eNodeB startup and RRC connection establishment
This flowchart describes how the eNodeB uses EPC to perform S1 setup and then initiates MIB and SIB
broadcasts to the UE . The flow also shows how the eNodeB sends UE-specific configuration
information through the RRC Connection Setup message.
1. The eNodeB initiates an S1 connection with the MME . The parameters included are as follows:
Served GUMMEIs List of service GUMMEIs (one entry per radio access technology)
Relative MME Capacity The relative processing capacity of an MME relative to other MMEs in the pool .
3. The Master Information Block ( MIB) carries physical layer related information about the LTE
cell. This information is necessary for further decoding of system messages.
PHICH Configuration:
System Frame Number is used for frame synchronization of UE scheduling information of SIB1 (PDSCH
repetition)
4. System Information Block Type 1 (SIB 1 ) contains information relevant when evaluating whether the
UE can access the cell and defines the scheduling of other system information.
q_RxLevMinOffset Adjustment to the minimum signal quality required when searching for a higher
priority PLMN when the UT resides on a VPLMN (Visited PLMN ).

6. System Information Block Type 3 (SIB 3 ) contains common cell reselection information for intra-
frequency, inter-frequency and inter-system cell reselection (i.e. applicable to more than one type of cell
reselection, but not necessarily all ) and intra-frequency cell reselection information in addition to
adjacent cell related information.
7. System information block type 4 (SIB 4 ) contains adjacent cell related information only related to
intra-frequency cell reselection. IE includes cells with specific reselection parameters as well as
blacklisted cells.
8. System Information Block Type 5 (SIB 5 ) contains information related only to inter-frequency cell
reselection, that is, information about other e-UTRA frequencies and inter-frequency neighboring
cells related to cell reselection . The IE includes frequency-common cell reselection parameters and cell-
specific reselection parameters.
9. System Information Block Type 6 (SIB 6 ) contains information related only to inter-system cell
reselection, that is, information about UTRA frequencies and UTRA neighboring cells related to cell
reselection. IE includes frequency-common cell reselection parameters.
10. System Information Block Type 7 (SIB 7 ) contains information relevant only to inter-system cell
reselection, that is, information about the GERAN frequencies relevant to cell reselection. The IE
includes cell reselection parameters for each frequency.
11. System information block type 8 (SIB 8 ) contains information only related to inter-system cell
reselection, that is, CDMA2000 frequency and CDMA2000 neighboring cell information related to cell
reselection. The IE includes frequency-common cell reselection parameters and cell-specific reselection
parameters.
12. SystemInformationBlockType9 contains the home eNB name (HNB name). The UE and eNodeB
perform random access procedures to synchronize time and allocate resources for transmitting
RRC Connection Setup messages.
13. The UE uses the uplink grant allocated during the random access process to request the eNodeB to
establish an RRC connection.

14. The eNodeB sets up SRB1 and delivers the UE specific configuration through the RRC
Connection Setup message. The UE then continues to connect and sets the default bearer.
