Introduction

• Short term skilling (PMKVY, RPL) and apprenticeship (NAPS)


are separate programs and activities but there are
considerable synergies and opportunities to set up integrative
processes across areas of short skilling and apprenticeship

• Opportunities for NSDC-TPs:


• to provide unplaced PMKVY participants with apprenticeship
opportunities
• to set up as a Third Party Aggregator and support establishments in
organizing apprenticeships.

Three advantages of apprenticeship training

1. Flexibility advantage – apprenticeships can be structured


according to company and industry needs: timing, structure,
content
2. Cost advantage – Government of India contributes to the cost
through NSDC: NAPS
3. Management advantage – administration and organization of

National Apprenticeship Promotion Scheme (NAPS)

Two main components:

• Reimbursement of 25% of • Reimbursement of basic

Third Party Aggregator

Opportunity to engage a Third Party Aggregator - an organization that


• takes over the administrative work for employers
• places candidates in basic training
• collects NAPS funds on their behalf
• acts as inter-company training center
• organizes inter-company cooperative training.

Typically, TPAs are chambers, NSDC Training Partners, large training


companies, or ITIs.

Background & Achievement

Background:
The Third Party Aggregators (TPAs) act as a catalyst for promotion
and advocacy of Apprenticeship Training by making special efforts to
reach maximum number of establishments including the micro,
small and medium enterprises.
They act as link between implementing agencies like DGT, RDSDE,
NSDC, and single establishments, industry clusters and potential
apprentices.

Achievement:
Total contracts generated under Optional Trade: 2,08,900
Total contracts generated by TPAs under Optional Trade: 1,10,823 =
53%

Eligibility criteria for TPA empanelment

• Registration as company/partnership or proprietary firm


/Trust/Society /NGO/ Industry Association or Chamber
• At least 5 years of experience of working in industrial training/
skilling/ education/ placement/ non-profit activities/working
• A registered office with expert team and infrastructure in place to
coordinate the running of an apprenticeship programme and have
courses/curriculum designed in its domain area
• Experience in mobilization of men, women and youth for education,
skilling interventions, facilitating wage/ self-employment or involved
with non-profit activities pertaining to social/community
development.
• Applicant to provide letters of support from at least 20 establishments
wanting to engage apprentices and willing to appoint the applicant
institution/organization as a TPA.
• Applicant not to have been blacklisted by any organization.

How to get started for empanelment as TPA
Step 1: Quick Registration
• Go to Apprenticeship Portal https://apprenticeshipindia.org/
• Click Register > Third Party Aggregator
• Enter the required details and click Submit
• Once the form is submitted, TPA will receive a notification and system sends an activation
mail on TPA’s email-id
• User needs to click on the Activation Link (received on email-id) to activate the profile on
the portal

Step 2: Profile Completion


• Login with the respective credentials and complete the profile by clicking Complete your
Application Form
• Enter the required details and click Save and Submit

Note: Once the profile is completed it will move to NSDC for processing. The empanelment
itself is effected by Ministry of Skills Development and Entrepreneurism MSDE.

Short Term Training (STT)
Key Processes

1. Training Provider Selection/Empanelment


• To be done by respective implementing agencies. For CSCM - NSDC/ DGT & For CSSM - SSDM
along with DSC.
• Centralized Accreditation and Affiliation (A&A) process to be followed by training providers which
serves as the unifying benchmark for training centre quality.

2. Mobilization and Counseling


• Career information, guidance and counselling services are essential objectives to improve the quality
of technical and vocational education and training.
• DSCs, SSDMs and State Government to conduct mobilization, counselling and batch formation
under both Central and State Components of the schemes.

3. Training
• Training as per National Skill Qualification Framework (NSQF), in one of the three formats i.e., 100%
Classroom Approach, Online Training or Blended Approach.
• All trainers to be TOT certified to ensure training quality.

4. Assessment and Certification
• A reformed assessment and certification system through the unified regulatory framework of National Council of
Vocational Education and Training (NCVET).
• NCVET approved bodies would be awarding certificates and conducting assessments.
• Under PMKVY 3.0 proctor-based assessment would be prioritized wherever possible and neutral assessment
centres also to be established.

