10. Fiscal policy ( chính sách tài khóa do chính phủ thực hiện với các
công cụ chính là: tax, government spending, subsidy)
Expansionary fiscal policy: decreases Tax=>Yd tăng=>C tăng,
increasesgovernment spending=> G tăng=>ĂD tăng=>Sản lượng tăng, giá tăng
o Mechanism: makes Yd (C) of houses holds and G increase>> APE increases,
shift to higher position, equilibrium yield of economy increases>> AD shifts to
the right, price and yield increase
o Used: recession, high unemployment rate, deflation (equilibrium Y is low)
o Note: the period of time used (because the consequences are high budget
deficit and inflation)
Contractionary fiscal policy: increases Tax=>Yd giảm=>C giảm=>AD giảm,
decreases government spending=>G giảm=>AD giảm =>sản lượng giảm, giá giảm
o Mechanism: makes Yd (C) of houses holds and G decrease>> APE
decreases, shift to lower position, equilibrium yield of economy
increases>> AD shifts to the left, price and yield decrease
o Used: high inflation, heated growth, property bubbles (equilibrium Y is too
high)
o Note: targets, time, (consequences: high unemployment rate, recession)
Limit of fiscal policy: CROWDING EFFECT: governments increase spending, making
the budget deficit, governments has to borrow more and lend less, Supply on
loanable funds decreases, demand increases>> Interest rate increases>>
Investment decreases
T-G giảm, thực hiện quá liều=> thâm hụt ngân sách=>Chính phủ đi vay nhiều hơn,
savings của chính phủ sẽ bị giảm đi=>Savings chung giảm mà savings là nguồn
cung của loanable fund market, demand của vốn thì lại tăng=>Lãi suất tăng=>Đầu
tư giảm->AD k tăng được nhiều

3. Division of unemployment
3.1. Natural unemployment (that nghiep tu nhien) – long term +
subjective (natural unemployment xảy ra ngay cả hi nền kte đạt mức
sản lượng Y*, tức là trong dài hạn khi nền kinh tế tận dụng hết resources
thì vẫn tồn tại thất nghiệp và nó là natural unemployment)
Frictional unemployment: in time to look for jobs ( has just graduated, people
looking for better jobs)
Structural unemployment (mainly due sectoral shifts): Structural unemployment
is long-lasting unemployment that comes about due to shifts in an economy. This
type of unemployment happens because though jobs are available, there’s a
mismatch between what companies need and what available workers offer.
Min wage theory (classical theory): min wage > equilibrium wage
B. INFLATION
1. Definition and calculation
Definition: Inflation is the decline of purchasing power of a given currency over
time due to increase in price level of a basket of selected goods and services in an
economy over some period of time
Deflation: decrease in in price level of a basket of selected goods and services in
an economy over some period of time
Calculation:

According to rate:

3. Causes of Inflation
3.1. Demand pull effect (tác động AD: AD dịch phải => giá tăng)
When an increase in the supply of money and credit stimulates overall
demand for goods and services in an economy to increase more rapidly than
the economy's production capacity. This increases demand and leads to
price rises.
3.2. Cost push effect (tác động SRAS: SRAS dịch trái, giá tăng)

3.3. Built in inflation (AD dịch phải và SRAS dịch trái cùng một lượng
với nhau)
Expectations of future inflation cause built-in inflation. That means, when prices
rise, workers expect (and demand) higher wages to maintain their cost of living.
However, higher wages result in higher costs of production, which leads to
higher prices, and the spiral begins. Because of this circular dependency, built-in
inflation is sometimes also referred to as the wage-price spiral.

Demand shocks: movement on phillips curve: positive>> move to the left side,
negative: right side (cầu, cú sốc cầu, những chính sách tác động AD thì chỉ gây ra
sự di chuyển trên đường Philip vì:
Khi AD tăng => AD dịch phải => giá tăng,sản lượng tăng => Lạm phát tăng,
sản lượng tăng (thất nghiệp giảm) => Tác động vào những yếu tố có trên
trục (CMTT với AD giảm)

Supply shocks: shift on phillips: positive: shift to the left, negative: shift to the
right
Note:
• Steep Phillips:should choose to solve inflation because in this scenario
inflation is much higher than unemployment. A large decrease in inflation
causes a small increase in unemployment.
• Shallow (flat) Phillips: should choose to solve unemployment because in
this scenario unemployment is much higher than inflation. A small
increase in inflation causes a large decrease in unemployment.
