Dear Sir,

FACILITATION FOR RECOVERY OF 100 COWS IN KOBEBE, UGANDA

The above journey is a precursor of the rampant raids featuring the Jie of
Uganda and the Turkana of Kenya. In the month of March,2024, The Jie raided
Loreng (Kenya) and killed four Kenyans and went away with 35 cattle. In a
retaliatory measure, the Ng’ilukmong territorial section raided Jie and not only
raided 75 cows but also butchered 2 boys. The Uganda People’s Defense Forces
(UPDF) decided to round up 319 cows for the innocent Turkana (Ng’ikamatak).
This group pleaded not guilty and decided to betray the other innocent
territorial section of ng’iwoyakwara, whose 265 animals were handed over to
UPDF so as to release the Ng’ikamataks animals. Uganda leadership decided to
handover the animals to its people as compensation of raided animals and lost
lives. This became the source of conflict for the two Turkana territorial
sections.

Two meetings have been held in bid to agree on the number of animals to be
handed over as exgratia (akibut). The latest one was done on 12th June where
Ng'ikamatak of Urum had appealled. With the support of partners they did
discuss and still they were requested to surrender 100 cows as it were in the
initial mediation meeting. The handing over for the same is supposed to be on
29th of June 2024.

The purpose of this letter is to ask your esteemed office for facilitation to go to
uganda and support kraal ekders in recovery of the animals prior to the
handing over of 29th 2024. This will be a three days activity.

I kindly ask your office to facilitate the following officers

IN KOBEBE, UGANDA

On 22nd of May 2024, there was a meeting in Urum to mediate on the two
communities who were on the verge of fighting. The elders finally reached a
consensus that, a total of 100 cows were to be mobilized by Ng’ikamatak who
live in Kobebe, Uganda and be driven to kenya for eventual handing over on
12th June 2024. This was to be given as exgratia (akibut). This ceremony will be
presided over by H.E the Governor, Turkana County.

The preliminary report from the elders indicate that, the Kobebe youth are not
complying with the request to recover 100 cows from them. This has
necessitated an abrupt meeting to be organized from 5th June to 8th June. The
Joint stakeholder meeting will support in the recovery of the 100 cows and
further plan for the handing over ceremony in Urum (Kenya).

RE: CHANGE OF USE OF PLOT.

In the yaear 2016, i, Lokorikeju Titus Ekiru of ID No 14448577, did put up ten houses in Nanyang'akipi
vilage with intention to let to tenants. This was intended to raise some capital for development.
subsequently, i am supposed to be filing returns every month to demonstrate i am in business and
compliant to the rule of law.

It is shocking to report that, i have been filling nil returns for a almost five years in a row. This has been
occassioned by lack of customers in outskirts of the area which has been affected by limited
infrastructure. There is zero or minimal interest to seek houses for rent.

I have takenit upon myself to change the use of these houses from business to residential. My family
members are now living in them.

I am kindly asking your esteemed office to accept the change of use for my houses.