5. Placement
• Placements to be supported by Sector Skill Councils (SSCs), top industry players/employers, Training
Partners/consortium, Placement Partners. The primary responsibility of placing the candidates is with the TP.
• DSCs and SSDM to provide handholding support to the trained candidates at the ground level for self-employment /
placements, apprenticeship and self-employment. Rozgar Melas to be organized to bring all employers together for
mass hiring

6. Monitoring and Reporting


• Both concurrent monitoring and continuous monitoring to be undertaken by the Implementing agencies, State Skill
Development Missions and DSCs under PMKVY 3.0.
• Monitoring to be done via technology driven interventions for transparency and scalability. Monitoring and
Supervision to be done at all levels to ensure quality outcome and include both performance and compliance
monitoring.

7. Grievance Redressal
• Grievance redressal mechanism for candidates, training partners and assessors is set up with the
appropriate authority at district/state /central level for a time bound resolution of grievances.
8. Deployment of Staff
• To ensure smooth implementation of the scheme in both CSCM and CSSM component, SSDMs
through their respective State Government, DSCs through their respective District Administration and
NSDC have put in place a dedicated functional team to oversee the execution and monitoring of
scheme.
9. Continuous Capacity Building
• NSDC / SSDMs play the key roles in building the capacity of the participating stakeholders through
training sessions, IT-based webinars, refresher course, regional / zonal review meetings, ideas
exchange and knowledge exchange.
Recognition of Prior Learning (RPL)
What is RPL?

• Skill certification component to enable Indian youth to take on industry-relevant skill certification which will help them to
secure a better livelihood.
• Individuals with prior learning experience or skills can register themselves and get assessed and certified.
• A mandatory orientation of 12 hours is provided to all beneficiaries. It comprises domain specific training, process of
assessment, and soft skills and entrepreneurship.
• An extended bridge course of up to 68 hours is also provided based on certain skill gaps being identified.
• RPL focuses mainly on individuals engaged in unregulated sectors.

Special Projects (SP)
What is Special Projects?

Special Projects is a comparatively flexible component of PMKVY which provides Short-Term


Training (STT) to vulnerable groups in difficult settings, or in projects with govt bodies or industry
bodies with ensured placement.

The targets under Special Project will constitute 12% in Centrally Sponsored Centrally Managed
(CSCM) component of the total allocated targets under Short Term Training (STT) of PMKVY 3.0.
Such projects will be approved by PMKVY 3.0, Executive Committee.

Targets Under CSSM

MSDE permits states to implement 15%of their state targets as per Special Project Guidelines, withing the
state STT budget. Such Projects will be approved at the state level by State Empowered Committee.
Objectives

To undertake project-based skilling interventions, primarily to meet the skilling needs of target group/area
which may not meet all the parameters as laid down in the guidelines of Short Term Training due to special
circumstances.

The coverage of target groups is as follows:

➢ Marginalized and Vulnerable groups such as scheduled castes and tribes, transgender, persons with
disabilities, women, economically backward people, any other category which identifies as
marginalized/vulnerable and is recognized by Govt. of India and State Governments.

➢ Difficult /remote geographies, hard to reach areas such as LWE, aspirational districts, J&K, Ladakh,
North East States, Island territories.

➢ Projects undertaken by reputed Industry bodies offering captive placement opportunities, projects with
innovative strategies, offering local livelihood through creative market linked entrepreneurship and assuring
international placements.
Applicant Types

2. Captive Placement - Corporates, Industry bodies & SSC sponsored organization

3. Govt organizations/departments

4. Organizations already working in the field of delivering future skills

5. Organizations already providing / proposing innovative models of skilling linked to entrepreneurship

6. Entities/ Training Providers with skilling as their primary business and/or which are already skilling in PMKVY STT/ other national or state govt skilling schemes
will not be permitted to apply

Flexibility Component

All Special Projects may not fit into the strict condition of PMKVY Guidelines, and some flexibility may be required.
Waivers can be permitted by the Final Project Approval (EC) Committee in the following areas–

Implementation Process for Special Projects
Target Allocation Route:

1. Project based route : Direct allocation to ministries, reputed government organizations,


SSCs/industries/associations for captive placements and Skill Council for Persons with Disability (SCPwD).

2. RFP Route: Online RFP route to invite, screen, and evaluate project proposals for the training of focused
groups or in special areas as identified by implementing agencies with the approval of PMKVY 3.0 Executive
Committee/State empowered Committee.

In case of Government Infrastructure or Government arranged infrastructure being used for training, the
expenditure to be incurred should be reduced as per PMKVY 3.0.
