastructure or Government arranged infrastructure being used for training, the
expenditure to be incurred should be reduced as per PMKVY 3.0.
